CONSENT CALENDAR (1 – 22) 1. 24-52697 Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $3,500, offset by the Seventh Council District One-Time District Priority Funds, transferred from the Citywide Activities Department, to provide support for the following: 1. $2,500 to United Cambodian Community (UCC) in support of the Sankranta Celebration to be held on April 6, 2024; 2. $500 to of the LGBTQ Center of Long Beach in support of the Third Annual Trans Day of Visibility on March 30, 2024; 3. $500 to PLAYMAKERS of Long Beach (formally Beach Cities Miracle League) in support of the Long Beach Adaptive Sports Fair on April 13, 2024; and Decrease appropriations in the General Fund Group in the Citywide Activities Department by $3,500 to offset transfers to the City Manager Department. Office or Department: Al Austin, Councilman, Eighth District Suggested Action: Approve recommendation. 3. 24-52699 Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $2,875, offset by the Eighth Council District One-Time District Priority Funds transferred from the Citywide Activities Department to provide contributions to: • $1,250 to Long Beach BLAST to support their 16th Annual Breakfast Blast on May 9th, 2024; • $1,000 to Love Beyond Limits to support their Juneteenth Celebration on June 15th, 2024; • $500 to LGBTQ Center of Long Beach to support the Transgender Day of Visibility on March 30, 2024; • $125 contribution to Playmakers (formally Beach Cities Miracle League) in support of the Long Beach Adaptive Sports Fair at Long Beach City College on April 13, 2024; and Decrease appropriations in the General Fund Group in the Citywide Activities Department by $2,875, to offset a transfer to the City Manager Department. Office or Department: Daryl Supernaw, Councilman, Fourth District Suggested Action: Approve recommendation. 6. 24-52700 Recommendation to authorize City Attorney to submit two Stipulations with Request for Award for approval by the Workers’ Compensation Appeals Board, and if so approved, authority to pay 1) $72,500 and also 2) separate authority to pay $17,545 in compliance with the Appeals Board Order for Kenneth Green. Office or Department: City Attorney Suggested Action: Approve recommendation. 7. 24-52701 Recommendation to authorize City Attorney to submit Stipulations with Request for Award for approval by the Workers’ Compensation Appeals Board, and if so approved, authority to pay $54,230 in compliance with the Appeals Board Order for Roeun Khiev. (Citywide) Office or Department: Economic Development Suggested Action: Approve recommendation. 11. 24-52662 Recommendation to adopt resolution authorizing City Manager, or designee, to execute contracts, and any necessary documents including any necessary subsequent amendments, with State Compensation Insurance Fund of Glendale, CA, for Workers’ Compensation Insurance coverage for participants of paid work experience (WEX) and internship programs administered by Pacific Gateway Workforce Innovation Network (Pacific Gateway), in a total aggregate amount not to exceed $200,000, for a term ending September 30, 2024, with the option to renew for three additional one-year periods, at the discretion of the City Manager. (Citywide) Office or Department: Financial Management Suggested Action: Approve recommendation. 13. 24-52660 Recommendation to adopt Specifications No. RFP FM-23-317 and award contract to Northern Trust Company, of Chicago, IL, for trust and custody services, in an annual contract amount of $61,799, authorize a 20 percent contingency in the amount of $12,360 for a total annual contract amount not to exceed $74,159, for a period of two years, with the option to renew for three additional one-year periods, at the discretion of the City Manager; and authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary subsequent amendments. (Citywide) Office or Department: Financial Management Suggested Action: Approve recommendation. 14. 24-52664 Recommendation to authorize City Manager, or designee, to execute an agreement, and all documents, subcontracts or subsequent amendments, including amendments to the award amount, with the State of California Department of Education to receive and expend grant funding in the amount not to exceed $9,348, for the provision of health and sanitation inspections for the Summer Food Service Program, for the period of July 1, 2024, to September 14, 2024. (Citywide) Office or Department: Health and Human Services Suggested Action: Approve recommendation. 15. 24-52659 Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Agreement No. 30976 with Innovative Interfaces, Inc., of Emeryville, CA, for providing continued Library Management System services, to extend the expiration date of the agreement from March 31, 2024, to March 31, 2025, and to increase the annual contract amount by $195,229, with a fifteen percent contingency in the amount of $29,284, for a total annual amount not to exceed $224,513. (District 3) Levine Act: Yes Office or Department: Parks, Recreation and Marine Suggested Action: Approve recommendation. 18. 24-52657 Recommendation to authorize City Manager, or designee, to approve a fee waiver for the Long Beach Yacht Club, in an amount not to exceed $8,250, for use of dock space in Alamitos Bay Marina for visiting/participating vessels during the 2024 Ficker Cup and Congressional Cups for the period of April 18, 2024, through April 28, 2024, and the Long Beach Olympic Classes Regatta for the period of July 19, 2024, through July 21, 2024. (Citywide) Office or Department: Parks, Recreation and Marine Suggested Action: Approve recommendation. 21. 24-52653 Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Munis Contract No. 32300334 with Bravi Electric, Inc., of La Habra, CA, for providing electrical upgrades and installation at Silverado Park, Martin Luther King Jr. Park, and the Administration Building for the Parks, Recreation and Marine Department, to increase the contract amount by $87,553, and authorize a ten percent contingency in the amount of $52,612, for a revised total contract amount not to exceed $578,729. (Citywide) Office or Department: Parks, Recreation and Marine Suggested Action: Approve recommendation. 22. 24-52652 Recommendation to adopt resolution authorizing City Manager, or designee, to execute a contract, and any necessary documents including any necessary subsequent amendments, with Guardian RFID aka Codex Corporation, of Maple Grove, Minnesota, for an inmate management, monitoring, and tracking solution system, in a total amount not to exceed $58,770, for a period of three years, with the option to renew for three additional one-year periods at the cost of $16,540 annually, at the discretion of the City Manager.
