members, $45,000 for the Librarians’ Guild (MOUs 06 and 16), containing
approximately 550 unit members, and $57,500 for the American
Federation of State, County, and Municipal Employees, District Council
36, Local 741 (MOU 07), consisting of approximately 3,200 members.
These funds will be expensed by the departments that employ members
from the subject bargaining units within their authorized budgets.

Financial Policies Statement: The CAO reports that the recommendations

that funding in the amount of $300,000 for the proposed Amendment is
expected to be utilized in two fiscal years. Fiscal Year (FY) 202324
funding in the amount of $275,000 is provided from and budgeted in the
POLA's Architectural/Engineering Design Account (No. 54220). FY 2024
25 funding in the amount of $25,000 will be contingent upon approval of

Recommendation for Council action:
APPROVE the proposed salary adjustments, as summarized in the
LADWP report dated August 11, 2023, attached to Council file No. 23
0818, for the following LADWP classifications in the NonRepresented
Unit: Physician I, Class Code 0651, Duties Description Record (DDR) No.
9102303; Physician II, Class Code 0655, DDR No. 9102304; and
Physician III, Class Code 0657, DDR No. 9102305. This approval is
consistent with the recommended bargaining instructions approved by the
Executive Employee Relations Committee at its meeting on June 23,
2023.
Fiscal Impact Statement: The LADWP reports that there is no fiscal
impact to the City’s General Fund. The LADWP has sufficient budgeted
funds to cover the annual salaries for incorporation into LADWP’s labor
costs for the 20232024 fiscal year budget. There is currently one

GOVERNMENT OPERATIONS COMMITTEE REPORT relative to a proposed contract
amendment with Gladstein, Neandross, and Associates LLC to provide alternative fuels
consulting services.
Recommendations for Council action:
1. APPROVE and AUTHORIZE the General Manager, Department of General
Services (GSD), or their designee, to execute a proposed amendment to
Contract No. C-137085 with Gladstein, Neandross, and Associates, LLC for the
cumulative term effective July 1, 2020 through June 30, 2025, and a contract
ceiling of $900,000, to provide alternative fuels consulting services, subject to the
review of the City Attorney.
2. INSTRUCT the GSD and other City departments that utilize this contract to
ensure the availability of funding prior to contracting services through this
agreement.
Fiscal Impact Statement: The City Administrative Officer (CAO) reports that a total of
$684,000 (one-time funding of $500,000 and on-going annual funding of $92,000) is
provided in GSD’s Contract Services Account for this purpose. GSD and other City
departments that utilize this contract must ensure funding availability prior to contracting
alternative fuels consulting services through this amendment. There is no additional
impact to the General Fund.

SUMMARY
At its regular meeting held on August 22, 2023, your Government Operations
Committee considered a CAO report, dated May 25, 2023, relative to a proposed
contract amendment with Gladstein, Neandross, and Associates LLC to provide
alternative fuels consulting services.
The CAO reports that the proposed amendment would extend the term by two years
through June 30, 2025, and increase the maximum allowable compensation by $660,000
from $240,000 to $900,000. The Fuel Services Division is responsible for developing,
managing, and maintaining the City’s alternative fuels infrastructure program in
compliance with the City’s Clean Fuels Policy, federal and State mandates, and local
government requirements.

After an opportunity for public comment was held, the Committee moved to approve the
recommendations in the CAO report, as detailed above. This matter is now forwarded to
the Council for its consideration.

Telephone communication is one of the most important forms of communication in society today. Due to advancements in
technology, telephone devices have evolved with new services and capabilities. Individuals who are deaf and hard of hearing,
and individuals with a speech disability are following these trends and are rapidly migrating to more advanced
telecommunications methods, both for peertopeer and thirdparty telecommunications relay service (TRS)
communications. Telecommunications Relay Service is a telephone service that allows persons with hearing or speech
disabilities to place and receive telephone calls. TRS is available in all 50 states, the District of Columbia, Puerto Rico and
the U.S. territories for local and/or long distance calls. TRS providers generally telephone companies are compensated
for the costs of providing TRS from either a state or a federal fund. There is no cost to the TRS user.
What forms of TRS are available? There are several forms of TRS, depending on the particular needs of the user and the
