HOUSING AND HOMELESSNESS COMMITTEE REPORT relative to additional funding for environmental
clean-up services performed by the State of California Department of Toxic Substances Control (DTSC)
and the Los Angeles Housing Department (LAHD), for City-owned property known as the Slauson Wall
Site located at 5867 South Los Angeles Street in Council District 9.
Recommendations for Council action, pursuant to Motion (Price – Hutt), SUBJECT TO THE APPROVAL
OF THE MAYOR:
1. APPROVE additional funding in the amount of in the amount of $100,000 from the LAHD Low Moderate
Housing Fund No. 55J, Account No. 43K008, for use by the LAHD for site assessment and oversight
services related to the Slauson Wall Site; and, AUTHORIZE the LAHD to amend Contract No. C-
130849 with the DTSC, subject to the approval of the City Attorney as to form.
2. APPROVE funding in the amount of $63,758 from the LAHD Low Moderate Housing Fund No. 551,
Account No. 43K008 and $117,859 from the LAHD Low Moderate Housing Fund No. 55J, Account No.
43N467, for use by the LAHD for the Slauson Wall Site remediation, site preparation and post
remediation costs, including, but not limited to, groundwater monitoring, well destruction, excavation,
backfill and post-remediation soil vapor monitoring costs; and, AUTHORIZE the LAHD to prepare,
process and execute any document(s) necessary to carry out the related work, subject to the approval
of the City Attorney as to form.
3. AUTHORIZE the LAHD, with the assistance of the City Administrative Officer (CAO), to make any
technical corrections or clarification as necessary to the above fund transfer instructions in order to
effectuate the intent of this Motion.
Fiscal Impact Statement: Neither the CAO nor the Chief Legislative Analyst has completed a financial
analysis of this report.
Community Impact Statement: None submitted
Summary:
At a special meeting held on January 17, 2024, your Housing and Homelessness Committee considered
Motion (Price - Hutt) relative to the approval of additional funding to cover the costs of environmental clean-
up services performed by the DTSC and LAHD for the Slauson Wall Site located at 5867 South Los
Angeles Street in Council District 9. After providing an opportunity for public comment, the Committee
recommended to approve the recommendations contained in the Motion, as detailed above. This matter
is now submitted to the Council for consideration.

MOTION
I HEREBY MOVE that the Council ADOPT the following recommendations in order to
effect settlement in the case entitled LaCheryl Bell v. City of Los Angeles, et al., Los
Angeles Superior Court Case No. 21STCV14369. (This is an employment case against
the City of Los Angeles.), SUBJECT TO THE APPROVAL OF THE MAYOR:
1. AUTHORIZE the City Attorney’s Office and the Emergency Operations
Department to expend up to $400,000 in settlement of the above-entitled matter.
2. AUTHORIZE the City Attorney to draw a demand from Fund No. 100/59, Account
No. 009798, Miscellaneous Liability Payouts, made payable as follows:
SCHIMMEL & PARKS, APLC ATTORNEY-CLIENT TRUST ACCOUNT in the
amount of $320,000.
3. AUTHORIZE the Emergency Operations Department to draw a demand from
Fund No. 100/35, Account No. 001010, Salaries General, payable to LaCheryl
Bell in the amount of $80,000, less applicable withholdings and employment
taxes.
4. AUTHORIZE the City Administrative Officer, or designee, to make necessary
technical adjustments, and authorize the Controller to implement the instructions.
This matter was recommended for approval by the Budget, Finance and Innovation
Committee (Blumenfield – Harris-Dawson – Yaroslavsky - McOsker: “Yes”) at its meeting
held on December 13, 2023, in Closed Session as permitted by Government Code
Section 54956.9(d)(1).

against the City of Los Angeles.), SUBJECT TO THE APPROVAL OF THE MAYOR:
1. AUTHORIZE the City Attorney’s Office and the Los Angeles Police Department
to expend up to $475,000 in settlement of the above-entitled matter.
2. AUTHORIZE the Controller’s Office to transfer $427,500 from the Liability Claims
Fund no. 100/59, Account No. 009798, Miscellaneous Liability Payouts, to Fund
No. 100/59, Account No. 009792, Police Liability Payouts.
3. AUTHORIZE the City Attorney to draw a demand from Fund No. 100/59, Account
No. 009792, Police Liability Payouts, made payable as follows: LAW OFFICES
OF GREGORY W. SMITH, LLP, CLIENT TRUST ACCOUNT in the amount of
$427,500.
4. AUTHORIZE the Los Angeles Police Department to draw a demand from Fund
No. 100/70, Account No. 001012, Sworn Salaries, payable to Kellie Cueto in the
amount of $47,500, subject to all applicable taxes, deductions, and withholdings.
5. AUTHORIZE the City Administrative Officer, or designee, to make necessary
technical adjustments, and authorize the Controller to implement the instructions.

of the above-entitled matter. These funds are being paid by Neutron Holdings,
Inc. dba Lime based on the permit for Lime to operate scooters in the City of Los
Angeles.
2. AUTHORIZE the payment of $235,000 to be paid by Lime to Plaintiff on behalf of
the City of Los Angeles to settle this matter.
3. AUTHORIZE the City Attorney, or designee, to make necessary technical
adjustments, subject to the approval of the City Administrative Officer, and

Telephone communication is one of the most important forms of communication in society today. Due to advancements in
technology, telephone devices have evolved with new services and capabilities. Individuals who are deaf and hard of hearing,
and individuals with a speech disability are following these trends and are rapidly migrating to more advanced
telecommunications methods, both for peertopeer and thirdparty telecommunications relay service (TRS)
communications. Telecommunications Relay Service is a telephone service that allows persons with hearing or speech
disabilities to place and receive telephone calls. TRS is available in all 50 states, the District of Columbia, Puerto Rico and
the U.S. territories for local and/or long distance calls. TRS providers generally telephone companies are compensated
for the costs of providing TRS from either a state or a federal fund. There is no cost to the TRS user.
What forms of TRS are available? There are several forms of TRS, depending on the particular needs of the user and the
equipment available: TRS includes: Text to Voice TIYBased TRS; SpeechtoSpeech Relay Service; Shared NonEnglish

per item up to a total of three minutes per meeting. The Council has determined that a cumulative total of 20 minutes is a
