CITY OF LYNNWOOD HUMAN SERVICES COMMISSION - REGULAR HUMAN SERVICES COMMISSION MEETING MINUTES January 28, 2026 A. Call to Order Called to order at 6:01pm. Land Acknowledgement B. Approval of Minutes C.1 Approve November 2025 Minutes Moved by Alex Milvae; seconded by Vanessa Villavicencio to Approve . Motion Passed: 4- 0 Voting For: Vanessa Villavicencio, Alex Milvae, Heather Alder, Kresha Green Voting Against: None D. Public Comments No public comments. E. Commissioner Comments Member Alder commented on the Lynnwood Neighborhood Center opening and 1 what a great space it is for the community and was pleased to see that the Hygiene Center was purchased by Rick Steves. F. Discussion/Action Items F.1 Chair and Co-Chair Appointments Moved by Vanessa Villavicencio; seconded by Alex Milvae to Confirm Motion to confirm Heather Alder as 2026 HSC Chair. Motion Passed: 4- 0 Voting For: Vanessa Villavicencio, Alex Milvae, Heather Alder, Kresha Green Voting Against: None Moved by Vanessa Villavicencio; seconded by Heather Alder to Confirm Motion to confirm Alex Milvae as 2026 HSC Co-Chair. Motion Passed: 4- 0 Voting For: Vanessa Villavicencio, Alex Milvae, Heather Alder, Kresha Green Voting Against: None F.2 Human Services Community Grant Review Staff Ward provided an overview of the HS Grant Program. Commissioners provided feedback on the community program focused on supporting nonprofit agencies serving Lynnwood. The intent of this grant program is to support nonprofits through special projects, initiatives, events and increased outreach to better obtain positive health outcomes. Staff will continue to edit and finalize application over the next few HS Meeting. G. Other Business/Reports G.1 Staff Liaison Report Opioid Overdose Funding RFP is being finalized for a February notice of funding availability $500,000 ($250,000) 2 projects over 2 years to provide services Point in Time Count Recap – at Verdant Funding for Affordable Housing Initiatives Presenting with DBS to City Council on 2/2 Affordable Housing and Rent Assistance Proposing a spending plan similar to Opioid Funds Seeking participation in a task group to review proposals Pride Event June 6 at the City Campus Looking for partners WA Legislative Update 2 H. Council Liaison Report H.1 Council Liaison Report Councilmember Leutwyler provided an update on the Legislative agenda this past January. I. Call to Order Land Acknowledgement We acknowledge that the City of Lynnwood is located on the traditional lands of the Snohomish Tribe and the confederation of Tulalip Tribes and their families. For generations, these Indigenous communities have lived on this land, and we recognize, support, and advocate alongside them. We also acknowledge the forced removal of Indigenous communities from their Homelands as a result of the 1855 Treaty of Point Elliott. We understand that Land Acknowledgements are only the first step in our efforts to support Coast Salish tribes and educate non-Natives about their lived history. We strive to achieve this through building relationships with Indigenous communities, supporting Indigenous commerce, government-to- government partnerships, and lifting indigenous voices to create equity for all. Through these actions, we hope to not only pay respect to the past but also collaborate in creating a sustainable future, hand in hand with the first protectors of our shared environment. B.
