I. Call to Order and Pledge of Allegiance
The regular meeting of the President and Board of Trustees of the
Village of Lombard held on Thursday, February 20, 2025 in the Board
Room of the Lombard Village Hall was called to order at 6:00 p.m. by
Village President Keith Giagnorio. Director of Public Works Carl
Goldsmith led the Pledge of Allegiance.

Trustee Anthony Puccio, Chairperson of the Economic & Community
Development Committee, reported the following:
On tonight’s agenda, you will see that the ECDC considered and
unanimously recommended approval of a First Amendment to the
Business Retention Economic Incentive and Sales Tax Agreement for
Prairie Food Co-op (PFC). The amendment addresses a project
completion deadline within the original Agreement. PFC intends to open
at their tenant space in Eastgate Shopping Center in the Spring.
Also on tonight’s agenda, the ECDC recommended approval of a façade
grant with an accessibility component for O’Neill’s Pub located at 236
East St. Charles Road.
The ECDC also approved a Downtown Business Grant for a new awning
fabric for the proposed Vibe Café at 22 West St. Charles Road.

Trustee Bob Bachner, Chairperson of the Public Works & Environmental
Concerns Committee, reported the following:
The PWECC met on Tuesday Feb 11 at 6pm. The committee reviewed
multiple change orders. After minor discussions they were all
unanimously approved. All are on the agenda tonight for Board approval.
An amendment to the Illinois Public Works Mutual Aid Network
agreement was also reviewed with minor changes also being approved
by the committee. The committee also discussed latest reports on the
Village’s Sustainability Framework and the Capital Improvement
Program budget
Lombard Historic Preservation Commission - Village Clerk Liz Brezinski
Village Clerk Liz Brezinski, Liaison to the Lombard Historic Preservation
Commission, reported the following:

The members reviewed and approved the annual report. The report will
be transmitted to the Village Board for acceptance. The public hearing
was held for the request from Punky's Pub, 16 S. Park, for designation of
their sign as an historical sign. The members voted to approve the
request and forward to the Village Board for action.
VII. Village Manager/Village Board/Village Clerk Comments
Trustee Brian LaVaque, Chairperson of the Public Safety &
Transportation Committee, thanked Chief of Police tom Wirsing for his
years of service to the residents, the community, the Village and the
Police Department. He wished him well in his retirement.
Village Manager Scott Niehaus also thanked Chief Wirsing and stated
he would ask Tom to speak.
Chief of Police Tom Wirsing thanked all of the staff and the Village Board
for the opportunities he has had over his career.
Village President Keith Giagnorio thanked Chief Wirsing and wished him
well in his retirement.

District:
1. Variation under Section 155.103(C)(8)(c) from Section 155.409(D)(4)
which requires 2,800 square feet of lot area per dwelling unit (15.4
dwelling units per acre), and limits the number of dwellings to seven (7), in
order to allow nine (9) three-bedroom dwellings (2,248 square feet per
dwelling, 19.35 dwellings per acre).

by-laws. The Village has been a member of IPWMAN since it was formed
in 2009. This amended Agreement must be approved to continue our
membership.
