California Department of Tax and Fee Administration (CDTFA) resolutions
and authorizing City personnel to examine all sales or transactions and use
tax records of the CDTFA.
Recommendations for Council action, SUBJECT TO THE APPROVAL
OF THE MAYOR:
RESOLVE to:
1. Rescind all prior resolutions relating to the CDTFA and further
request that the following persons be authorized by CDTFA to
examine, on behalf of the City of Los Angeles, all sales or
transactions and use tax records of the CDTFA pertaining to sales
or transactions and use taxes collected for the City by the CDTFA
pursuant to the BradleyBums Uniform Local Sales and Use Tax Law
or the Transactions and Use Tax Law. The information obtained by
the examination of CDTFA records shall be used only for purposes

transactions and use tax records only to an officer or
employee of the City authorized under Section 1 of this
resolution to examine the information.
c. Contractors are prohibited by that contract from performing
consulting services for a retailer during the term of that
contract.

d. Contractors are prohibited by that contract from retaining the
information contained in, or derived from those sales and
transactions and use tax records only to an officer or
employee of the City authorized under Section 1 of this
resolution to examine the information.

information contained or derived from those sales and

TRANSPORTATION COMMITTEE REPORT relative to a proposed Fifth Amendment to Contract No.
C-124676 between the Los Angeles Department of Transportation (LADOT) and Conduent State and
Local Solutions, Inc. for parking citation processing and collection services.
Recommendation for Council action:
AUTHORIZE the General Manager, LADOT, or designee, to execute a Fifth Amendment to Contract
No. C-124676 with Conduent State and Local Solutions to continue parking citation processing and
collection services for an additional 18 months, on a month-to-month basis, retroactive from June 26,
2023 to December 25, 2024, subject to the approval of the City Attorney as to form.
Fiscal Impact Statement: The City Administrative Officer (CAO) reports that funding of $8.77 million is
budgeted in the Department’s Contractual Services Account in the 2023-24 Adopted Budget. The
LADOT reports that the cost to provide parking citation and permit processing services is approximately
$800,000 per month. There may be an additional General Fund impact should actual costs exceed
budgeted funds. The 2023-24 Adopted Budget projects collection of $115.0 million in General Fund
revenue. The LADOT estimates that total projected revenue for the 18-month term is $171.5 million.
Should this amendment not be approved, the City will not collect these funds until an alternative
method of collection is identified.
Financial Policies Statement: The CAO reports that the recommendation in the report complies with the
City Financial Policies in that budgeted funds are available for this purpose.

SUMMARY
At a regular meeting held on February 7, 2024, your Transportation Committee considered a CAO
report relative to a proposed Fifth Amendment to Contract No. C-124676 between LADOT and
Conduent State and Local Solutions, Inc. for parking citation processing and collection services. This is
to ensure no gap of service while the LADOT completes the new contract for parking citation
processing services.

Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:
1. APPROVE the amendment to the Prop HHH FY 20-21 PEP as follows:
a. Increase Prop HHH funding commitment by $23,382,908 as follows:
i. $6,622,908 for the 18722 Sherman Way Project located at 18722 Sherman Way in
Council District 3.
ii. $3,780,0000 for the Sunnyside Project (formerly known as RETHINK Housing
62nd/1408 West 62nd Street) located at 1408 West 62nd Street in Council District
8.
iii. $12,980,000 for the New Hampshire PSH Project located at 701 South New
Hampshire Avenue in Council District 10.

negotiate and execute loan documents, covenant/regulatory agreements, and any other

for construction of the Exposition Bike Path (Northvale Segment) Project.), SUBJECT TO
THE APPROVAL OF THE MAYOR:
1. APPROVE the proposed settlement for up to $305,000.
2. AUTHORIZE the City Attorney, or designee, to execute a settlement agreement
consistent with the terms described herein.
3. AUTHORIZE the Department of Transportation to draw a demand warrant for up
to $305,000 from Fund No. 540, Fiscal Year 2017, Account No. 94N801, payable

technology, telephone devices have evolved with new services and capabilities. Individuals who are deaf and hard of hearing,
and individuals with a speech disability are following these trends and are rapidly migrating to more advanced
telecommunications methods, both for peertopeer and thirdparty telecommunications relay service (TRS)
communications. Telecommunications Relay Service is a telephone service that allows persons with hearing or speech
disabilities to place and receive telephone calls. TRS is available in all 50 states, the District of Columbia, Puerto Rico and
the U.S. territories for local and/or long distance calls. TRS providers generally telephone companies are compensated

RESOLVE to:
1. Rescind all prior resolutions relating to the CDTFA and further
request that the following persons be authorized by CDTFA to
examine, on behalf of the City of Los Angeles, all sales or
transactions and use tax records of the CDTFA pertaining to sales
or transactions and use taxes collected for the City by the CDTFA
pursuant to the BradleyBums Uniform Local Sales and Use Tax Law
or the Transactions and Use Tax Law. The information obtained by
the examination of CDTFA records shall be used only for purposes
related to the collection of City sales or transactions and use taxes
by the CDTFA.
