Call to Order and Pledge of Allegiance The January 2, 2025 rescheduled regular meeting of the President and Board of Trustees of the Village of Lombard held on Thursday, January 9, 2025 in the Board Room of the Lombard Village Hall was called to order at 6:00 pm by Village President Keith Giagnorio. Director of Public Works Carl Goldsmith led the Pledge of Allegiance. II. Approval of Minutes A motion was made by Trustee Dan Militello, seconded by Trustee Brian LaVaque, that the minutes of the regular meeting of December 19, 2024 be approved. Village Manager/Village Board/Village Clerk Comments Trustee Brian LaVaque thanked Director of Community Development Bill Heniff for the Village Code updates listed on the agenda. Village Attorney Jason Guisinger noted that the petition had been withdrawn for Consent item H (240379 - PC 24-13: 851 Parkview Boulevard - Private School in Woodlake Office Park) and that item will be removed from the Consent Agenda. Trustee Puccio requested the item be removed from the Consent Agenda. VIII Consent Agenda . Payroll/Accounts Payable A. 250001 Approval of Village Payroll For the period ending December 14, 2024 in the amount of $991,222.32. Village of Lombard Page 2 Village Board of Trustees Minutes January 9, 2025 This Payroll/Accounts Payable was approved on the Consent Agenda B. 250002 Approval of Accounts Payable For the period ending December 20, 2024 in the amount of $1,306,511.60. This Payroll/Accounts Payable was approved on the Consent Agenda C. 250010 Approval of Accounts Payable For the period ending December 27, 2024 in the amount of $3,935,670.08. This Payroll/Accounts Payable was approved on the Consent Agenda D. 250016 Approval of Village Payroll For the period ending December 28, 2024 in the amount of $1,125,300.78. This Payroll/Accounts Payable was approved on the Consent Agenda E. 250017 Approval of Accounts Payable For the period ending January 3, 2025 in the amount of $2,097,692.05. This Payroll/Accounts Payable was approved on the Consent Agenda Ordinances on First Reading (Waiver of First Requested) Other Ordinances on First Reading F. 240377 PC 24-10: 324 Eisenhower Lane North - Davey Tree The Plan Commission submits its recommendation to approve a conditional use pursuant to Section 155.420(C)(10) of the Lombard Village Code to allow for a contractor equipment and material storage yard associated with a landscaping business operating on the subject property located within the I Limited Industrial District. (DISTRICT #3) This Ordinance was passed on first reading on the Consent Agenda G. 240378 PC 24-11: 10 W. North Avenue - Chicago Pallet The Plan Commission submits its recommendation to approve a conditional use pursuant to Section 155.420(C)(39) of the Lombard Village Code to allow for an outside materials storage area associated with a manufacturing business operating on the subject property located within the I Limited Industrial District. (DISTRICT #4) This Ordinance was passed on first reading on the Consent Agenda H. 240379 - PC 24:13: 851 Parkview Boulevard - Private School in Woodlake Office Park (Petition Withdrawn) Village of Lombard Page 3 Village Board of Trustees Minutes January 9, 2025 I. 240393 PC 24-12: 11 N. Chase and 734 E. St. Charles Road The Plan Commission submits its recommendation to approve a conditional use pursuant to Section 155.416 (C)(4) of the Lombard Village Code to allow for a building material and products sales and storage establishment on the subject property located within the B4 Corridor Commercial District. (DISTRICT #4) This Ordinance was passed on first reading on the Consent Agenda J. 240394 PC 24-14: 614, 618, 622, 626, and 630 W. Meadow Avenue - Suraiya Subdivision The Plan Commission submits its recommendation of approval for variations from Section 155.407(F)(1) of Village Code, approve a variation to allow a minimum front yard setback of 30 feet for Lots 1 through 4 of the Suraiya Subdivision, irrespective of the front yard setback of existing single-family dwellings on abutting lots, all located in the R2 Single Family Residence District. (DISTRICT #1) This Ordinance was passed on first reading on the Consent Agenda Ordinances on Second Reading Resolutions Other Matters K. 250005 Village Right-of-Way Tree and Stump Removal Contract Renewal Request for a waiver of bids and award of a contract to Homer Tree Care, Inc. in the amount not to exceed $52,495.00. This is the first of two possible one-year extensions of the contract and will expire December 31, 2025. (DISTRICTS - ALL) This Bid was approved on the Consent Agenda L. 250007 Thomas Engineering Services Professional Services Agreement Staff requests that the Village Board approve a professional services agreement with Thomas Engineering Group to continue to perform engineering inspection activities on behalf of the Village Community Development Department for the 2025 calendar year. This Request was approved on the Consent Agenda M. 250008 Detention Pond Maintenance and Improvements Program - Water Surface Monitoring Services Request for a waiver of bids and award of a contract with Environmental Aquatic Management, LLC of Algonquin in an amount not to exceed Village of Lombard Page 4 Village Board of Trustees Minutes January 9, 2025 $23,100.00 for 2025 and $24,000.00 for 2026 for the monitoring and maintenance of the water surfaces at the Village Complex Pond, Terrace View Pond and Morris Pond. Environmental Aquatic Management was deemed most favorable to the Village of two (2) proposals received. The contract is comprised of three (3) separate two-year agreements. (DISTRICTS #1 & #2) This Bid was approved on the Consent Agenda N. 250009 Detention Pond Maintenance and Improvements Program - Native Plantings Management Services Request for a waiver of bids and award of a contract with Bedrock Earthscapes LLC of Wheaton in the amount of $23,600.00 for the maintenance of the natural vegetation at various locations within the Village of Lombard. Bedrock Earthscapes, LLC were deemed by staff to be the most qualified firm.
