Call to Order and Pledge of Allegiance The regular meeting of the President and Board of Trustees of the Village of Lombard held on Thursday, November 21, 2024 in the Board Room of the Lombard Village Hall was called to order at 6:00 pm by Village President Keith Giagnorio. Director of Public Works Carl Goldsmith led the pledge of Allegiance. II. Roll Call Trustee Brian LaVaque submitted a request to be allowed to remotely attend the Village Board meeting due to a work commitment. Committee Reports Community Promotion & Tourism - Trustee Bernie Dudek, Chairperson None Village of Lombard Page 1 Village Board of Trustees Minutes November 21, 2024 Community Relations Committee - Trustee Dan Militello, Chairperson None Economic/Community Development Committee - Trustee Anthony Puccio, Chairperson Trustee Anthony Puccio, Chairperson of the Economic & Community Development Committee, reported the following: The ECDC reviewed and unanimously recommended that staff and Village Counsel to work with Synergy Development to prepare a Fourth Amendment to the Yorktown Reserve Economic Incentive Agreement. The agreement has been prepared and is on tonight’s Village Board agenda for consideration. Regarding the Grove Tavern Restaurant under construction at 6 E. St. Charles Road, the ECDC recommended if necessary, staff shall prepare a First Amendment to the grant approval resolution which would allow for utilization of the Village’s Economic Development Funds to pay for any project completion funds that otherwise not be paid by the Downtown Lombard TIF District funding source. The ECDC also discussed the existing projecting signage and proposed wall signage to be placed on the building that was approved as part of a grant request. They did not raise issues their previous grant approval request to allow the existing “Old Style” sign) to remain on the premises. Staff will review the signage further for future consideration by the Zoning Board of Appeals or the Historical Preservation Committee, whichever is appropriate. Trustee Anthony Puccio congratulated the Falcons 2nd/3rd grade cheer. He also wished his wife a happy anniversary. VIII Consent Agenda . Payroll/Accounts Payable A. 240359 Approval of Village Payroll For the period ending November 2, 2024 in the amount of $1,063,455.97. B. 240360 Approval of Accounts Payable For the period ending November 8, 2024 in the amount of $2,972,369.76. This Payroll/Accounts Payable was approved on the Consent Agenda C. 240364 Approval of Accounts Payable For the period ending November 15, 2024 in the amount of $1,079,699.48. This Payroll/Accounts Payable was approved on the Consent Agenda Ordinances on First Reading (Waiver of First Requested) D. 240357 Amending Title XI, Chapter 112, Section 112.13(A) of the Lombard Village Code - Alcoholic Beverages Ordinance increasing the number of authorized licenses in the Class "A/B-III" liquor license category by one and granting a Class "A/B-III" liquor license to All-In Hospitality Group, LLC d/b/a Ancho & Agave, located at 92 Yorktown Shopping Center. (DISTRICT #3) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 8308 E. 240361 Amending Title XI, Chapter 112, Section 112.13(A) of the Lombard Village Code (Alcoholic Beverages) Ordinance amending Title XI, Chapter 112, Section 112.13(A) of the Lombard Village Code decreasing the number of entries in the Class “A/B-III” liquor license category by one due to the licensee RA Sushi Lombard, Corp d/b/a RA Sushi no longer conducting business at 310 Yorktown Shopping Center, effective October 27, 2024, for the July 1, Village of Lombard Page 3 Village Board of Trustees Minutes November 21, 2024 2024, through December 31, 2024, liquor licensing term. (DISTRICT #3) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 8309 F. 240362 Village Equipment to be Declared Surplus Ordinance approving the requests of departments to sell and/or dispose of surplus equipment as more specifically detailed in Exhibit "A" attached to the ordinance, as these items have extended beyond their useful life or are obsolete as follows: Community Development: four (4) tan Hon vertical 4-drawer file cabinets; ten (10) tan Steelcase 4 filing cabinets; Public Works: one (1) 2000 Olympian 30kw Generator and ATS panel (Highland of Lombard SS Lift Station), Model # G30F1, Serial number F7531A1001, and one (1) 2012 Cumming 20Kw Generator and ATS panel (Old North Ave Water PA Station), Model # DSKBA-1213850, Serial number J120401128; items to be sold at auction or sold for scrap. This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 8310 F-2 240356 Amending Title XI, Chapter 112, Section 112.13(A) of the Lombard Village Code - Alcoholic Beverages Ordinance decreasing the number of authorized licenses in the Class "A/B-I" liquor license category by one (1) and increasing the number of authorized licenses in the Class “A/B-II-VG” liquor license category by one (1) to reflect Egg House LLC d/b/a Egg House, located at 2 W. St. Charles Road, surrendering its license and issuance of a new license to Egg House, LLC d/b/a Egg House & Grove Tavern, located at 2 - 8 West St. Charles Road, to reflect the expansion of the operations. This would further amend/replace the first amendment as it pertains to payout provisions during the three phases of advance activities (i.e., asbestos removal, demolition and other related costs previously identified in the amendment). The amendment is the adoption of the National Electric Code from the current 2017 to the 2023 along with local amendments to the (NEC). This Ordinance was passed on first reading on the Consent Agenda H. 240353 Text Amendments to Section 150.301 of the Village Code - (Driveways) The Board of Building Appeals recommends approval of a Text Amendment to Section 150.301 of Village Code. The amendment is recommending the stone base under driveways increase from two inches to four inches. This Ordinance was passed on first reading on the Consent Agenda Ordinances on Second Reading Resolutions J. 240341 Pavement Marking Replacement Program, Final Balancing Change Order No. 1 Reflecting an increase to the contract with Superior Road Striping, Inc. in the amount of $9,266.40. Quantities were increased beyond original contract. (DISTRICTS - ALL) This Resolution was adopted on the Consent Agenda Enactment No: R 60-24 K. 240365 Geotechnical Engineering, Construction Material Testing and Environmental Services Contracts for 2025-2027 Village of Lombard Page 5 Village Board of Trustees Minutes November 21, 2024 Approving professional service contracts with Chicago Testing Laboratory, Inc. (CTL), SEECO Consultants, Inc. and Rubino Engineering, Inc. performing geotechnical engineering, construction material testing and environmental engineering for CIP projects. $117,000.00 has been budgeted for 2025, $38,000.00 for 2026 and $40,000.00 for 2027. Environmental services are provided on an as needed basis.
