(Citywide) 9. 22­0735 Recommendation to adopt resolution authorizing City Manager, or designee, to execute a vehicle demonstration agreement, and any necessary documents including subsequent amendments, with Los Angeles Truck Centers, LLC, of Whittier, CA, to demonstrate an all­electric, rear­loading refuse truck, at no cost to the City of Long Beach, for a period of 90 days, with the option to renew for two additional one­month periods, at the discretion of the City Manager. (Citywide) 10. 22­0736 Recommendation to adopt resolution authorizing City Manager, or designee, to execute a contract, and any necessary documents including any necessary subsequent amendments, with Quinn Company of the City of Industry, CA, for the purchase of a 375­kilowatt emergency generator and trailer, on the same terms and conditions afforded to Sourcewell, (formerly the NJPA), of Staples, MN, with Caterpillar, Inc., contract 120617­CAT, in a total amount not to exceed $289,983, inclusive of taxes and fees. (Citywide) 11. 22­0737 Recommendation to receive and file Contract No. 36227 with the Illumination Foundation, of Orange, CA, to provide operation services of the Project Roomkey program, a 47­unit property located at 1500 East Pacific Coast Hwy that is currently being used as interim housing for people experiencing homelessness and in a COVID­19 high­risk category, in a total amount not to exceed $412,807 from April 1, 2022 through June 30, 2022, made pursuant to Chapters 2.69 and 2.85 of the Long Beach Municipal Code (LBMC) and in response to the proclaimed emergency for COVID­19. (Citywide) 12. 22­0738 WITHDRAWN Recommendation to authorize City Manager, or designee, to an agreement, and all necessary subsequent documents, subcontracts, and subsequent amendments, with the County of Santa Cruz, host entity for the County­based Medi­Cal Administrative Activities and Targeted Case Management Programs, at a cost not to exceed $6,500, for the term of July 1, 2022 through June 30, 2025, with the option to extend the agreement for three additional one­year periods, at the discretion of the City Manager. (Citywide) 13. 22­0739 Recommendation to authorize City Manager, or designee, to execute an agreement, and all necessary documents, subcontracts or subsequent amendments, including amending the award amount, with the County of Los Angeles, in a total amount of $127,532, to provide Human Immunodeficiency Virus (HIV)/Acquired Immune Deficiency Syndrome (AIDS) Benefits Specialty Services for the period of April 1, 2022 through March 31, 2023, with the option to extend the agreement for five additional one­year periods, at the discretion of the City Manager. (Citywide) 14. 22­0740 Recommendation to authorize City Manager, or designee, to execute an County of Santa Cruz, host entity for the County­based Medi­Cal Administrative Activities and Targeted Case Management Programs, at a cost not to exceed $6,500, for the term of July 1, 2022 through June 30, 2025, with the option to extend the agreement for three additional one­year periods, at the discretion of the City Manager. (Citywide) 13. 22­0739 Recommendation to authorize City Manager, or designee, to execute an agreement, and all necessary documents, subcontracts or subsequent amendments, including amending the award amount, with the County of Los Angeles, in a total amount of $127,532, to provide Human Immunodeficiency Virus (HIV)/Acquired Immune Deficiency Syndrome (AIDS) Benefits Specialty Services for the period of April 1, 2022 through March 31, 2023, with the option to extend the agreement for five additional one­year periods, at the discretion of the City Manager. (Citywide) 14. 22­0740 Recommendation to authorize City Manager, or designee, to execute an agreement, and all necessary documents, subcontracts or subsequent amendments, including amending the award amount, with the California Department of Public Health to accept and expend grant funding in an amount not to exceed $150,481, with an allotment of up to $8,954 for Food, Shelter, Incentives, and Enablers (FSIE) expenditures, for a total amount not to exceed $159,435, for tuberculosis prevention and control activities, for the period of July 1, 2022 through June 30, 2023, with the option to extend the agreement for five additional one year periods, at the discretion of the City Manager. (Citywide) 15. 22­0660 Recommendation to authorize City Manager, or designee, to execute an agreement and all necessary documents or subcontracts, including any subsequent amendments to the allocation amount, with the County of Los Angeles for County Measure B funds in the amount of $764,416, to fund the Regional Distribution Site to store medication to treat person affected by bioterrorist or chemical attack, for the period of July 1, 2022 through June 30, 2023; and Increase appropriations in the Health Fund Group in the Health and Human Services Department by $764,416, offset by reimbursement grant revenue. (Citywide) 16. 22­0741 Recommendation to authorize City Manager, or designee, to execute all necessary documents with the LA84 Foundation to accept Learn to Swim 2022 grant funds in the amount of $15,000, for summer aquatics programs targeting economically disadvantaged youth at Belmont Plaza Temporary Pool, Silverado Pool, and Martin Luther King, Jr. Pool, from July 6, 2022 through August 26, 2022; and, execute all necessary documents to implement and administer the grant including any amendments. (Districts 3,6,7) 17. 22­0742 Recommendation to adopt Specifications No. ITB PR22­030 REISSUE and award a contract to Ganahl Lumber Company, of Anaheim, CA, for marine treated lumber, in a total annual amount not to exceed $130,000, for a period of two years, with the option to renew for three additional one­year periods, at the discretion of the City Manager; and, authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary subsequent amendments. (Citywide) 18. 22­0743 Recommendation to receive and file the application of Beach Restaurant Group Incorporated, dba Gaucho Beach, for an original application of an Alcoholic Beverage Control (ABC) License, at 780 East Shoreline Drive. (District 1) 19. 22­0744 Recommendation to receive and file the application of Cajun Crackin Seafood Incorporated, dba Cajun Crackin, for an original application of an Alcoholic Beverage Control (ABC) License, at 7591 Carson Boulevard. (District 4) 20. 22­0745 Recommendation to receive and file the application of United West Coast Wines & Spirits, LLC, dba United West Coast Wines & Spirits, LLC, for an original application of an Alcoholic Beverage Control (ABC) License, at 2900 East 56th Way; determine that the application does not serve the public convenience and necessity; and, submit a Public Notice of Protest to ABC on the basis that the business is located within a high crime reporting district, is within 100 feet of residences, and is within 600 feet from a community park and church. (District 8) 21. 22­0746 Recommendation to authorize City Manager, or designee, to execute an agreement, and all necessary documents, including any amendments, with the California Office of Emergency Services under the Paul Coverdell Forensic Science Improvement Program, to accept and expend grant funding up to $56,606, for forensic science crime laboratory equipment and training, for the period of April 1, 2022 to June 30, 2023; and Increase appropriations in the General Grants Fund Group in the Police Department by $56,606, offset by grant revenue. (Citywide) CEREMONIALS AND PRESENTATIONS (5:22 PM) 50TH ANNIVERSARY OF TITLE IX PUBLIC COMMENT (5:32 PM) REGULAR AGENDA (5:18 PM) 22. 22­0747 Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $250, offset by the Fifth Council District One­time District Priority Funds transferred from the Citywide Activities Department to provide a donation to the Long Beach Camerata Singers for their summer concerts in the Fifth District; and Decrease appropriations in the General Fund Group in the Citywide Activities Department by $250 to offset a transfer to the City Manager Department. 23. 22­0748 Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $2,500, offset by the Third Council District One­time District Priority Funds, transferred from the Citywide Activities Department to provide a donation to Long Beach Lesbian & Gay Pride (LBLGP) Inc. to support the 2022 Long Beach Pride Parade and Festival, and Decrease appropriation in the General Fund Group in the Citywide Activities Department by $2,500, to offset a transfer to the City Manager Department. 24. 22­0749 Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $1,289, offset by the Third Council District One­time District Priority Funds transferred from the Citywide Activities Department to provide a donation to Los Cerritos Wetlands Stewards to support a community planting event; and Decrease appropriations in the General Fund Group in the Citywide Activities Department by $1,289 to offset a transfer to the City Manager Department. 25. 22­0750 Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $250, offset by the Third Council District One­time District Priority Funds, transferred from the Citywide Activities Department to provide a donation to the Long Beach Camerata Singers for their July 9, 2022 Front Porch Concert; and 24. 22­0749 Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $1,289, offset by the Third Council District One­time District Priority Funds transferred from the Citywide Activities Department to provide a donation to Los Cerritos Wetlands Stewards to support a community planting event; and Decrease appropriations in the General Fund Group in the Citywide Activities Department by $1,289 to offset a transfer to the City Manager Department. 25. 22­0750 Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $250, offset by the Third Council District One­time District Priority Funds, transferred from the Citywide Activities Department to provide a donation to the Long Beach Camerata Singers for their July 9, 2022 Front Porch Concert; and Decrease appropriation in the General Fund Group in the Citywide Activities Department by $250, to offset a transfer to the City Manager Department. 26. 22­0751 Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $250, offset by the Second Council District One­time District Priority Funds transferred from the Citywide Activities Department to provide a contribution to the Long Beach Camerata Singers to support their summer concerts in the Second District; and Decrease appropriations in the General Fund Group in the Citywide Activities Department by $250 to offset a transfer to the City Manager Department. 27. 22­0752 Recommendation to direct City Manager to invest in Community Policing by working with Long Beach Police Department to provide options in the FY23 budget for structural funding of the Neighborhood Walks program, and Direct City Manager to work with Long Beach Police Department to provide options in the FY 23 budget for an expansion of LBPD’s “Bicycle Beats” program, including assigning at least 25 more officers to the program. 28. 22­0753 Recommendation to authorize the Long Beach Police Department to continue the use of military equipment as outlined by California Assembly Bill (AB) 481. (Citywide) 29. 22­0754 Recommendation to adopt resolution authorizing City Manager, or designee, to execute all documents necessary to enter into an agreement with the State Water Resources Control Board’s (State Water Board) Proposition 1 (Prop 1) Storm Water Grant Program (SWGP), to accept and expend grant funding in the amount of $3,973,140, and execute all documents necessary to implement the grant for the Long Beach Municipal Urban Stormwater Treatment (LB­MUST) Phase 2 Project (Project); Increase appropriations in the Capital Projects Fund Group in the Public Works Department by $3,973,140, offset by grant reimbursement funds from the State Water Board’s Prop 1 SWGP, for the Project; and Increase appropriations in the Capital Projects Fund in the Public Works Department by $3,973,140, offset by a transfer of State Water Board’s Prop 1 SWGP grant reimbursement revenues from the Capital Grant Fund. (Citywide) 32. 22­0757 Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 34740 with Utility Solutions Partners, LLC, of Rancho Cordova, CA, for managed services to provide maintenance and integration support related to the City of Long Beach’s utility systems, to amend and revise the annual contract amount to $2,428,852, with a five percent contingency in the amount of $121,443, for a revised annual contract amount not to exceed $2,550,295 in the first year, with a maximum increase of five percent annually, and extend the term of the contract to September 30, 2023, with the option to renew for two additional one­year periods, at the discretion of the City Manager.
