Community Impact Statement: None submitted TIME LIMIT FILE – APRIL 25, 2025 (LAST DAY FOR COUNCIL ACTION – APRIL 25, 2025) Summary: At a regular meeting held on April 22, 2025, the PLUM Committee considered a report from the LACPC and a Vesting Tentative Tract Map appeal for the property located at 5300 North Oakdale Avenue. DCP staff provided an overview of the matter. Councilmember Blumenfield spoke on the matter. After an opportunity for public comment, and presentations from the Applicant and Appellant Representatives, the Committee recommended to deny the appeal and sustain the LACPC’s denial of the appeal and the Deputy Advisory Agency’s determination to approve the Vesting Tentative Tract Map No. 83927, VTT-83927-HCA- 2A, adopt the Mitigation Monitoring Program, the modified Findings, and the modified Conditions of Approval as revised by the Committee. This matter is now submitted to the Council for consideration. Recommendations for Council action: 1. APPROVE the proposed interim housing bed rates for families, as applicable, to be effectuated July 1, 2025, at the Additional Staffing Model, Wage Tier One rates as follows: a. $135 per unit per night for sites with 15 units or more b. $169 per unit per night for sites with 14 units or less 2. INSTRUCT the City Administrative Officer (CAO) to identify funding and include the necessary authorities to execute new or amend existing contracts to effectuate the increased bed rates effective July 1, 2025, in a future report. Fiscal Impact Statement: The CAO states that approval of the recommendations in this report will not have an immediate impact on the General Fund as funding recommendations will be provided in a future report. However, should the proposed increases be adopted and funding is needed for the initiatives, there may be an approximate General Fund impact of up to $689,850 in Fiscal Year 2025-26. Financial Policies Statement: The CAO states that approval of the recommendations contained in this report complies with the City’s Financial Policies as there is no General Fund associated with the action at this time. Community Impact Statement: None submitted SUMMARY At the meeting held on April 23, 2025, your Housing and Homelessness Committee considered a CAO report relative to the interim housing bed rates adjustment for families. After an opportunity for public comment was held, the Committee moved to approve the recommendations contained in the CAO report, as detailed above. This matter is now forwarded to the Council for its consideration.
