CD 15 CATEGORICAL EXEMPTION, PUBLIC WORKS COMMITTEE
REPORT and RESOLUTION relative to the temporary closure of
McCoy Avenue at Lomita Boulevard.
Recommendations for Council action:
1. FIND that the temporary closure of McCoy Avenue at Lomita
Boulevard is categorically exempt under Article III, Class 5, of
the Los Angeles City Guidelines for the implementation of the
California Environmental Quality Act of 1970.
2. FIND that the street as shown on the attached Exhibit A of the
City Engineer report dated September 18, 2025, attached to the
Council file, subject to the conditions contained herein, be
temporarily closed pursuant to State Vehicle Code Section
21101.4 for a period of eighteen months upon Council approval.

3. ADOPT the accompanying RESOLUTION, signed by the City
Attorney.
4. ADOPT the following findings:
a. There is substantial evidence of serious and continual
criminal activities in the street recommended for
temporary closure.
b. The temporary closure of the street will reduce the
criminal activity in the area.
c. The street does not provide necessary vehicular or
pedestrian access to adjacent properties.
d. The closure will not substantially adversely affect traffic
flow, safety on adjacent streets or in the surrounding
neighborhoods, operation of emergency vehicles, or the
performance of municipal or public utility services in the
walkway proposed to be temporarily closed.
e. Vehicular and pedestrian traffic on the street contributes to
the criminal activities.
f. The street has not been designated as a through highway
or arterial street.
Fiscal Impact Statement: The City Engineer reports that the Bureau of
Engineering is absorbing the cost of processing the request in the
approximate amount of $5,000. Maintenance of the public easement
by City forces will be eliminated.

categorically exempt under Article III, Class 5, of the Los
Angeles City Guidelines for the implementation of the California
Environmental Quality Act of 1970.
2. FIND that the walkway as shown on Exhibit A of the City
Engineer report dated September 15, 2025, attached to the
Council file, subject to the conditions contained herein, be
temporarily closed pursuant to State Vehicle Code Section
21101.4 for a period of eighteen months upon Council approval.
3. ADOPT the accompanying RESOLUTION, signed by the City
Attorney.
4. ADOPT the following findings:
a. There is substantial evidence of serious and continual
criminal activities in the walkway recommended for
temporary closure.
b. The temporary closure of the walkway will reduce the
criminal activity in the area.
c. The walkway does not provide necessary vehicular or
pedestrian access to adjacent properties.
d. The closure will not substantially adversely affect traffic
flow, safety on adjacent streets or in the surrounding
neighborhoods, operation of emergency vehicles, or the
performance of municipal or public utility services in the
walkway proposed to be temporarily closed.
e. Vehicular and pedestrian traffic on the walkway contribute
to the criminal activities.

Public Works (BPW), to report with:
a. Economic development tools to attract long-term
industry infrastructure investments.
b. Explore how to leverage EWDD's special funds and
other funding sources to finance a targeted local

independent productions to improve competitiveness

offsets (e.g. reduce or waive all city service fees for
qualifying productions).
e. Explore complementary tools and incentives to
enhance the impact of the State's expanded Film &
Television Tax Credit Program and to boost local

2. DIRECT the Office of Finance, with the assistance of the
EWDD and BPW, to report with tax rebate opportunities
for property owners who offer discounted rates to
qualifying productions to increase inventory of affordable
locations for vertical content creators.
3. DIRECT the Chief Legislative Analyst (CLA), with
assistance from the EWDD and City Administrative Officer,
to identify $5,000,000 in public and/or private/philanthropic
funding sources to establish a "40% Launch & Rebate"
grant, which provides up-front funding to micro-drama
productions offering a 40 rebate on qualifying LA
expenditures with an initial 20% upfront grant upon project
approval to address cash-flow for small productions, and
the final 20% paid upon completion.
B. ECONOMIC DEVELOPMENT AND JOBS COMMITTEE

Declaration of Local Emergency by the Mayor dated January 7, 2025,

system and devastating wildfires in the City of Los Angeles (City),
pursuant to Los Angeles Administrative Code (LAAC) Section 8.27.
Recommendation for Council action:
ADOPT the accompanying RESOLUTION, dated January 14, 2025,
to:
1. Resolve that a local emergency exists resulting from ongoing
windstorm and extreme fire weather system and the devastating
wildfires in the City within the meaning of LAAC Section 8.21, et
seq., as set forth in the Mayor’s January 13, 2025 Updated
Declaration of Local Emergency, which incorporated the

declaration of emergency dated January 7, 2025, which the City
Council hereby ratifies.
2. Resolve that because the local emergency, which began on
January 7, 2025, continues to exist, there is a need to continue
the state of local emergency, which the City Council hereby

proprietary departments), agencies, and personnel, in
accordance with LAAC Code Section 8.21 et seq., to continue
to perform all duties and responsibilities to represent the City in
this matter to respond to and abate the emergency and prevent
further harm to the life, health, property, and safety, and receive,
process; and, coordinate all inquiries and requirements
necessary to obtain whatever State and Federal assistance that
may become available to the City and/or to the citizens of the
City who may be affected by the emergency.
4. Instruct the General Manager, Emergency Management
Department, to advise the Mayor and City Council on the need
to extend the state of local emergency, as appropriate.
5. Resolve that, to the extent the public interest and necessity
demand the immediate expenditure of public funds to safeguard
life, health, or property in response to the local emergency and
to support the emergency operations of the City and its
departments (including its proprietary departments), agencies,
and personnel (including mutual aid resources) in responding to
the declared local emergency, the competitive bidding
requirements enumerated in City Charter Section 371, and
further codified in the LAAC, including LAAC Section 10.15 be
suspended until termination of the state of emergency and
solely with respect to purchases and contracts needed to
respond to the declared state of emergency.
6. Direct and request City departments and agencies making
purchases pursuant to the authority granted in paragraph five
(5), above, to report every two weeks to the City Council
regarding the purchases and contracts made during the prior
two week period on the reasons justifying why such purchase or

contract was necessary to respond to the emergency, including
why the emergency did not permit a delay resulting from a
competitive solicitation for bids or proposals, and why

gouging, fraud, and theft by deceit, as described in the
California Penal Code, to do so to the fullest extent permissible
under federal, state, and local law.

otherwise or discontinues the state of emergency, to timely
agendize this matter so that Council may consider whether to
continue the state of emergency.
9. Instruct the City Clerk to forward copies of this Resolution
to the Governor of the State of California, the Director of

The "Western Our Way" Project (Project) in the heart of South Los Angeles is a major
infrastructure plan to improve walkability and cycling, aligning with the broader Vision Zero goal
of eliminating traffic deaths and severe injuries. The Project will transform approximately 12 miles
of streets, including 4.5 miles of pedestrian and transit safety improvements, new bike lanes, and
traffic calming on key local streets along the Western Avenue corridor, from Martin Luther King,
Jr. Boulevard on the north continuing south to Century Boulevard.
In Fiscal Year 2023-24, the Project was awarded grant funding as part of the Active
Transportation Program (ATP) Cycle 6, and the City committed approximately $6 million in
Vision Zero/ Measure M funding. The Bureau of Street Services is the lead agency on the Project;
the Department of Transportation (LADOT) is responsible for reviewing and commenting on all
project related plans.
The project has received 65% plans and additional funds are needed to cover salaries and
overtime for LADOT to complete the plan check and review process.
I THEREFORE MOVE that the City Council transfer / appropriate $210,000 from the
Measure M Local Return Special Fund No. 59C-94, Account No. 94YG25 (Vision Zero Corridor
Projects), to the Department of Transportation Fund No. 100-94 for completion of the plan check
and review process on the Western Our Way Project, as follows:
a) Account No. 001010 (Salaries General)- $175,000; and,

line item of the General City Purposes Fund for the Operation Safe Streets Initiative in Council
District 3. On April 29, 2025, the Council authorized the transfer of $967,000 from this funding to
the Bureau of Street Lighting for the purchase and installation of solar-powered lights along the G
(Orange) Line Bike Path (C.F. 25-0434); however, not all work was completed and the unspent/
unencumbered funds reverted to the Reserve Fund at the start of the new fiscal year in July 2025.

The Pacific Asian Consortium in Employment (PACE) is a non-profit organization that offers
a variety of services that includes job-training and employment services; business development;
financial education; and housing and rehabilitation services. PACE's service area includes Central
Los Angeles, South Bay and the San Gabriel Valley.
PACE operates an early childhood education program rooted in the Head Start Outcomes
Early Learning Framework - Ages Birth to Five (Head Start). Their organizational structure is
designed to deliver high-quality instruction that prioritizes school readiness and long-term academic
success. PACE utilizes the Creative Curriculum which is based on 38 objectives (fully aligned with
Head Start) for development and learning. In addition, the curriculum offers daily opportunities to
individualize instruction by helping teachers meet the needs of every learner, with a particular focus
on English language development.
PACE currently occupies the City-owned property at 682 Broadway Street in Council District
11, where it has served the community since 2019. To ensure these resources continue, the
organization is requesting a five-year extension on its expiring lease.
I THEREFORE MOVE that Council instruct the General Services Department to negotiate

Nursing Homes and other long-term care facilities are often home to residents with
significant mobility issues. In some cases, when a resident has fallen or has difficulty rising from
a bed or chair without assistance, these facilities will call 911 and request assistance with these
residents from the Fire Department. Oftentimes the resident who has fallen or who cannot stand
without assistance does not require any medical treatment or transport to a hospital, but staff at
these facilities are either unable or unwilling to assist residents.
This is not an efficient use of time for the City's Firefighters, and these calls take
emergency personnel out of the field, limiting their ability to respond to actual emergencies. Some
other jurisdictions have implemented "Non-Emergency Lift Fees" in order to recoup some of the
costs associated with these calls, and to discourage this behavior. Staff should look at the need and
feasibility of implementing a similar fee in the City.
I THEREFORE MOVE that the Fire Department, with the assistance of the City
Administrative Officer, report on the feasibility of implementing a "Non-Emergency Lift" Fee, to
be charged to nursing homes and other long-term care facilities that call the Fire Department to
assist residents of those facilities who have fallen or cannot stand without assistance, but otherwise
do not need additional medical care.

WHEREAS, the Sepulveda Transit Corridor Project is a proposed high-capacity rail line that will provide a crucial north-south
transit connection between the San Fernando Valley, the Westside and eventually Los Angeles International Airport (LAX), is
currently in the environmental review and early design phase, and will address one of the most heavily traveled and congested
corridors in Los Angeles County; and
WHEREAS, after the preparation of a Draft Environmental Impact Report -which included a 90-day public comment period,
five community meetings and five public hearings throughout the project area, 8,074 total comment submissions (of which
90.5% supported either a specific alternative or the overall project) - described five alternatives and analyzed environmental
issues for each, Metro staff are proposing that the Metro Board of Directors adopt a "Modified Alternative 5" as the Locally
Preferred Alternative for advancing the project; and
WHEREAS, the Sepulveda Transit Corridor Project as currently studied will see incredible benefits for riders and the region
including, the creation of up to eight new stations, end-to-end travel times of as little as 18 minutes, peak train frequency of two
and a half minutes, a direct connection to UCLA, direct connections to Metrolink, the East San Fernando Valley Transit
Corridor, the Metro G, D, and E Lines, up to 775,000 fewer daily Vehicle Miles Traveled, up to 7 million gallons of gas used
less annually, and around 58,000 MTCO 2e in Greenhouse Gas emission reductions per year; and
WHEREAS, according to a recently-commissioned study of the economic benefits of the Sepulveda Transit Corridor, the
construction of the Project could generate between $25-40 billion in economic output and up to 200,000 jobs in Los Angeles
County; the ongoing operations of the new transit line could generate up to $190 million in direct impact, $44 million in tax
revenue, and 750 jobs annually; and annual visitor spending from riders of up to $1.76 billion at local shops, restaurants, and
businesses, supporting up to 11,900 jobs annually and adding up to $289 million in tax revenues throughout Los Angeles
County; and
WHEREAS, Modified Alternative 5 combines the best aspects of Alternative 5 and Alternative 6, including the automated train
technology and single-bore tunneling of Alternative 5, and the direct alignment of Alternative 6 from the East San Fernando
Valley Transit Corridor to UCLA and the Westside and is supported by San Fernando Valley and Westside stakeholders; and
WHEREAS, Modified Alternative 5 also includes a phasing plan that includes an Initial Operating Segment from the Metro G
Line to Metro D Line, which will enable the Sepulveda Transit Corridor Project to deliver the game-changing benefits of a train
connection between the San Fernando Valley and Westside as soon as possible; and
WHEREAS, in light of the Metro Board decision to end the ESFV Light Rail Project at the Phase 1 terminus and instead
providing the Phase 2 Sylmar connection through a transfer to Metro link, which adds transfers for riders, the full scoped phase
of the Sepulveda Transit Corridor from the Van Nuys Metro link to the Metro E Line must be delivered in order to provide
Northeast Valley residents convenience closer to what was promised in Measure M ; and
WHEREAS, both the Westside Council of Governments and the San Fernando Valley Council of Governments support
Alternatives 5 and 6, the constituent components of Modified Alternative 5; and
NOW, THEREFORE, BE IT RESOLVED, that by the adoption of this Resolution, the City of Los Angeles supports the
selection of 'Modified Alternative 5' as the Locally Preferred Alternative by the Metro Board of Directors, including the
proposed phasing plan with an Initial Operating Segment from the Metro G Line to the Metro D Line, while reiterating our·
strong support for completing the entire project.

BASIC CITY COUNCIL MEETING RULES
AGENDAS - The City Council meets Tuesday, Wednesday and Friday at 10:00 A.M. The agendas for City Council
meetings contain a brief general description of those items to be considered at the meetings. Council Agendas are
available in the Office of the City Clerk, Council and Public Services Division, Room 395, City Hall, 200 North Spring
Street, Los Angeles, CA 90012, and on the City's website at lacity.gov or lacouncilcalendar.com.
Ten (10) members of the Council constitute a quorum for the transaction of business. The Council may consider an
item not listed on the agenda only if it is determined by a two-thirds (10) vote that the need for action arose after the
posting of an Agenda. Some items on the agenda may be approved without any discussion, however, any item may
be called "special" by a Councilmember. If an item is called "special" it will be "held" until the remainder of the items on
the Council agenda have been acted on by the Council. An item may also be called "special" if a member of the public
has requested to speak on the item and a public hearing was not previously held.
The City Clerk will announce the items to be considered by the Council, however items will be grouped. For example,
all items for which required public hearings have not previously been held are listed in one section on the printed
agenda. The Council President will ask if any Councilmember or member or the public wishes to speak on one or
more of these items. If anyone wishes to speak on an item, it will be called "special". The remaining items in this
section will be voted on by Council with one roll call vote.
PUBLIC INPUT AT CITY COUNCIL MEETINGS - An opportunity for the public to address the Council on agenda
items for which public hearings have not been held will be provided at the time the item is considered or during the
Multiple Agenda Item Comment period. Members of the public who wish to speak on items shall be allowed to speak
for up to one minute per item up to a total of three minutes per meeting. The Council has determined that a cumulative
total of 20 minutes is a reasonable minimum amount of time for the Multiple Agenda Item segment of each regular
meeting.
The Council will also provide an opportunity for the public to speak on public interest items. Each speaker shall be
limited to one minute of general public comment each regular meeting for a cumulative total of ten (10) minutes. The
Council shall not discuss or take action relative to any general public comment.
If you wish to provide documents to the full Council for consideration on an item, please present the Sergeant-At-Arms
with 35 copies. Otherwise, your materials will simply be added to the official record.

COUNCIL DISCUSSION AND TIME LIMITS - Councilmembers requesting to address the Council will be recognized
by the Council President in the order requested. For any item, the Chairperson of the Committee, or the maker of the
original motion, or the member calling a matter "special" shall have up to six (6) minutes to discuss the item. All other
Councilmembers may speak up to three (3) minutes each on the matter. After all members desiring to speak on a
question have had an opportunity to be heard once, the time for each Member desiring to speak again shall be limited
to a maximum of three (3) minutes.
A motion calling the "previous question" may be introduced by any member during a Council debate. If adopted, this
motion will terminate debate on a matter and the Chair will instruct the Clerk to call the roll on the matter.

VOTING AND DISPOSITION OF ITEMS - Most items require a majority vote of the entire membership of the Council
(8 members). Items which have not been discussed in a Council Committee and have been placed directly on the
agenda will require 10 votes to consider. Once considered, these items will normally require eight (8) affirmative votes
to be adopted. Ordinances require a unanimous vote (at least 12 members must be present) in order to be adopted on
first consideration. If an ordinance does not receive the necessary unanimous vote, it is laid over one calendar week.
The votes required for approval on second consideration vary and depend upon the type of ordinance, but a typical
ordinance requires eight (8) affirmative votes upon second consideration.
When debate on an item is completed, the Chair will instruct the Clerk to "call the roll". Every member present must
vote for or against each item; abstentions are not permitted. The Clerk will announce the votes on each item. Any
member of Council may move to "reconsider" any vote on any item on the agenda, except to adjourn, suspend the
Rules, or where an intervening event has deprived the Council of jurisdiction, providing that said member originally
voted on the prevailing side of the item. The motion to "reconsider" shall only be in order once during the meeting, and
once during the next regular meeting. The member requesting reconsideration shall identify for all members present
the agenda number, Council file number and subject matter previously voted upon. A motion to reconsider is not
debatable and shall require an affirmative vote of eight (8) members of the Council.
When the Council has failed by sufficient votes to approve or reject an item, and has not lost jurisdiction over the
matter, or has not caused it to be continued beyond the next regular meeting, the item is continued to the next regular
meeting for the purpose of allowing the Council to again vote on the matter.
The City Council rules provide that all items adopted by the Council will not be presented to the Mayor, or other
designated officer by the City Clerk until the adjournment of the regular Council meeting following the date of the
Council action. A motion to send an item "forthwith" if adopted by ten (10) votes, suspends these rules and requires
the City Clerk to forward the matter to the Mayor, or other officer, without delay.
RULE 16 MOTIONS - Council Rule No. 16, in part, allows a member to send an item directly to the Council without it
having to go to a Council Committee first, by giving the City Clerk a motion (seconded by an additional member)
during a Council session to be placed on the next regular available Council agenda.

1. FIND that the temporary closure of the walkway southerly of

categorically exempt under Article III, Class 5, of the Los
Angeles City Guidelines for the implementation of the California
Environmental Quality Act of 1970.
2. FIND that the walkway as shown on Exhibit A of the City
Engineer report dated September 15, 2025, attached to the
Council file, subject to the conditions contained herein, be
temporarily closed pursuant to State Vehicle Code Section
21101.4 for a period of eighteen months upon Council approval.
3. ADOPT the accompanying RESOLUTION, signed by the City
Attorney.
4. ADOPT the following findings:
a. There is substantial evidence of serious and continual
criminal activities in the walkway recommended for
temporary closure.
b. The temporary closure of the walkway will reduce the
criminal activity in the area.

incentive to complement the State credit and reward
local hiring.
c. Review permit fee structure for small and
independent productions to improve competitiveness
for local productions, with a "Micro-Budget
Concierge" service at FilmLA guaranteeing a 3-day
permit turnaround.
d. Identify opportunities to offer augmented in-kind cost
offsets (e.g. reduce or waive all city service fees for
qualifying productions).
e. Explore complementary tools and incentives to
enhance the impact of the State's expanded Film &
Television Tax Credit Program and to boost local
production for vertical content in Los Angeles.
2. DIRECT the Office of Finance, with the assistance of the
EWDD and BPW, to report with tax rebate opportunities
for property owners who offer discounted rates to
qualifying productions to increase inventory of affordable
locations for vertical content creators.
3. DIRECT the Chief Legislative Analyst (CLA), with
assistance from the EWDD and City Administrative Officer,
to identify $5,000,000 in public and/or private/philanthropic
funding sources to establish a "40% Launch & Rebate"
grant, which provides up-front funding to micro-drama
productions offering a 40 rebate on qualifying LA
expenditures with an initial 20% upfront grant upon project
approval to address cash-flow for small productions, and

include a percentage breakdown, prioritizing core services and
programs that are essential to safety and mobility, including but

i. Restoration of traffic officer positions deleted in the Fiscal
Year (FY) 2024-25 Budget, or a set aside for overtime, in
order to conduct parking enforcement.
ii. Full or partial restoration of services and programs that
were curtailed in the FY 2024-25 Budget, including but not
limited to the Speed Hump Program and Paint and Sign
Maintenance.
iii. Funding for safe street infrastructure at the top 50
locations where street takeovers occur, as well as

General Fund at this time. The local match will be covered through
CD 10 funds, including AB 1290 or other funds to be identified, and
City of Culver City funds. The BOE will seek additional opportunities
to fund the construction phase of the project in the coming years.
Neither the City Administrative Officer nor the Chief Legislative
Analyst has completed a financial analysis of this report.

Declaration of Local Emergency by the Mayor dated January 7, 2025,

system and devastating wildfires in the City of Los Angeles (City),
pursuant to Los Angeles Administrative Code (LAAC) Section 8.27.
Recommendation for Council action:
ADOPT the accompanying RESOLUTION, dated January 14, 2025,
to:
1. Resolve that a local emergency exists resulting from ongoing
windstorm and extreme fire weather system and the devastating
wildfires in the City within the meaning of LAAC Section 8.21, et
seq., as set forth in the Mayor’s January 13, 2025 Updated
Declaration of Local Emergency, which incorporated the
declaration of emergency dated January 7, 2025, which the City
Council hereby ratifies.
2. Resolve that because the local emergency, which began on
January 7, 2025, continues to exist, there is a need to continue
the state of local emergency, which the City Council hereby

ratifies.
3. Instruct and request all appropriate City departments (including
proprietary departments), agencies, and personnel, in
accordance with LAAC Code Section 8.21 et seq., to continue

further harm to the life, health, property, and safety, and receive,
process; and, coordinate all inquiries and requirements
necessary to obtain whatever State and Federal assistance that
may become available to the City and/or to the citizens of the
City who may be affected by the emergency.
4. Instruct the General Manager, Emergency Management
Department, to advise the Mayor and City Council on the need
to extend the state of local emergency, as appropriate.
5. Resolve that, to the extent the public interest and necessity
demand the immediate expenditure of public funds to safeguard
life, health, or property in response to the local emergency and
to support the emergency operations of the City and its
departments (including its proprietary departments), agencies,
and personnel (including mutual aid resources) in responding to
the declared local emergency, the competitive bidding
requirements enumerated in City Charter Section 371, and
further codified in the LAAC, including LAAC Section 10.15 be
suspended until termination of the state of emergency and
solely with respect to purchases and contracts needed to
respond to the declared state of emergency.
6. Direct and request City departments and agencies making
purchases pursuant to the authority granted in paragraph five
(5), above, to report every two weeks to the City Council
regarding the purchases and contracts made during the prior
two week period on the reasons justifying why such purchase or
contract was necessary to respond to the emergency, including
why the emergency did not permit a delay resulting from a
competitive solicitation for bids or proposals, and why
competitive proposals or bidding was not reasonably practicable
or compatible with the City’s interests.

7. Request all City departments and agencies who have the
authority to investigate and/or enforce any/all forms of price
gouging, fraud, and theft by deceit, as described in the
