Recommendations for Council action:
1. DETERMINE that the issuance of a liquor license at Market Plus,
located at 6010 Fountain Avenue, will serve the Public Convenience
or Necessity and will not tend to create a law enforcement problem.
2. GRANT the Application for Determination of Public Convenience or
Necessity for the sale of alcoholic beverages for offsite
consumption at Market Plus, located at 6010 Fountain Avenue.
3. INSTRUCT the City Clerk to transmit this determination to the State
Department of Alcoholic Beverage Control as required findings
under Business and Professions Code Section 23958.4.

Telephone communication is one of the most important forms of communication in society today. Due to advancements in
technology, telephone devices have evolved with new services and capabilities. Individuals who are deaf and hard of hearing,
and individuals with a speech disability are following these trends and are rapidly migrating to more advanced
telecommunications methods, both for peertopeer and thirdparty telecommunications relay service (TRS)
communications. Telecommunications Relay Service is a telephone service that allows persons with hearing or speech
disabilities to place and receive telephone calls. TRS is available in all 50 states, the District of Columbia, Puerto Rico and
the U.S. territories for local and/or long distance calls. TRS providers generally telephone companies are compensated
for the costs of providing TRS from either a state or a federal fund. There is no cost to the TRS user.
What forms of TRS are available? There are several forms of TRS, depending on the particular needs of the user and the
equipment available: TRS includes: Text to Voice TIYBased TRS; SpeechtoSpeech Relay Service; Shared NonEnglish

VOTING AND DISPOSITION OF ITEMS Most items require a majority vote of the entire membership of the Council (8
members). Items which have not been discussed in a Council Committee and have been placed directly on the agenda will

Community Development Block Grant Program – Coronavirus (CDBGCV)
funding to the Housing Authority of the City of Los Angeles (HACLA) for
three HACLAacquired sites that were awarded State CDBGCV funds.
Recommendations for Council action, SUBJECT TO THE APPROVAL
OF THE MAYOR:
1. AUTHORIZE the Controller to:
a. Establish a new Special Fund entitled “Homekey 1 CDBGCV
Grant Fund,” within Department No. 10, to receive and
disburse the CDBGCV payments from the California
Department of Housing and Community Development (HCD).
b. Create appropriation accounts, account numbers to be
determined, for the Best Western NOHO, 11135 Burbank
Boulevard; Canoga Park PlaceSuper 8, 7631 Topanga
Canyon; the Orchid Hotel, 1753 Orchid Avenue; and
Panorama Inn, 8209 Sepulveda Boulevard.
c. Upon receipt of CDBGCV funds, increase the appropriation
within the newly created Special Fund.
2. AUTHORIZE payments of up to $6,950,000 to the HACLA in CDBG
CV for the rehabilitation and offsite infrastructure improvements of
the three Homekey 1 sites acquired by HACLA.
3. AUTHORIZE the City Administrative Officer to prepare any
additional Controller instructions or make any necessary technical
adjustments, including the names of the Special Fund accounts,
consistent with the Mayor and Council intent on this matter, and
authorize the Controller to implement these instructions.
