CONSENT CALENDAR (1 – 10) 1. 24-52115 Recommendation to suspend Council rule contained in Municipal Code Section 2.03.020 (B) relating to the meeting schedule of the City Council in order to cancel the City Council meeting on March 5th. Office or Department: Kristina Duggan, Councilmember, Third District Suggested Action: Approve recommendation. 3. 24-52116 Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $2,000, offset by the Fourth Council District One-time District Priority Funds transferred from the Citywide Activities Department to provide a contribution to Long Beach Little League Inc in support of their 2024 season; and Decrease appropriations in the General Fund Group in the Citywide Activities Department by $2,000 to offset a transfer to the City Manager Department. Office or Department: Daryl Supernaw, Councilman, Fourth District Suggested Action: Approve recommendation. 4. 24-52076 Recommendation to refer to City Attorney damage claims received between January 29, 2024 and February 5, 2024. Office or Department: City Clerk Suggested Action: Approve recommendation. 5. 24-52042 Recommendation to adopt resolution approving the Annual Report for October 1, 2023, to September 30, 2024, for the Zaferia Parking and Business Improvement Area, declaring its intention to levy the annual business assessment, and setting the date of the public meeting for March 12, 2024, and the date of the public hearing for April 2, 2024. CARSON STREET LONG BEACH CITY COLLEGE LIBERAL ARTS CAMPUS, BUILDING T, ROOM 1100, 5:00 PM 6. 24-52043 Recommendation to authorize City Manager, or designee, to amend agreement No. 35916 and approve all necessary documents, subcontracts, and any necessary amendments, including any amendments to the award amount or extending the grant term, with the California Department of Public Health, to receive and expend additional grant funding in an amount not to exceed $160,000, to fund congenital syphilis prevention and control activities, and extend the grant term end date from December 31, 2023 to January 31, 2026; and Increase appropriations in the Health Fund Group in the Health and Human Services Department by $160,000, offset by grant revenue. (Citywide) Office or Department: Health and Human Services Suggested Action: Approve recommendation. 7. 24-52044 Recommendation to authorize City Manager, or designee, to execute an agreement and all necessary documents or subcontracts including any subsequent amendments extending the grant term or changing the amount of the award, with the California Department of Public Health (CDPH), Center for Laboratory Sciences (CLS), to accept and expend grant funding in an amount of $97,500, for Public Health Microbiologist (PHM) training activities, for a period of July 1, 2023, through June 30, 2026; and Increase appropriations in the Health Fund Group in the Health and Human Services Department by $97,500, offset by grant revenue. (Citywide) Office or Department: Health and Human Services Suggested Action: Approve recommendation. 8. 24-52045 Recommendation to authorize the refund of $8,925 to the State of California Department of Health Care Services (DHCS), for the Targeted Case Management Program (TCM) Final Audit Settlement for Fiscal Year 2019-2020. HEARING 11. 24-52059 Recommendation to receive supporting documentation into the record, conclude the public hearing, and adopt resolution continuing the Belmont Shore Parking and Business Improvement Area assessment levy for the period of October 1, 2023, through September 30, 2024; and authorize City Manager, or designee, to extend the agreement with the Belmont Shore Business Association for a one-year term. REGULAR AGENDA 14. 24-52062 Recommendation to authorize City Manager, or designee, to execute any and all documents necessary for a Supplemental Agreement to Management Agreement No. 36386 with ASM Global Convention Center Management, LLC, a Delaware limited liability company, doing business as SMG, for Project and Construction Management Services for capital improvement projects at the Long Beach Convention and Entertainment Center, located at 300 East Ocean Boulevard, in the amount of $551,250. Office or Department: City Attorney Suggested Action: Approve recommendation. 18. 24-52021-01 WITHDRAWN Recommendation to declare ordinance to amend the City’s contract with CalPERS to provide the mandatory employee contribution of three (3) percent of compensation earnable toward the City's required employer contribution to CalPERS pursuant to Government Code Section 20516(a), applicable to the Long Beach Firefighter (FFA) Classic Public Safety CalPERS Members, read and adopted as read. NEW BUSINESS 19. 24-52220 Recommendation to declare ordinance amending the Long Beach Municipal Code by adding Section 16.52.2500, relating to the designation of the property located at 3917 Long Beach Boulevard, as a historic landmark, read for the first time and laid over to the next regular meeting of the City Council for final reading; and 24-52221 Adopt resolution establishing a historic resources designation for the property located at 3917 Long Beach Boulevard, as prescribed by Chapter 2.63 of the Long Beach Municipal Code to be recorded pursuant to the authority of Government Code Section 27288.2 and Public Resources Code Section 5029.
