(Citywide) 10. 22­1130 Recommendation to adopt Specifications No. ITB ER 22­020 and award contracts to Ferguson US Holdings, Inc., dba Ferguson Enterprises, LLC, of Long Beach, CA, and Independent Electric Supply, Inc., dba Utility Supply, of San Leandro, CA, for furnishing and delivering polyethylene plastic pipe and fittings on an as­needed basis, in an annual aggregate amount not to exceed $300,000 for a period of one year, with the option to renew for four additional one­year periods, at the discretion of the City Manager; and, authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary subsequent amendments. (Citywide) 11. 22­1131 Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 32515 with Transworld Systems, Inc., of Rancho Cordova, CA, for external collection services, to extend the term of the contract to November 8, 2023, with the option to renew for two additional one­year periods, at the discretion of the City Manager. (Citywide) 12. 22­1132 Recommendation to adopt Specifications No. ITB FS22­052 and award contracts to Battery Systems, Inc., of Long Beach, CA, H & H Auto Parts Wholesale., of Pacoima, CA, Hanson Distributing Company, Inc., of Azusa, CA, Hubb Filters, Inc., of Albany, OR, Los Angeles Truck Centers, LLC, of Whittier, CA, Parts Authority, LLC, of Lake Success, NY, and SoCal Auto & Truck Parts, Inc., of Long Beach, CA, for purchase and delivery of general automotive parts, in an annual aggregate amount of $1,500,000, with a 15 percent annual contingency amount of $225,000, for a total annual aggregate amount not to exceed $1,725,000 for a period of two years, with the option to renew for three additional one­year periods, at the discretion of the City Manager; and, authorize City Manager, or designee, to execute all documents necessary to enter into the contracts, including any necessary subsequent amendments; and Increase appropriation in the Fleet Services Fund Group in the Financial Management Department by $400,000, offset by funds available generated by revenue collected from user departments through the Fleet Memorandum of Understanding (MOU). (Citywide) 13. 22­1133 Recommendation to approve the Fiscal Year 2022 designation of one­time Lake Success, NY, and SoCal Auto & Truck Parts, Inc., of Long Beach, CA, for purchase and delivery of general automotive parts, in an annual aggregate amount of $1,500,000, with a 15 percent annual contingency amount of $225,000, for a total annual aggregate amount not to exceed $1,725,000 for a period of two years, with the option to renew for three additional one­year periods, at the discretion of the City Manager; and, authorize City Manager, or designee, to execute all documents necessary to enter into the contracts, including any necessary subsequent amendments; and Increase appropriation in the Fleet Services Fund Group in the Financial Management Department by $400,000, offset by funds available generated by revenue collected from user departments through the Fleet Memorandum of Understanding (MOU). (Citywide) 13. 22­1133 Recommendation to approve the Fiscal Year 2022 designation of one­time District Priority Funds for City Council District infrastructure projects and existing programs; and Approve related budget appropriation adjustments for Fiscal Year 2022 in accordance with existing City Council policy. (Citywide) 14. 22­1134 Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 35671 with W.W. Grainger, Inc., of Lake Forest, IL, for furnishing and delivering maintenance, repair, and operations supplies and related materials, to increase the contract amount by $500,000, for a revised contract amount not to exceed $2,060,000. (Citywide) 15. 22­1135 Recommendation to adopt Specifications No. RFP FS22­051 and award a contract to Integrated Cryogenic Solutions, LLC, of Escondido, CA, for decommissioning, tank removal and site restoration of the Liquefied Natural Gas (LNG) station located at the Fleet Services Bureau facility site, in a total amount not to exceed $403,337; and, authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary subsequent amendments; and Increase appropriations in the Fleet Services Fund Group in the Financial Management Department by $403,337, offset by funds available generated by revenue collected from user departments through the Fleet Memorandum of Understanding. (District 4) 16. 22­1136 Recommendation to receive and file Contract No. 36325 and the First through Ninth Amendments to Contract No. 36325 with Long Beach City College Foundation for the use of stadium facilities for COVID­19 testing and vaccination sites for the Health and Human Services Department, in the amount of $755,000 through September 30, 2022, made pursuant to Chapters 2.69 and 2.85 of the Long Beach Municipal Code (LBMC) and in response to the proclaimed emergency for COVID­19; Authorize City Manager, or designee, to execute all documents necessary with Long Beach City College Foundation for the use of stadium facilities for COVID­19 testing and vaccination for the duration of the COVID­19 emergency; and Increase appropriations in the Health Fund Group in the Health and Human Services Department by $206,519, offset by grant revenue. (Citywide) 17. 22­1137 Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 35936 with Suzanne P. Lawrence, dba Advisor Business Solutions, of Long Beach, CA, for culturally relevant communications and marketing services for the Black Infant Health Public Awareness Campaign, to increase the contract amount by $175,000, for a revised contract amount not to exceed $350,000, and extend the term of the contract to June 30, 2023; and Authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 36017 with Taxi Productions, Inc., dba KJLH 102.3 FM, of Inglewood, CA, for Increase appropriations in the Health Fund Group in the Health and Human Services Department by $206,519, offset by grant revenue. (Citywide) 17. 22­1137 Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 35936 with Suzanne P. (Citywide) 18. 22­1138 Recommendation to adopt Specifications No. RFP HR22­037 and award a contract to Managed Health Network (MHN) of San Rafael, CA, for employee assistance program services, in an annual amount not to exceed $150,000, for a period of four years, with the option to renew for two additional one­year periods, at the discretion of the City Manager; and, authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary subsequent amendments. (Citywide) 19. 22­1139 Recommendation to authorize City Manager, or designee, to execute all necessary documents, including any necessary subsequent amendments, with the State of California Office of Traffic Safety, to receive and expend the 2023 Selective Traffic Enforcement Program grant, in the amount of $430,000, for the period of October 1, 2022 to September 30, 2023; and Increase appropriations in the General Grants Fund Group in the Police Department by $430,000, offset by grant revenue. (Citywide) 20. 22­1140 Recommendation to authorize City Manager, or designee, to grant an easement deed and enter into a Sewer Relocation Agreement with the County Sanitation District of Los Angeles County No. 3, for the improvement of a portion of the sanitary sewer facilities at Colorado Street, between Nieto and Orlena Avenues, as a part of the Colorado Lagoon Open Channel Phase 2A project. (District 3) 21. 22­1141 Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 35423 with Infor Public Sector, Inc., of Alpharetta, GA, to provide maintenance and software support services, and, allow an annual increase of 6 percent or by the Consumer Price Index (CPI), whichever is greater for the remaining two years of the contract. (Citywide) 22. 22­1142 Recommendation to adopt resolution authorizing City Manager, or designee, to execute a contract, including any necessary amendments, with CTC Technology and Energy, of Kensington, MD, for purchasing, furnishing, and delivering high­ speed data communications services for the Library Services Department, in a total annual amount not to exceed $200,000, for a period of three years, with the option to renew for two additional one­year periods, at the discretion of the City Manager. (Citywide) HEARINGS (5:44 PM) 23. 22­1143 Recommendation to receive supporting documentation into the record, conclude the public hearing, and consider two, third­party, appeals by Melinda Cotton (APL22­005) and Shemaiah Sims and Franklin Sims (APL22­006); Determine that the project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (Class 1 ­ Existing Facilities) of the CEQA speed data communications services for the Library Services Department, in a total annual amount not to exceed $200,000, for a period of three years, with the option to renew for two additional one­year periods, at the discretion of the City Manager. (Citywide) HEARINGS (5:44 PM) 23. 22­1143 Recommendation to receive supporting documentation into the record, conclude the public hearing, and consider two, third­party, appeals by Melinda Cotton (APL22­005) and Shemaiah Sims and Franklin Sims (APL22­006); Determine that the project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (Class 1 ­ Existing Facilities) of the CEQA Guidelines (CE­22­113); and Deny the appeals and approve a Conditional Use Permit (CUP22­002) for the onsite service of alcoholic beverages (Type 41 ­ On­Sale Beer and Wine ­ Eating Place) at the Junipero Concession Stand located at 2630 East Ocean Blvd in the Park (P) Zoning District. REGULAR AGENDA (5:31 PM) 25. 22­1145 Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $400, offset by the Fourth Council District One­time District Priority Funds transferred from the Citywide Activities Department to provide a contribution to the Historical Society of Long Beach for their 26th annual Cemetery Tour; and Decrease appropriations in the General Fund Group in the Citywide Activities Department by $400 to offset a transfer to the City Manager Department. 26. 22­1146 Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $1,000, offset by the First Council District One­time District Priority Funds, transferred from the Citywide Activities Department, to provide a donation to Five Keys Schools and Programs in support of the Long Beach CAP Alliance; and Decrease appropriations in the General Fund Group in the Citywide Activities Department by $1,000 to offset a transfer to the City Manager Department. 27. 22­1147 Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $1,018, offset by the Third Council District One­Time District Priority Funds transferred from the Citywide Activities Department to provide a payment to Southern California Edison for district street lighting infrastructure investments; and Decrease appropriations in the General Fund Group in the Citywide Activities Department donation to Five Keys Schools and Programs in support of the Long Beach CAP Alliance; and Decrease appropriations in the General Fund Group in the Citywide Activities Department by $1,000 to offset a transfer to the City Manager Department. 27. 22­1147 Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $1,018, offset by the Third Council District One­Time District Priority Funds transferred from the Citywide Activities Department to provide a payment to Southern California Edison for district street lighting infrastructure investments; and Decrease appropriations in the General Fund Group in the Citywide Activities Department by $1,018 to offset a transfer to the City Manager Department. 28. 22­1148 Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $1,000, offset by the Third Council District One­Time District Priority Funds transferred from the Citywide Activities Department to provide a contribution to the Rancho Los Cerritos Foundation for their 2022 Gala; and Decrease appropriations in the General Fund Group in the Citywide Activities Department by $1,000 to offset a transfer to the City Manager Department. 29. 22­1149 Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $500, offset by the Third Council District One­Time District Priority Funds transferred from the Citywide Activities Department to provide a contribution to the Historical Society of Long Beach for their annual Cemetery Tour; and Decrease appropriations in the General Fund Group in the Citywide Activities Department by $500 to offset a transfer to the City Manager Department. 31. 22­1151 Recommendation to increase appropriations in the Special Advertising and Promotion Fund Group in the City Manager Department by $950, offset by the Third Council District One­Time District Priority Funds transferred from the Citywide Activities Department to provide a donation to Justice for Homicide Victims; and Decrease appropriations in the Special Advertising and Promotion Fund Group in the Citywide Activities Department by $950 to offset a transfer to the City Manager Department. 32. 22­1152 Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $2,500, offset by the Third Council District One­Time District Priority Funds transferred from the Citywide Activities Department to provide a contribution to the WomenShelter of Long Beach; and Decrease appropriations in the General Fund Group in the Citywide Activities Department by $2,500 to offset a transfer to the City Manager Department. 33. 22­1153 Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $95,000 offset by First Council District One­Time District Priority Funds transferred from the Citywide Activities Department to support the 2022 Día De Los Muertos celebration; and 32. 22­1152 Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $2,500, offset by the Third Council District One­Time District Priority Funds transferred from the Citywide Activities Department to provide a contribution to the WomenShelter of Long Beach; and Decrease appropriations in the General Fund Group in the Citywide Activities Department by $2,500 to offset a transfer to the City Manager Department. 33. 22­1153 Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $95,000 offset by First Council District One­Time District Priority Funds transferred from the Citywide Activities Department to support the 2022 Día De Los Muertos celebration; and Decrease appropriations in the General Fund Group in the Citywide Activities Department by $95,000 to offset a transfer to the City Manager Department. 34. 22­1154 Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $420, offset by the First Council District One­Time District Priority Funds, transferred from the Citywide Activities Department, to provide a donation to Los Angeles Galaxy Foundation in support of a youth soccer clinic at Drake Park; and Decrease appropriations in the General Fund Group in the Citywide Activities Department by $420 to offset a transfer to the City Manager Department. 35. 22­1155 Recommendation to recognize the role played by multiple city departments and their staff members in response to Hurricane Kay and it’s impacts in Long Beach. 36. 22­1156 Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $7,700, offset by the Fifth Council District One­Time District Priority Funds transferred from the Citywide Activities Department to provide donations to the following: 1) Historical Society of Long Beach, in the amount of $5,000, in support of their annual cemetery tour. 2) David Burcham PTA, in the amount of $200, for their APEX fundraiser and Fun Run. 3) WomenShelter of Long Beach, in the amount of $2,500, in support of their annual fundraising event. Decrease appropriations in the General Fund Group in the Citywide Activities Department by $7,700 to offset a transfer to the City Manager Department. 37. 22­1157 Recommendation to request City Manager to work with City Attorney to draft a formal letter to the Los Angeles County Metropolitan Transportation Authority Board of Directors requesting that they change their practice of requiring passengers to deboard at the end of the A Line. 38. 22­1158 Recommendation to request City Manager to work with Health and Human Services and Technology and Innovation Departments to provide an updated report within 90 days on the feasibility and possible implementation strategies to develop a City of Long Beach specific mobile and web­based application for City staff and City of Long Beach residents who work with or interact with those experiencing homelessness and/or addiction or other mental health issues that provides updated, real­time data on bed availability at shelters, rehab, detox, medical detox, and other types of public, private, and non­profit beds. The mobile and web­based applications would provide additional information to City of Long Beach employees and residents about services such as food pantries, showers, or locations to get ID vouchers. 39. 22­1159 Recommendation to request City Attorney to draft a resolution declaring fentanyl and opioid overdose a Public Health Crisis; and Services and Technology and Innovation Departments to provide an updated report within 90 days on the feasibility and possible implementation strategies to develop a City of Long Beach specific mobile and web­based application for City staff and City of Long Beach residents who work with or interact with those experiencing homelessness and/or addiction or other mental health issues that provides updated, real­time data on bed availability at shelters, rehab, detox, medical detox, and other types of public, private, and non­profit beds. The mobile and web­based applications would provide additional information to City of Long Beach employees and residents about services such as food pantries, showers, or locations to get ID vouchers. 39. 22­1159 Recommendation to request City Attorney to draft a resolution declaring fentanyl and opioid overdose a Public Health Crisis; and Request City Manager to work with Health and Human Services Department, in collaboration with Long Beach Unified School District, to develop an informational outreach campaign to educate high school students and parents about the dangers of fentanyl and opioid use. 40. 22­1160 Recommendation to request City Manager to provide an update on the City’s effort to acquire park space along the Los Angeles (LA) River from LA County; Request City Manager to direct the Department of Parks, Recreation and Marine to develop a park vision plan for the 11­acre parcel APN 7140014940 in collaboration with the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy, community members, and all other appropriate stakeholders; and Request City Manager investigate the feasibility of establishing a butterfly preserve along the LA River on a portion of parcel APN 7140014939. 41. 22­1161 Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $10,000, offset by the Sixth Council District One­Time District Priority Funds transferred from the Citywide Activities Department to provide funds to support Long Beach Organic for the development of the Long Beach Blvd. garden; and Decrease appropriations of the Sixth Council District One­Time District Priority Funds in the General Fund Group in the Citywide Activities Department by $10,000 to offset a transfer to the City Manager Department. 42. 22­1162 Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $6,875, offset by the Sixth Council District One­Time District Priority Funds transferred from the Citywide Activities Department, to provide a donation to the following: 1)tLove Beyond Limits in the amount of $2,500 to support the A Dream tfor King Park kickoff event; 2)tUnited Cambodian Community in the amount of $540 to support the tCambodian Cultural Center Visioning Process; 3)tKhmer Parent Association in the amount of $300 to support the 1st tAnnual Khmer Community Literacy Project; 4)tCambodia Town, Inc. in the amount of $3,535 to support the 2022 tCambodian Town Parade and Culture Festival; and Decrease appropriations in the General Fund Group in the Citywide Activities Department by $6,875 to offset a transfer to the City Manager Department. 43. 22­1163 Recommendation to adopt a Middle­Income Housing Program to include the policy components included herein. (Citywide) 44. 22­1164 Recommendation to declare the City of Long Beach owned Property located at 1720 Termino Avenue, 1760 Termino Avenue, and 4111 Wilton Street as 3)tKhmer Parent Association in the amount of $300 to support the 1st tAnnual Khmer Community Literacy Project; 4)tCambodia Town, Inc. in the amount of $3,535 to support the 2022 tCambodian Town Parade and Culture Festival; and Decrease appropriations in the General Fund Group in the Citywide Activities Department by $6,875 to offset a transfer to the City Manager Department. 43. 22­1163 Recommendation to adopt a Middle­Income Housing Program to include the policy components included herein. (Citywide) 44. 22­1164 Recommendation to declare the City of Long Beach owned Property located at 1720 Termino Avenue, 1760 Termino Avenue, and 4111 Wilton Street as surplus; Authorize City Manager, or designee, to execute any and all necessary documents, including a Purchase and Sale Agreement with MWN Community Hospital, LLC, a California limited liability company, for the transfer of the Subject Property in accordance with certain provisions of Lease No. 35432; and Accept the Categorical Exemption CE­22­149. (District 3) 45. 22­1165 Recommendation to authorize City Manager, or designee, to execute an agreement, and all necessary documents including subsequent amendments, with the Long Beach Community College District, to provide law enforcement and security services, in an estimated annual amount of $3,724,645, beginning October 1, 2022 to September 30, 2023.
