APPROVAL OF MINUTES T. Grunzel motioned, K. Knowles seconded; December 16, 2025 minutes unanimously. approved. 40. COMMISSIONER & AD HOC REPORTS Whale tail sculpture “Memories” by artist Ken Barnes to be unveiled in Edmonds at the Waterfront Center, on February 19 at 5:30pm – refreshments to be served. All invited. 50. CITIZEN COMMENTS - None 60. STAFF REPORT F Wong reported: • Won $6,500 grant from Economic Alliance Snohomish County for a FIFA world cup art project. • Lynnwood Event Center’s art exhibit, “Flight patterns” is on Jan 14 to June 22, Reception is April 14, 6-8pm. • Lynnwood Neighborhood Center has a grand opening on January 24, 11-2. • Lynnwood Artists Show reception will be on June 11, 5:30-7pm. 70. BUSINESS ITEM 70.1 44th Ave W Underpass - Aesthetic features – updates (Amie Hanson) Staff Amie Hanson updated us on the aesthetic features. The concrete retaining wall will have gingko leave stamping. The metal screen will not happen, but the wall design will allow the addition of the screen in the future. The “Lynnwood” sign is still planned. Construction will likely be 8 months in the summer of 2026. 70.2 Enso Apartments art - FYI (Sarah Cho) The public is invited to attend. Parking and meeting rooms are accessible for persons with disabilities. Contact the City at 670-5502 with 24-hours advance notice for special accommodations. Staff Sarah Cho showed us mock ups of the planned murals. Enzo Apartments is a 318- unit mixed-use apartments at 198th and 40th, with ground floor retail. The mural theme is shifting moon forms, gentle curves like water, and cherry blossoms. AC’s feedback is to add more contrast to the artwork. Staff will relay the feedback to the developer. 70.3 Election of Officers R Gutcheck motioned to keep current officers. K Knowles seconded. Unanimously approved. • Chair: Rhiannon Kruse • Vice Chair: Tiffany Grunzel • Secretary: Katie Zeitler 70.4 Signal Box – Snohomish Tribe – update The Signal box wrap remains covered. The wrap will likely be removed. We plan to work on a new design with Snohomish tribe, and ask for mayor and legal approval, before the install. 70.5 New Art projects: Mural / Signal Box In 2026, we’ll be working on a new signal box wrap near Barnes & Noble, with the theme of chickens/farm/eggs/history. Also a new mural at the Community Garden/Senior Center. 70.6 Digital mini art magazine We’re postponing to next meeting since K Zeitler is out. 70.7 CityCenter Apartments - Art Light seems to be on, at least on the lower section. Staff will send pics to artists to get feedback. 70.8 Community Justice Center Murals – update 2 of 4 murals completed. Staff has been told that the sound proofing panels will be shipped next week. 70.9 City Pride (1-4, 6/6/2026??) The Art of Food & Wine / Paint & Sip / Gingerbread event. • AC plans to table at City Pride at City Hall. Activities may include band, vendors/tabling. AC plans to be the flag, dress in rainbow colors (each commissioner picks a color), six colors (from top to bottom): red, orange (Raniere), yellow (K Knowles), green, blue, and violet. • For the Art of Food & Wine, we will check out the Lynnwood Neighborhood Center. 80. Kruse went to see Lynnwood Idol winner, Conor Sullivan, perform at “Elf” in Seattle. She said he was fantastic! She let 2025’s Lynnwood Idol judges know about Conor in the production. She also shared that one judge will not be returning this year due to another commitment. 50. CITIZEN COMMENTS - None 60. STAFF REPORT F Wong reported: • Submitted grant to Economic Alliance Snohomish County for a FIFA world cup art project. Will find out on January 19, 2026. • Menorah Lighting on December 21 at Lynnwood Transit Center. 70. BUSINESS ITEM 70.1 Election of Officers Postponed to next month. 70.2 Signal Box – Snohomish Tribe – ribbon cutting & update Art has been covered. Ribbon Cutting is on hold. We are in discussion with a lawyer about the procedures involved with this project and with tribal art. The public is invited to attend. Contact the City at 670-5502 with 24-hours advance notice for special accommodations. 70.3 New Art projects: Mural / Signal Box • Looking for themes for Lynnwood Senior Center mural • Ideas: gardening/growth • Staff shared location options for a new signal box wrap. • We agreed that signal boxes near Barnes and Noble and the signal boxes on 196th by Chick Fil A and Lowes would be good spots • Theme will be Chicken/farm/egg/history. 70.4 Digital mini art magazine • K. Zeitler has no updates at this time, but will create deadlines for parts of the magazine to send out • R. Kruse put together a list of upcoming art events in Lynnwood that can be added to (Google doc) 70.5 CityCenter Apartments • The light for the sculpture has been out for a while. • F. Wong is trying to get in contact with apartment management about fixing the light, but he has not heard back. He contacted the artist and got a quote to repair. 70.6 City Hall Gallery – 2026 line up • We’ve scheduled 3 group shows, and 7 two-artist shows • No Veterans show due to organizer’s involvement in another project • 8 youth shows at Rec Center also scheduled 70.7 Community Justice Center Murals – update • Training room mural - about halfway completed • Classroom mural - completed • Physical health exam room - completed 70.8 The Art of Food & Wine / Paint & Sip / Gingerbread event. Admission price is food or monetary donations for the Lynnwood Food Bank • Art of Food and Wine- R. Gutcheck not present, will discuss at next meeting • Paint and Sip/Gingerbread house building event - fall? • Egg Decorating event - spring? • K. Knowles said that Zulu Board Game Café hosted a holiday art market as well as a summer market. They are looking to hire a market manager. Soocer – FIFA world cup art project • Submitted grant to Economic Alliance Snohomish County. Will find out on January 19, 2026. CJC – Murals • Production in progress. 2 murals completed. Sound proofing to be shipped soon. ESSB 5814 Law that imposes new Retail Sales Tax on some cultural activities. Lynnwood Idol Booked May 31, 2026 for finals. Mall - sculptures • Working with staff on the future of the 5 pieces. City Budget • Currently at 10% reduction. Layoff notices have gone out. Still facing multi-million dollar deficit in 2026. City of Edmonds suspended their Arts Commission.
