Suggested Action: Approve recommendation.
2. 24-51920 Recommendation to approve the minutes for the Planning Commission meeting of
Thursday, January 18, 2024.
Suggested Action: Approve recommendation.
3. 24-51968 Recommendation to accept Categorical Exemption CE-23-149; and
Approve Conditional Use Permit (CUP22-021) and Local Coastal Development
Permit (LCDP22-031), and adopt the proposed findings and conditions of approval
related thereto, to allow off-premise sales of alcoholic beverages, Alcoholic
Beverage Control (ABC) Type 20 License for off-sale of beer and wine, at an
existing gasoline station and convenience store located at 6401 East Pacific Coast
Highway in the Mixed-Use Community Core (MU-CC) designation of the Southeast
Area Specific Plan (SP-2). (District 3)
Suggested Action: Approve recommendation.
4. 24-51970 Recommendation to accept Categorical Exemption CE23-159 and approve

Conditional Use Permit (CUP23-021) to allow off-site alcohol sales (Alcoholic
Beverage Control License Type 21 – Beer, Wine, and Distilled Spirits) for an El
Super grocery store proposed within an existing 59,300-square-foot commercial
tenant space located at 2185 South Street within the Regional Highway District
(CHW) Zoning District. (District 9)
Suggested Action: Approve recommendation.
5. 24-51969 Recommendation to request that the City Council adopt a resolution accepting the
Fountain/Wehrle Sustainable Communities Project Exemption (SCPE) pursuant to
Chapter 4.2 of the Public Resources Code, Sections 21155 through 21155.4; and
Recommend that the City Council adopt a Resolution approving a General Plan
Map Amendment (GPA22-001) from Founding Contemporary Neighborhood (FCN)
to Neighborhood Serving Commercial (NSC-M) / 4 Stories; and
Recommend that the City Council declare an Ordinance approving a Zone Change
(ZCHG22-005) from Two Family Residential District (R-2-N) with standard lots to
Community R-4-N Commercial (CCN) which allows medium density residential
development pursuant to R-4-N densities on properties located at 4151 Fountain
Street and 4220 Wehrle Court. (District 3)
Suggested Action: Approve recommendation.
6. 24-51967 Recommendation to receive and file a presentation on potential amendments to
the zoning code as an omnibus package of minor amendments designed to better
facilitate planning and development of affordable housing and homeless services
citywide, based on lessons learned from the homeless emergency period.
Suggested Action: Approve recommendation.
