Those present were: Chairperson Earl 15 and Board Members Malcolm Dean, Melinda Jordan, Russell Robison, Tallis Salamatian, 16 and Council Member Marcia Martin. Board Member Steve Bliss entered the meeting at 17 6:14 p.m. 18 19 Staff present were: Joni Marsh, Assistant City Manager and Phil Greenwald, 20 Transportation Planning Manager. 21 22 Others present were Jeff Kohlman, Interim Airport Manager and Managing Principal with 23 Aviation Management Consulting Group. 24 25 PUBLIC INVITED TO BE HEARD 26 27 Chairman Earl opened the Public Invited to be Heard. 28 29 Seeing no one wishing to speak with the board, Chairman Earl closed Public Invited to 30 be Heard. 31 32 APPROVAL OF MINUTES 33 34 There were no minutes to approve. 35 36 OLD BUSINESS 37 38 i. FINANCIAL UPDATE 39 40 Joni Marsh, Assistant City Manager, provided a brief financial update including revenue 41 from 2021 and projected revenue for 2022. 42 43 ii. BOARD CONSIDERATION OF ROBERTS RULES OF ORDER 44 45 Chairman Earl reviewed all of the changes to the Bylaws that he and Board Member 46 Salamatian have worked on with Atasi Bhavsar, City Attorney. Airport Advisory Board – March 10, 2022 Page 2 1 2 BOARD MEMBER DEAN MOVED, SECONDED BY BLISS, TO APPROVE THE 3 AMENDED BYLAWS AS PRESENTED. 4 MOTION CARRIED: 6-0 5 6 NEW BUSINESS 7 8 i. AIRPORT MANAGER HIRING UPDATE 9 10 Joni Marsh, Assistant City Manager, thanked those board members who were able to 11 attend the meet and greet events for the three Airport Manager candidates at the 12 Airport. She stated that staff has made an offer but because of Human Resources 13 regulations, she could not tell the board who was contacted. Her hope is to have a new 14 manager hired by March 31, 2022. 15 16 ii. UPDATES FROM INTERIM AIRPORT MANAGER 17 18 Jeff Kohlman, Interim Airport Manager, noted that Longmont has the oldest Automated 19 Weather Operation System (AWOS) in Colorado and there some parts are difficult to 20 find to maintain but the system was fixed and updated earlier in February. 21 22 23 FINAL CALL – PUBLIC INVITED TO BE HEARD 24 25 Chairman Earl opened the final Public Invited to be Heard. 26 27 Seeing no one wishing to speak with the board, Chairman Earl closed Public Invited to 28 be Heard. 29 30 BOARD, CITY COUNCIL REPRESENTATIVE AND/OR STAFF COMMENTS 31 32 Board Member Robison stated that he attended a Longmont Owners and Pilots 33 Association (LOPA) meeting and many of the members stated that the traffic pattern at 34 the airport is getting wider. They believe it is coming from the Broomfield flight school. 35 36 Jeff Kohlman, Interim Airport Manager, noted that it is not just Broomfield flight school 37 instructors. He will be working to identify and contact all the folks around the Denver area 38 and encourage them to try to get a handle on the flight patterns. 39 40 Joni Marsh, Assistant City Manager, asked the board to complete the survey that was 41 sent to them earlier in the day from the City Clerk about going back to in-person meetings. 42 43 Ms. Marsh also noted the new Board and commission interview process that was sent 44 out earlier in the day by Michelle Gomez, Executive Assistant.
