ACTION MINUTES LYNNWOOD TOURISM ADVISORY COMMITTEE Lynnwood Development & Business Services December 11, 2025, | 8:00 AM 1. Call to Order Tourism Manager Bush called the meeting to order at 8:04 AM. 2. Approval of Minutes 3.A Approval of Minutes, October 14, 2025 Committee Member Pope motioned to approve the minutes as written and was seconded by Committee Member Peterson. Committee Member Percival recused himself as he did not attend the meeting in October. 4. Written Communications There were no written communications during this meeting. 5. Public Comments There were no public comments during this meeting. 6. Staff Reports 6.A Mayor’s Comments Mayor Frizzell took a few minutes to express her appreciation to the committee for the consistent effort they make to improve tourism within Lynnwood, connect with partners within the region and the city, and proactively embrace FIFA World Cup opportunities. 6.B Q4 Tourism Meeting Recap Tourism Manager Bush summarized the Quarter four Tourism Meeting, noting that there was some great conversation among 25 attendees, including 6 representatives from 6 hotels (plus a hotel from Edmonds). Some topics that were highlighted included: World Cup shuttle services, lodging tax rate, special assessments or tours and promotion areas, the per diem rate for the Lynnwood market, and visitor data. Survey feedback confirmed that attendees found these meetings valuable, and they wanted to continue with them in 2026. Committee Member Percival shared that he met with someone from Community Transit, and they discussed the idea of having a shuttle services, even after FIFA, that would have stops at the Event Center, Alderwood Mall, and other locations, and would be funded by both public and private funds. The Community Transit representative agreed to report back in a week, after she brought the idea to the relevant teams within Community Transit. 7. General Discussion 7.A The District / Lynnwood PFD Update Committee Member Pope reviewed the plan for the Public Facilities District property surrounding the Event Center with the committee members. Pope shared that the Master Plan’s goal is to address the concerns of their customers. Those concerns included not having an on-site hotel, no walkability, and not enough venue space. To address those concerns, they are proposing adding local retail shops, workforce housing, restaurants, hotels, a parking garage, and thoughtfully expanding the convention center to include a concert space and ballroom. They are also working with the existing tenants to try to retain them through all the construction. Committee Member Pope shared that they are looking into designing a building to be a disaster resilience center, and that they are already a new Red Cross site. The City of Lynnwood is assisting with the project by spearheading the building of the new Ring Road that would go around The District’s property. Pope went over the history and benefits of the PFD, noting that of the $40 million given to all the Washington PFDs, over a billion dollars are returned back to the state. 7.B Snohomish County Sports Commission Briefing Executive Director Tammy Dunn of the Snohomish County Sports Commission provided an update the committee on sports tourism within the County and Lynnwood. Dunn shared a study showing that sport-related tourism generated a $128 billion economic impact in the US in 2025. Both the economic impact and total room nights booked associated with sports tourism have increased substantially year-over-year since 2020. She highlighted that the same is true within District 3, which Lynnwood is part of. Dunn shared various ideas she and her team have to enhance sports-related tourism attraction and tracking, including discount codes and collaborative events for the World Cup. 7.C Meeting Schedule This agenda item was skipped due to the meeting running late. Tourism Manager Bush encouraged committee members to review the schedule for the next year and let him know if there are any major conflicts. 8.
