CONSIDERATION relative to amending Sections 64.00 and 64.30 of
Article 4, Chapter VI, and Section 64.41.03 of Article 4.1, Chapter VI of the
Los Angeles Municipal Code (LAMC), to amend the quality surcharge fee,
sewer service charge, and the sewage conveyance charge.
Recommendations for Council action, SUBJECT TO THE APPROVAL
OF THE MAYOR:
1. FIND that the California Environmental Quality Act (CEQA) does not
apply to the creation of government funding mechanisms or other
government fiscal activities that do not involve any commitment to
any specific project that may result in a potentially significant
physical impact on the environment; State CEQA Guidelines
Section 15378(b)(4). The draft Ordinance is, therefore, not subject
to CEQA because it does "not involve any commitment to any
specific project which may result in a potentially significant physical
impact on the environment." Any CEQAdefined projects
constructed from the funds received from the enactment of this
ordinance will be subject to a projectspecific CEQA process before
construction.
2. PRESENT and ADOPT the accompanying ORDINANCE, dated
July 25, 2024, amending Subdivision A.79. of Section 64.00 of
Article 4, Chapter VI, Subdivision D.4. of Section 64.30 of Article 4,
Chapter VI, and Section 64.41.03 of Article 4.1, Chapter VI of the
LAMC to amend the Quality Surcharge Fee, Sewer Service Charge,

BOARD OF HARBOR COMMISSIONERS (BOARD) relative to the
proposed First Amendment to Permit No. 750 between the City of Los
Angeles Harbor Department and SA Recycling, LLC.
Recommendations for Council action:
1. ADOPT the determination by the Board that the proposed action
has been previously evaluated pursuant to the requirements of the
California Environmental Quality Act (CEQA) under Article II Section
2(i) of the Los Angeles City CEQA Guidelines.
2. APPROVE Port Of Los Angeles Resolution No. 2410384 for the
proposed First Amendment to Permit No. 750 between the City of
Los Angeles Harbor Department and SA Recycling, LLC.
Fiscal Impact Statement: The City Administrative Officer reports that
approval of the proposed Amendment to Permit No. 750 with SA
Recycling will increase compensation from $3,969,079 by $2,434,923 to
a new Minimum Annual Guarantee (MAG) of $6,404,002. The
compensation structure will be changed such that land rent, wharfage, and
dockage will be subject to an aggregate MAG of $6,404,002 in Year 1.
Thereafter, MAG will increase by the greater of the annual change in the
Consumer Price Index or two percent. Revenues are to be deposited in
the Harbor Revenue Fund. The recommendations in the report and
proposed actions comply with the Harbor Department’s Financial
Policies. There is no impact on the City’s General Fund.

PUBLIC SAFETY and BUDGET, FINANCE AND INNOVATION COMMITTEE REPORT relative to
requesting approval to execute First Amendments and Restatements of the Professional Service
Agreements with three contractors that are currently implementing the Unarmed Model of Crisis Response
(UMCR) pilot program.
Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:
1. APPROVE and AUTHORIZE the City Administrative Officer (CAO) to execute, the proposed First
Amendments and Restatements of the following Professional Services Agreements in order to
increase contract compensation and extend the terms of the Agreements by one year for revised
terms of two years effective September 1, 2023 through August 31, 2025, subject to the approval
of the City Attorney as to form:
a. Contract No. C-144403 with Alcott Center for Mental Health Services with an increase to
the compensation of $2,442,124 for revised total compensation of $4,367,433.
b. Contract No. C-144404 with Exodus Recovery, Inc. with an increase to the compensation
of $4,814,375.41 for revised total compensation of $9,040,685.47.
c. Contract No. C-144405 with Penny Lane Centers with an increase to the compensation of
$3,484,019.81 for revised total compensation of $6,804,155.81.
2. TRANSFER appropriations in the amount of $7,855,000 from the Unappropriated Balance Fund
No. 100/58, Account No. 580425, Unarmed Crisis Response, to the City Administrative Officer
Fund No. 100/10, Account No. 003040, Contractual Services, to fund the UMCR Agreements.
3. AUTHORIZE the CAO to make technical corrections as necessary to transactions included in this
report to implement Mayor and Council intentions.
Fiscal Impact Statement: The CAO reports that an estimated $7.86 million in additional funding is required
to fully fund the extended term of the Agreements. It is recommended that $7.86 million in funding allocated
for this purpose in the Unappropriated Balance be transferred to the CAO’s Contractual Services Account
to fully fund this contractual obligation. There is no additional impact to the General Fund. Should the City
wish to continue these alternative response programs after August 31, 2025, additional funding will be
required to be appropriated as part of the 2025-26 Adopted Budget.
Financial Policies Statement: The CAO reports that as budgeted funding is available to fully fund the
Agreements anticipated obligations, the recommendations of the report are in compliance with the City’s
Financial Policies.

Telecommunication Relay Services
Telephone communication is one of the most important forms of communication in society today. Due to advancements in
technology, telephone devices have evolved with new services and capabilities. Individuals who are deaf and hard of hearing,
and individuals with a speech disability are following these trends and are rapidly migrating to more advanced
telecommunications methods, both for peertopeer and thirdparty telecommunications relay service (TRS)
communications. Telecommunications Relay Service is a telephone service that allows persons with hearing or speech
disabilities to place and receive telephone calls. TRS is available in all 50 states, the District of Columbia, Puerto Rico and
the U.S. territories for local and/or long distance calls. TRS providers generally telephone companies are compensated
for the costs of providing TRS from either a state or a federal fund. There is no cost to the TRS user.
What forms of TRS are available? There are several forms of TRS, depending on the particular needs of the user and the
equipment available: TRS includes: Text to Voice TIYBased TRS; SpeechtoSpeech Relay Service; Shared NonEnglish
Language Relay Service; Captioned Telephone Relay Service; Internet Protocol Relay Service; and Video Relay Service.

by a Councilmember. If an item is called "special" it will be "held" until the remainder of the items on the Council agenda
have been acted on by the Council. An item may also be called "special" if a member of the public has requested to speak
on the item and a public hearing was not previously held.
The City Clerk will announce the items to be considered by the Council, however items will be grouped. For example, all
items for which required public hearings have not previously been held are listed in one section on the printed agenda. The
Council President will ask if any Councilmember or member or the public wishes to speak on one or more of these items. If
anyone wishes to speak on an item, it will be called "special". The remaining items in this section will be voted on by
Council with one roll call vote.
PUBLIC INPUT AT CITY COUNCIL MEETINGS An opportunity for the public to address the Council on agenda items for
which public hearings have not been held will be provided at the time the item is considered or during the Multiple Agenda
Item Comment period. Members of the public who wish to speak on items shall be allowed to speak for up to one minute
per item up to a total of three minutes per meeting. The Council has determined that a cumulative total of 20 minutes is a
reasonable minimum amount of time for the Multiple Agenda Item segment of each regular meeting.
The Council will also provide an opportunity for the public to speak on public interest items. Each speaker shall be limited to
one minute of general public comment each regular meeting for a cumulative total of ten (10) minutes. The Council shall not
discuss or take action relative to any general public comment.

35 copies. Otherwise, your materials will simply be added to the official record.

meeting. The member requesting reconsideration shall identify for all members present the agenda number, Council file
number and subject matter previously voted upon. A motion to reconsider is not debatable and shall require an affirmative
vote of eight (8) members of the Council.
When the Council has failed by sufficient votes to approve or reject an item, and has not lost jurisdiction over the matter, or
has not caused it to be continued beyond the next regular meeting, the item is continued to the next regular meeting for the
purpose of allowing the Council to again vote on the matter.
The City Council rules provide that all items adopted by the Council will not be presented to the Mayor, or other designated
officer by the City Clerk until the adjournment of the regular Council meeting following the date of the Council action. A

has been previously evaluated pursuant to the requirements of the
California Environmental Quality Act (CEQA) under Article II Section
2(i) of the Los Angeles City CEQA Guidelines.
2. APPROVE Port Of Los Angeles Resolution No. 2410384 for the
proposed First Amendment to Permit No. 750 between the City of
Los Angeles Harbor Department and SA Recycling, LLC.
Fiscal Impact Statement: The City Administrative Officer reports that
approval of the proposed Amendment to Permit No. 750 with SA
Recycling will increase compensation from $3,969,079 by $2,434,923 to
a new Minimum Annual Guarantee (MAG) of $6,404,002. The
compensation structure will be changed such that land rent, wharfage, and
dockage will be subject to an aggregate MAG of $6,404,002 in Year 1.
Thereafter, MAG will increase by the greater of the annual change in the
Consumer Price Index or two percent. Revenues are to be deposited in
the Harbor Revenue Fund. The recommendations in the report and
proposed actions comply with the Harbor Department’s Financial
Policies. There is no impact on the City’s General Fund.
