Passed the Consent Calendar. 1. 22­0625 Recommendation to receive and file report on travel to Washington, D.C. with the Mayor and members of the Federal Legislation Committee. 2. 22­0626 Recommendation to adopt resolution making findings pursuant to Government Code Section 54953(e)(3) to authorize City legislative bodies to follow the teleconference meeting provisions of Government Code Section 54953(e)(1)­(2). (Citywide) 3. 22­0627 Recommendation for approval of a merit increase as required by Section 15 of the City’s Salary Resolution to Deputy City Attorney, Taylor M. Anderson. 4. 22­0628 Recommendation to authorize City Attorney to pay sum of $125,000, in full settlement of lawsuit entitled Ruben Ayson Simon, Jr. v. (District 6) 11. 22­0635 Recommendation to authorize City Manager, or designee, to process a refund in the amount of $12,900 to Tony Kassas for a project located at 6095 Orange Avenue. (District 9) 12. 22­0636 Recommendation to adopt Specifications No. RFP ED21­064 and award contracts to Rithya Siddhartha Tang DBA Small Business Advisory (SBA), of Whittier, CA, and 4Front Partners, LLC, of Oakland, CA, to provide eligible participants in the City’s Cannabis Social Equity Program with direct technical assistance to facilitate business ownership in the cannabis industry, in a total annual aggregate amount not to exceed $230,000, through September 30, 2022, with the option to renew for one additional one­ year period, at the discretion of the City Manager; and, authorize City Manager, or designee, to execute all documents necessary to enter into the contracts, including any necessary subsequent amendments. (Citywide) 13. 22­0637 Recommendation to adopt Specifications No. RFP ED22­022 and award a contract to Human­I­T, of Long Beach, CA, to implement and administer the Free Internet Services & Computing Devices Program, in an amount of $1,000,000, with a 20 percent contingency in the amount of $200,000, for a total amount not to exceed of $1,200,000 for a period of two years, with the option to renew for three additional one­year periods, at the discretion of the City Manager; and, authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary subsequent amendments. (Citywide) 14. 22­0638 Recommendation to adopt Specifications No. ITB LB22­013 and award a contract to Gunner Concrete Inc., of Garden Grove, CA, for furnishing and delivering as­ needed slurry ready­mix concrete, in an annual amount of $318,000, with a 20 percent contingency in the amount of $63,600, for a total annual contract amount not to exceed $381,600, for a period of two years, with the option to renew for three additional one­year periods, at the discretion of the City Manager; and, authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary subsequent amendments. (Citywide) 17. 22­0641 Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 35900 with Office Furniture Group, LLC, of Irvine, CA, to purchase, deliver, and install office furniture, to increase the contract amount by $300,000, for a revised contract amount not to exceed $1,055,380, and extend the term through September 30, 2023. (Citywide) 18. 22­0642 Recommendation to authorize City Manager, or designee, to execute an agreement, and all necessary subsequent documents, subcontracts, and subsequent amendments, including any amendment to the award amount, with the California Department of Public Health to accept and expend grant funding in an estimated amount of $100,800, to provide Pre­Exposure Prophylaxis Assistance Program services, for the period of January 1, 2022 through December 31, 2025, with the option to extend the agreement for five additional one­year periods, at the discretion of the City Manager. (Citywide) 19. 22­0643 Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 35550 with Parkwood Landscape Maintenance, Inc., of Van Nuys, CA, to provide landscaping services for Queensway Bay, to increase the annual contract amount by $341,785, inclusive of a 15 percent contingency, for a total annual contract amount not to exceed $1,098,357. (District 1) 20. 22­0644 Recommendation to authorize City Manager, or designee, to approve a fee waiver for the Alamitos Bay Yacht Club and the Long Beach Yacht Club, in a total amount not to exceed $15,000, for use of dock space in Alamitos Bay Marina for visiting and participating vessels during the 2022 Ullman Sails Long Beach Race Week, from June 23 through June 26, 2022. HEARINGS (6:14 PM) 21. 22­0646 Recommendation to receive supporting documentation into the record, conclude the public hearing, and extend for one year (12 months), a previously adopted urgency ordinance relating to the temporary limitation (moratorium) on the issuance of building permits, construction permits or other entitlements for new residential stand­alone construction along commercial and transportation corridors in areas that are designated by the 2019 General Plan Land Use Element Update as the Neighborhood Serving Corridors or Centers Place Type on Willow Street, west of Interstate­710 to the City EMPLOYEE OF THE MONTH Mayor Garcia declared a recess at 5:26 PM. REGULAR AGENDA (6:33 PM) 23. 22­0647 Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $621, offset by the Third Council District One­Time District Priority Funds transferred from the Citywide Activities Department to provide a contribution to Friends of Belmont Shore for their community concert; and Decrease appropriations in the General Fund Group in the Citywide Activities Department by $621 to offset by a transfer to the City Manager Department. 24. 22­0648 Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $2,250, offset by the Fifth Council District One­time District Priority Funds transferred from the Citywide Activities Department to provide a donation to the following: 1) Cubberley School Foundation, in the amount of $250, to support the establishment of trees planted in partnership with ‘I Dig Long Beach’; 2) Care Closet LBC, in the amount of $1,000, to support their ongoing operations to assist and provide opportunities for people experiencing homelessness; and 3) Lakewood Village Neighborhood Association, in the amount of $1,000 to support their annual summer concert at Pan Am Park; and Decrease appropriations in the General Fund Group in the Citywide Activities Department by $2,250 to offset a transfer to the City Manager Department. 25. 22­0649 Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $3,500, offset by the Sixth Council District One­Time District Priority Funds transferred from the Citywide Activities Department to support The LGBTQ Center Long Beach; and Decrease appropriations of the Sixth Council District One­time District Priority Funds in the General Fund Group in the Citywide Activities Department by $3,500 to offset a transfer to the City Manager Department. 26. 22­0650 Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $1,000, offset by the First Council District One­time District Priority Funds, transferred from the Citywide Activities Department, to provide a donation to Partners of Parks in support of the Long Beach Juneteenth Celebration; and Decrease appropriations in the General Fund Group in the Citywide Activities Department by $1,000 to offset a transfer to the City Manager Department. 27. 22­0651 Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $2,500, offset by the First Council District One­time District Priority Funds, transferred from the Citywide Activities Department, to provide a donation to Kahlo Creative LLC; and Decrease appropriations in the General Fund Group in the Citywide Activities Department by $2,500 to offset a transfer to the City Manager Department. 28. 22­0652 Recommendation to direct City Manager to work with Economic Decrease appropriations in the General Fund Group in the Citywide Activities Department by $1,000 to offset a transfer to the City Manager Department. 27. 22­0651 Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $2,500, offset by the First Council District One­time District Priority Funds, transferred from the Citywide Activities Department, to provide a donation to Kahlo Creative LLC; and Decrease appropriations in the General Fund Group in the Citywide Activities Department by $2,500 to offset a transfer to the City Manager Department. 28. 22­0652 Recommendation to direct City Manager to work with Economic Development to request an Economic Impact Report and report to Council in 30 days regarding the 1) feasibility of and potential benefits and risks of implementing a citywide private healthcare minimum wage increase in Long Beach; and 2) to work with the City's Economic Development Commission to take public input and review the study's findings and make recommendations to the City Council. 29. 22­0653 Recommendation to authorize City Attorney to prepare ordinance amending Section 5.24 of the Long Beach Municipal Code so the City Manager, or designee, is authorized to grant permission for certain professional or amateur boxing, kickboxing, mixed martial arts, and similar events within the Long Beach without the need for specific approval by the City Council. (Citywide) 30. 22­0654 Recommendation to adopt resolution requesting that the Board of Harbor Commissioners approve the transfer of five percent (5%) of Fiscal Year 2022 (FY 22) gross operating revenue, from the Harbor Fund Group to the Tidelands Operating Fund Group, with a true­up adjustment, if necessary, to reflect the final gross revenue amount upon issuance of the Harbor Department’s FY 22 audited financial statements. (Districts 1,2,3) 31. 22­0655 Recommendation to adopt resolution authorizing City Manager, or designee, to execute a contract, and any necessary documents including any subsequent amendments, with Howmedica Osteonics Corp, of Chicago, IL, for the purchase of power medical gurneys, in an amount of $658,619, with a 10 percent contingency in the amount of $65,862, for a total contract amount not to exceed $724,481.
