Section 22.547 of the Los Angeles Administrative Code provides that upon Council approval, surplus City equipment may be sold for less than market value to a non-profit organization in the City of Los Angeles when the donation would benefit the residents in the City; when the donee is a governmental entity established to support services provided by the City; when the donee is a domestic or foreign governmental entity under certain conditions; or any other donee provided the cost to discard, recycle, or transport the surplus equipment would otherwise impose a documented net financial cost to the City. The items are currently taking up storage space that is needed by the Port of Los Angeles, and MATTER is covering the delivery of the items. MATTER is located at 7005 Oxford Street in St. Louis Park, Minnesota. The total fair market value of the equipment is $1,344,498, which will be foregone revenue should it be donated. I THEREFORE MOVE that the City Council: 1. Due to advancements in technology, telephone devices have evolved with new services and capabilities. Individuals who are deaf and hard of hearing, and individuals with a speech disability are following these trends and are rapidly migrating to more advanced telecommunications methods, both for peer­to­peer and third­party telecommunications relay service (TRS) communications. Telecommunications Relay Service is a telephone service that allows persons with hearing or speech disabilities to place and receive telephone calls. TRS is available in all 50 states, the District of Columbia, Puerto Rico and the U.S. territories for local and/or long distance calls.
