30. APPROVAL OF MINUTES
Raniere motioned, L. Hanson seconded; February 17, 2026 minutes unanimously approved.
40. COMMISSIONER & AD HOC REPORTS
• L. Hanson reported the Whale Tail sculpture "Memories" unveiling in Edmonds was a
success with good turnout despite cold weather. The piece was made in honor of the artist
Ken Barnes’ late wife. He wrote a haiku that will be displayed with the sculpture.

60. STAFF REPORT
• F Wong reported upcoming events.
• Sophia Carnes from the ESD Foundation Summer Meals Program inquired to seek hands-
on art presentations for kids ages 6–12 (June 22–Aug 20, Mon–Thu). Staff will gather details
before commission commits.
70. BUSINESS ITEM
70.1 Digital mini art magazine
• Everyone agrees it is amazing work. Thanks Katie. It is nearly complete. Mayor's letter
was received earlier in the day. Commissioner headshots still needed by end of week.
• The goal is to publish before end of March to capture March events listed inside.
The public is invited to attend. Parking and meeting rooms are accessible for persons with disabilities.

70.2 Lynnwood Idol 2026
• A few applications received. Deadline is April 30. Press release will be sent late March.
• R. Kruse will contact Edmonds SD PTAs to promote the competition.
• Guest performer: Last year's K-5 winner Conor Sullivan is willing to perform at the May
31st finals during judges' deliberation.
• Judges: Tim Noah declined. During the meeting, T. Grunzel confirmed Emily McVicker
(from "Swiftify" Taylor Swift tribute band) as a judge. Josh from School of Rock is
confirmed. One more judge still needed.
• Commissioners asked to identify their availability to volunteer on May 31st.
70.3 Signal Box – Snohomish Tribe - update
• F. Wong, M. Harrington, M. Thompson, Mayor, CIO, and three Council Members met
with the Tulalip Tribal Council. The tribe shared their history and the constraints of the
1855 Point Elliott Treaty.
• Key issues: (1) The Indian Arts and Crafts Act prohibits unrecognized groups from
claiming tribal identity to sell art. (2) Government-to-government relations require
federal recognition — the Snohomish Tribe of Indians is a non-profit, not federally
recognized. The City can engage with them as a nonprofit.
• Both sides were respectful; a new relationship with the Tulalip Tribe may emerge.
• The Snohomish Tribe signal box draft wrap is covered with in gray vinyl. Full removal
will proceed in warmer weather.
70.4 New Art projects: Mural / Signal Box / Soccer Balls / Lynnwood Artists Show
• Applications received: Soccer Balls (13), Senior Center/Community Garden Mural (9),
Lynnwood Artists Show (4).
• Signal Box near Barnes & Noble: chicken/poultry theme has been selected; design is in
progress.
70.5 Community Justice Center Murals – update
• Sound panels have been installed; minor bottom damage noted but acceptable. Mural
painting is underway; Staff will try to arrange tour upon mural completion.
70.6 City Pride (1-4, 6/6/2026) The Art of Food & Wine / Paint & Sip / Gingerbread event.
• Commissioners will dress in rainbow flag colors at the Pride event.
• Art activity ideas: button-making, rainbow paper hands, sidewalk chalk. F. Wong to
confirm later.

R. Gutcheck motioned, T. Grunzel seconded; January 20, 2026 minutes unanimously approved.
40. COMMISSIONER & AD HOC REPORTS
• Whale tail sculpture “Memories” by artist Ken Barnes to be unveiled in Edmonds at the
Waterfront Center, on February 19 at 5:30pm – refreshments to be served. All invited.
• L. Hanson said that the Lynnwood Hygiene center is looking for muralists for their garage
doors. City can offer expertise, pool of muralists to choose from, but not funding
• T. Grunzel went to Neighborhood Center opening, and saw possible spaces for Art of Food
and Wine. They are also looking for art to exhibit on their walls.
• K. Knowles said that 2/18 is the 2nd year anniversary of Lynnwood Drink and Draw.

70.1 Annual Report 2025 - Approval
R. Gutcheck motioned. L. Hanson seconded. Report approved with minor edits.
70.2 Lynnwood Idol 2026
• We need to find two new judges for this year. School of Rock judge is coming.
• Find other avenues for outreach: FB ads to targets parents, Edmonds SD area, Post on
FB groups, Word of mouth from last year, PTAs.
• Add “How did you hear about us?” on applications.
• Staff will reach out to Conor to see if he would be guest performer at finals.
70.3 Digital mini art magazine
• K. Zeitler is working on reviewing each section.
• Still need: Letter from mayor (staff), Drink and Draw flyer (Knowles), edits in Lynnwood
Idol section, headshots from Arts Commissioners, find chickens game, new logo for
Lynnwood Parks and Rec Foundation, artist spotlight from L. Hanson
• Consider potential opportunity for ads
70.4 Signal Box – Snohomish People – update
Staff has arranged for the removal of the old wrap. We are planning to meet with Tulalip
Tribe on 3/12.

Calls for artists are on the web, and announced. AC looked at potential soccer balls.

Artists Show – reception is on June 11.
Farmers/Art Market – Planning for 2025 and 2026 has stopped. Chamber is leading the
way to host a market. They are looking to hire a market manager.
Artists Opportunities
Lynnwood Artists Show, Soccer Ball Art Project, Community Garden/Senior Center mural,
Lynnwood Idol.
Soccer – FIFA world cup art project
• Won grant to Economic Alliance Snohomish County for $6,500. Buying soccer balls
and hanging hardware to test.
Lynnwood Idol
Booked May 31, 2026 for finals. Sent flyers to ESD.
CJC – Murals
• 3 murals completed. 1 more to go. Sound proofing installed.
Mall - sculptures
• Working with staff on the future of the 5 pieces.
City Budget
• Currently at 10% reduction. Layoff notices have gone out. Still facing multi-million dollar
deficit in 2026. City of Edmonds suspended their Arts Commission.
Signal Box Wrap Project
• Snohomish Tribe Box: location at 168th and 44th is done. Big box wrap will be removed.
• Working on box about history of eggs/chicken/poultry/farms near Barnes & Noble.
• Future boxes:, newspapers/radio stations, significant businesses, fairgrounds, rodeos,
Edmonds College, Edmonds School District’s sports Wall of Honors, homesteaders,
South Lynnwood, Lund’s Gulch
