Office or Department: City Attorney Suggested Action: Approve recommendation. 4. 24-53127 Recommendation to authorize City Attorney to pay sum of $60,000, in full settlement of lawsuit entitled Michele Cardin Downey v. City of Long Beach, Los Angeles Superior Court Case No. 23LBCV00083. Office or Department: City Attorney Suggested Action: Approve recommendation. 5. 24-53129 Recommendation to authorize City Attorney to submit Compromise and Release for approval by the Workers’ Compensation Appeals Board, and if so approved, authority to pay $240,000 in compliance with the Appeals Board Order for Michael Garmong. Office or Department: City Clerk Suggested Action: Approve recommendation. 9. 24-53097 Recommendation to adopt resolution authorizing City Manager, or designee, to execute a contract, and any necessary documents including any necessary subsequent amendments, with Life-Assist, Inc., of Rancho Cordova, CA, for furnishing and delivering emergency medical supplies, on the same terms and conditions afforded to the League of Oregon Cities, a state of Oregon government agency, for an annual amount of $300,000, authorize a 15 percent contingency in the amount of $45,000, for a total annual amount not to exceed $345,000, until the League of Oregon Cities Contract No. PS20180 expires on May 28, 2024, with the option to renew for as long as the League of Oregon Cities contract is in effect, at the discretion of the City Manager. (Citywide) Office or Department: Fire Department Suggested Action: Approve recommendation. 10. 24-53098 WITHDRAWN Recommendation to adopt resolution authorizing City Manager, or designee, to execute a contract, and any necessary documents including any necessary subsequent amendments, with Teleflex, LLC, of Morrisville, NC, for furnishing and delivering Arrow EZ intraosseous (IO) needles, in an annual amount of $150,000, authorize a 15 percent contingency in the amount of $22,500, for a total annual contract amount not to exceed $172,500, for a period of two years, with the option to renew for three additional one-year periods, at the discretion of the City Manager. (Citywide) Office or Department: Fire Department Suggested Action: Approve recommendation. 12. 24-53100 Recommendation to adopt Specifications No. RFP PR 23-268 and award a contract to American Landscape Inc., of Canoga Park, CA, to provide all materials, labor and equipment for the purchase and installation of irrigation controllers, in a total annual amount not to exceed $319,500, for a period of two years, with the option to renew for three additional one-year periods, at the discretion of the City Manager; and authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary subsequent amendments. (District 1) Office or Department: Parks, Recreation and Marine Suggested Action: Approve recommendation. 13. 24-53101 Recommendation to authorize City Manager, or designee, to execute all documents necessary to enter into a Reimbursement Agreement with the Long Beach Unified School District, to reimburse the City of Long Beach in an amount not to exceed $70,000 for the Parks, Recreation and Marine Department to provide staffing and other services to conduct a 10-week summer swim program at the Temporary Belmont Plaza, Martin Luther King, Jr., and Silverado Pools, from June 17, 2024, to August 23, 2024; and Increase appropriations in the General Fund Group by $47,000, and in the Tidelands Operating Fund Group by $23,000, in the Parks, Recreation and Marine Department, offset by reimbursement revenue. (Citywide) Office or Department: Technology and Innovation Suggested Action: Approve recommendation. 26. 24-53107 Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 36005 with Mercedes-Benz Research & Development North America, of Long Beach, CA, and Xtelligent, of Los Angeles, CA, to finalize development and testing of a Connected and Automated Vehicles and a Cooperative Intelligent Transportation System, at no cost to the City of Long Beach, to extend the term of the contract to December 31, 2024. OCEAN BOULEVARD CIVIC CHAMBERS, 5:00 PM UNFINISHED BUSINESS 15. 24-52970-02 Recommendation to request City Attorney to prepare ordinance amending the Long Beach Municipal Code with proposed recommendations outlined in the Feasibility of Implementing Contractor and Subcontractor Verification for Additional Wage Protections and Labor Standards, including the disclosure whether contractors allocate any healthcare expenditures to their construction workers, and report back to council in 60 days; Request City Auditor to conduct a comprehensive audit of all labor compliance violations reported by subcontractors over five years from the adoption of the contractor verification ordinance; and Request Intergovernmental Affairs Committee to consider adding language in the Legislative Agenda to advocate greater compliance enforcement by the Department of Industrial Relations. REGULAR AGENDA 17. 24-53200 Recommendation to request City Manager to explore and report back with recommendations on the following immediate and longer-term actions to speed up the development of new affordable housing, increase the supply of affordable units, increase incentives for the development of both ownership and affordable rental housing, support the preservation of existing affordable units, and empower the Community Development Department to improve the affordable housing environment in the City of Long Beach: 1. Continue Housing Development Acceleration Strategies from the January 10, 2023 Emergency Declaration; 2. Implement Inclusionary Zoning Citywide; 3. The report should include the location, size, and approximate boundaries of each potential site, identify a preferred location, and provide a general overview of the rules and guidelines users are expected to follow. Office or Department: Cindy Allen, Vice Mayor, Second District; Mary Zendejas, Councilwoman, First District; Megan Kerr, Councilwoman, Fifth District Suggested Action: Approve recommendation. 20. 24-53103 Recommendation to request Mayor to convene Charter Amendment Committee of the City Council on June 11, 2024, to discuss placing an amendment of City Charter Article XI (Civil Service Department) before the voters to combine Civil Service and Human Resources Departments into one unified hiring department to manage all employee recruitment, hiring, and classified employee certifications; and establish an independent Civil Service Employee Rights and Appeals Commission to resolve complaints regarding Civil Service rules, to adjudicate classified employee disciplinary appeal; and to implement classified hiring preferences for Long Beach residents, students from local colleges and universities, current employees, and certain internships/apprenticeships. (Citywide) Office or Department: Economic Development Suggested Action: Approve recommendation. 22. 24-53109 Recommendation to authorize City Manager, or designee, to execute all documents necessary to execute a First Amendment to Agreement No. 36252 with the California Governor's Office of Business and Economic Development (GoBiz), to facilitate a change in scope of a prior City-awarded Grant to allow the City to be able to disburse funds directly to Centro C.H.A., a California nonprofit corporation (Centro CHA) or its approved agents; Authorize City Manager, or designee, to execute all documents necessary for a new Funding and Termination Agreement with Centro CHA to facilitate a pass- through of awarded grant funds from Go-Biz directly to Centro CHA; Authorize City Manager, or designee, to execute all documents necessary to terminate Lease No. 35521 with Centro CHA, rescind the purchase option included therein, and cancel escrow for City-owned property at 1858 Atlantic Avenue; and Authorize City Manager, or designee, to execute all documents necessary to terminate Joint Application and Indemnification Agreement No. 35623 with Centro CHA.
