1. Call to Order
The meeting was called to order at 6:03 p.m. A moment of silence was observed in
lieu of the invocation and Vice Mayor Liermann led the Pledge of Allegiance.
2. Roll Call

3. Proclamations, Acknowledgements, Awards and Presentations
3.2 PROC 24-06 Domestic Violence Awareness Month Proclamation
Mayor Smith invited Community Support Specialist, Jim DeVenezia and everyone
present for Domestic Violence Awareness to accept the proclamation. She read the
proclamation and proclaimed the month of October, 2024 and Domestic Violence
Awareness Month in the City of Maricopa.

3.3 PROC 24-07 Veteran's Day Proclamation
Mayor Smith invited Janice Vitali with the American Legion Auxiliary and all veterans
present in the audience to accept the proclamation. She read the proclamation and
proclaimed November 11, 2024, as Veterans Day in the City of Maricopa.

3.1 PROC 24-05 Alzheimer’s and Caregiver Month Proclamation
Mayor Smith invited Merry Grace and everyone present for the Alzheimer's
proclamation to accept the the proclamation. She read the proclamation and
proclaimed the month of November 2024 to be Alzheimers and Caregiver month in the
city of Maricopa.

4. Report from the Mayor
Councilmember Marsh reported most of the Council attended the ribbon cutting at the
Heritage Park honoring the new Mike Ingram Historical Walk. He reported on the
Senior Lunch & Learn that featured senior living expert, Ron Smith and that Council
had a kick-off meeting for the general plan update process with staff. He reported on
the Home Depot grand opening neighborhood night and encouraged equal support for
Ace Hardware. He reported attending the Pinal Board of Adjustments meeting in
Florence and the Pinal Partnership Breakfast meeting.
Councilmember Goettl reported attending the Maricopa Unified School District’s
(MUSD) Safety Town Hall and commended Maricopa Police Department (MPD) Chief
Goodman, his staff, MUSD and their staff. Next, he reported on Maricopa Kids Day
hosted by Dr. Donahue and his wife, May. He stated the event was greatly attended.
He reported attending the Alzheimer's Round Table meeting with Vice Mayor Liermann
and commended Merry Grace for hosting it. He announced that Wednesday, October
9th would be the Domestic Violence Awareness night at Central Arizona College (CAC)
campus, then on October 26 the Maricopa Mini Market at Maricopa High School (MHS)
hosted by DECA from 9 a.m. to 12 p.m. and lastly, he reminded the community of the
November 5th general election and the upcoming Veteran’s Day Parade.
Councilmember Wade reported participating in a barbershop talk and elaborated on
the event. Next, he reported representing the city in a function in the City of Phoenix to
name downtown’s transit hub after U.S Representative and former Phoenix Mayor, Greg
Stanton. He commended him for always being supportive to the community and
thanked Mayor Smith for the opportunity.
Councilmember Knorr reported attending Maricopa Kids Day and commended Dr.
Donahue and his wife, May. She stated she was able to attend the community leaders’
luncheon at the school district and elaborated it was a great opportunity for the city
leaders to get together and talk about important issues coming forward and to
brainstorm and collaborate on those. She added there had been uncertainty around the
AARP free tax return preparation, but MUSD was providing space for those services
and announcement would be made soon. Lastly, she announced October was red
ribbon week and elaborated on meeting with the Be Awesome Youth.
Vice Mayor Liermann thanked everyone wearing purple in support of Domestic Violence
Awareness and Alzheimer and Caregiver’s proclamations. She acknowledged Hispanic
Heritage Month was from September through October and noted the theme was
Pioneers of Change and elaborated. She reminded everyone the Leadership Academy
would start on Wednesday and gave information on the sign-up process. She reported
on the Alzheimer’s Roundtable hosted by Merry Grace. Lastly, she reported on the
grand opening of Home Depot and the Maricopa Kids Day. She thanked Dr. John and
his wife May.
Councilmember Manfredi reported attending a Pinal Regional Transportation Authority
(PRTA) meeting and elaborated on the issues with State Route (SR) 347 funding. He
encouraged support.
Mayor Smith reported attending the Arizona Department of Transportation (ADOT) town
hall and reiterated ideas brought up at the event. She encouraged the community to go
to the website 347facts.com and fill out the information so an email goes to numerous
people. She reported also attending the pre-planning meeting for the General Plan and

added the community would hear more about it, and there would be opportunities for
open public comment. She explained the process would take about a year and would
be advertised shortly. Lastly, she reported on the Home Depot grand opening. She
recited facts that the project started 18 years ago and congratulated Home Depot, the
staff, and the members of Council. She noted it added 112 employees from the City of
Maricopa and they planned to raise that number.
5. Report from the City Manager
City Manager Bitter discussed the construction work that started at the intersection of
Smith-Enke and SR 347 and elaborated that it was part of the process when ADOT
turned over sections of SR 347. He stated it allowed the opportunity to make
improvements he added it would be an inconvenience during the construction, but it
would be improved.
6. Call to the Public
Peg Chapados announced that on Wednesday, October 9th the next session of You
Talk, We Listen would be hosted at the MUSD administration building from 1 to 2:30
p.m. She stated the session would feature the presidents of the fire and police union
and added the next session would be November 13th featuring Ron Smith, James
Singleton and Randy Jackson on navigating the various city resources, including the
city website. Next, she announced that on Thursday, October 17th the Cultural Affairs
and Arts Advisory Committee would host a reception at the library called, Toast to the
Artist and would feature the artist that have been featured in the library galleries this
year. She added the event was open to the public and elaborated on the event. Next,
she stated that on October 26th the Maricopa Friends of the Arts would host an
informational and demonstration session to plan for the next fundraiser for next year
around March 2025. She stated the session would be at the MUSD administration
building and the topic would be Taste the Arts, the Art of Giving and Paying it Forward.
She elaborated on the fundraiser. Lastly, she reminded everyone to vote in November
and support Proposition 488.
Anthony Smith stated that the Pinal Partnership was created in 2005 to help the
county, and its communities maintain a safe and dependable road system. He stated it
was called on again by the county and its communities to help advocate for
Proposition 486. He stated the message was very simple: to maintain its roads without
raising taxes. He elaborated that the funds would be used for the most basic
maintenance such as repairing guardrails, restriping, fixing potholes, paving dusty and
gravel roads. He explained maintained roads helped police and fire departments be
efficient by responding timely, it also helped the residents with the wear and tear of
their vehicles and economic development. He explained that it was not a new tax, it
was merely an extension of a tax that was created back in 1986 and had been
continually renewed every 20 years. He encouraged voting in support of Prop 486.
Torri Anderson with Against Abuse Corporation thanked the Mayor and Council and
noted that in 2005, the City also had the first Domestic Violence Awareness
proclamation and thanked the City for the 20-year dedication to bringing awareness to
the issue. She stated in 2006, they held their first annual Seeds of Change Gala to
raise funds for the local domestic violence shelter. She stated this year the event
would be on October 19th, 2024 and all the funds would stay local. She noted the
theme was ‘All that Glitters’ and gave details on the Christmas tree auction and other
activities. She stated she had a few tickets left available on the website,
seedsofchagegala.org or by calling (520) 560-3665. She reiterated her gratitude.

Rich Vitiello gave information on the 8th Annual Izzy Calderon Softball Tournament
Fundraiser. He stated the tournament would take place on Saturday, October 26th
from 8:00 AM to 11:00 p.m. at Copper Sky and all the funds would go to support the
Calderon family. He provided background information on Mr. Calderon’s accident on
State Route 347 nine years ago. He encouraged the community to donate. He stated
there would be a special person throwing out the first pitch and elaborated on previous
guest that have thrown the first pitch. He thanked everyone in advanced and stated he
would be umpiring all day. He encouraged participation.
Leon Potter, member of the Veteran’s Day Parade Planning Committee, invited
everyone to the Veteran’s Day Parade that would take place on Saturday, November
9th at 9:00 a.m. He stated the parade route would start from Central Arizona College
(CAC) on Bowlin Road west to north on Porter Road to Leading Edge Academy towards
Pacana Park. He stated a free luncheon for veterans and their families would follow at
10:30 a.m. at Leading Edge Academy. He encouraged participations.
Kenneth Golacki stated he wanted to add to the Domestic Violence Awareness
proclamation and elaborated. He stated there were no resources available to take in
families or programs to make it more affordable for victims to leave their abusers and
expanded. He discussed false police reports. Next, he talked about the city’s growth
and lack of services and competitive alternatives. He discussed recent power outages
and a letter from Global Water about too much fluoride on the water. He stated other
cities managed their own water and power departments and suggested the City of
Maricopa should look into it. He elaborated on growth and water and power usage.
Vanessa with Hope Women's Center gave gifts to the council and invited them and the
community to attend the In Her Shoes programming on domestic violence awareness.
She detailed the programming and stated it would be on October 19th from 9 to 10:30
a.m. for adults and 11 a.m. to 12 p.m. for teen dating violence awareness at the Hope
Women’s Center.
Community Support Specialist, Jim DeVenezia gave a statement on domestic violence
awareness month. He acknowledged Vanessa, Tiffany and Torri for their services from
their organizations. He stated he was proud to be able to partner with the organizations
that help victims of domestic violence. He stated to commemorate Domestic Violence
Awareness week he and Vanessa would attend the briefings of the Maricopa Police
Department and provide reminders to officers.
7. Consent Agenda
Approval of the Consent Agenda
A motion was made by Councilmember Henry Wade, seconded by
Councilmember Bob Marsh, to Adopt the Consent Agenda. The motion carried
by unanimous vote.
7.1 ORD 24-10 An Ordinance of the Mayor and City Council of the City of Maricopa, Arizona, adopting
the document filed with the City Clerk and entitled "Amendments to Chapter 2.30:
Code of Ethics" by reference to amend that chapter of the Maricopa City Code and
providing for severability and the effective date thereof. Discussion and Action.
This Ordinance was Approved.

7.2 MIN 24-63 Approval of Minutes from the September 17, 2024 City Council Regular meeting.
Discussion and Action.
The Minutes were Approved.
8. Regular Agenda and/or Public Hearings
8.1 RES 24-39 Public Hearing. A Resolution of the Mayor and City Council of the City of Maricopa,
Arizona, approving the sale of approximately 116 acres of city owned real property,
Assessor Parcel Number 510-49-002B, generally located at the Southwest corner of
Maricopa-Casa Grande Hwy. and White and Parker Rd., Maricopa, Pinal county,
Arizona. Discussion and Action.
Economic Development Project Manager, Dr. Joshua Nkoom gave a presentation. He
provided a parcel description and stated the parcel was purchased for Maricopa
Business Park but it was not part of the lands approved for sale by Proposition 482.
He discussed how it would fit in the grand scheme of the Maricopa Business park and
opened the floor for questions.
The public hearing opened at 7:02 p.m. Attorney Tina Vannucci clarified that the public
hearing and resolution would be part of the new process to sell city owned property due
to new legislation. The public hearing closed at 7:02 p.m.
A motion was made by Councilmember Marsh, seconded by Councilmember
Knorr, that this Resolution be Approved. The motion carried by a unanimous
vote.

There was no executive session held.
10. Adjournment
This meeting was Adjourned at 7:03 p.m.

Procedure for Addressing the City Council
The Maricopa City Council values citizen comments and input. If you wish to speak on a matter
concerning Maricopa city government that is on the agenda, please fill out a speaker card and give it to
the City Clerk before the meeting starts. The Mayor will call your name when that portion of the agenda
is reached.
The Call to the Public portion on the agenda provides citizens an opportunity to identify for the City
Council matters of interest or concern related to city government that are not on the printed agenda.
Under the provisions of the Arizona Open Meeting Law, the City Council is prohibited from responding
to issues that have not been properly noticed. Therefore, the City Council may only listen to citizens
who wish to address them on non-agenda items. We regret that the City Council cannot respond
beyond thanking you for your comments. City staff will follow-up on your questions via telephone or
email, whichever is preferred. A speaker card is not required for this portion of the meeting but it is
appreciated.
Whenever any group of persons wishes to address the City Council on the same subject matter, it
shall be proper for the Mayor to request that a spokesperson be chosen.
The City asks that, when your name is called, you come forward to the podium, state your name and
then begin speaking. All speakers are expected to observe common standards of decorum and
courtesy. Personal attacks, political speeches, or threats of political action are inappropriate in this
forum and will be grounds, at the discretion of the Mayor, for ending a speaker's time at the podium.
In the event that the meeting is disrupted in any way that the City in its sole discretion deems
inappropriate, the City reserves the right to immediately remove the individual(s) from the meeting.
Reasons for removing an individual include but are not limited to making offensive remarks or
statements, disrespectful statements or actions, and any other action deemed appropriate.
All remarks shall be addressed to the City Council as a body and not to staff or the public. No person
other than a member of the City Council, the City Manager or the City Attorney and the person having
the floor, shall be permitted to enter into any discussion without the permission of the Mayor.
Depending on the number of items on the Council agenda and the number of speaker cards submitted,
the Mayor may establish shorter time limits for speakers.

The procedures to follow if you address the Council are: Council requests that you
express your ideas in three minutes or less and refrain from any personal attacks or
derogatory statements about any City employee, a fellow citizen, or anyone else, whether
in the audience or not. The Mayor will limit discussion whenever they deem such an
action appropriate to the proper conduct of the meeting. At the conclusion of an open call
to the public, individual members of the Council may respond to criticism made by those
who have addressed the Council, may ask Staff to review a matter, or may ask that a
matter be put on a future agenda. However, members of the Council shall not discuss or
take legal action on any matters during an open call to the public unless the matters are
properly noticed for discussion and legal action. Finally, a word on decorum at our
meetings. Periodically, we may want to applaud a success or show our approval of a
comment and occasionally, we may personally disagree with something that is said.
However, when we’re hearing input from our City Council and our residents, whether we
support their comments or disagree with their comments, please do not applaud or
negatively respond to a speaker unless invited to do so by the presiding authority. It is
important that every person who addresses the City Council has a right to speak and not
be intimidated.
7. Consent Agenda
All items on the Consent Agenda are considered to be routine matters and will be
enacted by one motion of the Council. There will be no separate discussion of these
items unless a Councilmember or member of the public so requests, in which event the
item will be removed from the Consent Agenda and considered in its normal sequence on

attend. Council members of the City of Maricopa City Council will attend either in person
or by telephonic conference or video communication. Supporting documents and staff
reports, which were furnished to the City Council with this agenda, are available for review

Physical access to the meeting room will be available 15 minutes prior to the meeting
start time.
