CITY OF LYNNWOOD CITY COUNCIL WORK SESSION MINUTES December 1, 2025 1. CALL TO ORDER The meeting was called to order at 6:00 pm. 2. ROLL CALL Present Mayor Christine Frizzell Council President Nick Coelho Council Vice President Joshua Binda Councilmember Patrick Decker Councilmember Derica Escamilla Councilmember George Hurst Councilmember Robert Leutwyler Councilmember David Parshall Notes Councilmember Leutwyler appeared remotely via Zoom. 3. WORK SESSION ITEMS 6.A Proposed 2026 Salary Schedule Ordinance for presentation and Council discussion/questions Annie Vandenkooy, Human Resources Director, presented to Council on the definition of and need for a Cost of Living Adjustment (COLA) as provided in the draft Salary Schedule for 2026. 6.B Ordinance: LMC Update for Public Safety Sales Tax Council led a discussion on the potential for updating the Lynnwood Municipal Code to incorporate a public safety sales tax. 6.C Discussion: Animal Chapters Ordinance Review Council discussed the potential changes to the Lynnwood Municipal Code regarding the dangerous animal code. Council took a break from 7:17 – 7:23. 6.D Discussion: Council Outreach Strategies Councilmember discussed outreach strategies and their priorities related to the strategies. 6.E Discussion: Council Liaison Responsibilities Councilmember Decker suggested that item 6.E be moved to the first meeting of the year in 2026 to maximize the benefit of the discussion. Council declined the suggestion and discussed the item. 7. NEW BUSINESS ADJOURN The meeting was adjourned at 8:09 pm.
