April 22, 2024 MISCELLANEOUS There were no miscellaneous items to come before Council this evening. CLOSED/EXECUTIVE SESSION Mayor Absher stated he did not have a need for executive session this evening and asked if any of the Commissioners had a need for executive session. Hearing no need for executive session he entertained a motion to adjourn the meeting. Commissioner Webb made a motion to adjourn the Regular Meeting. Commissioner Barwick seconded the motion. ON ROLL CALL VOTE COMMISSIONERS BARWICK, WEBB AND STOECKLIN AND MAYOR ABSHER ALL VOTED YEA. COMMISSIONER PATTON ABSENT. Meeting Adjourned at 6:25 P.M. ATTEST: 6

PUBLIC COMMENTS/AUDIENCE TO VISITORS (Subject to Ordinance No. 3128 as amended by Ordinance No. 3134) 4. CONSENT AGENDA A. INVOICES 1) Discuss/Approve Governmental Consulting Solutions, Inc Invoice 6453 for $3,000 for Consulting Services for April 2024. 2) Approve the 1st Quarter payment to REDCO for $21,250. B. EMPLOYMENT 1) HUB RECREATION CENTER Approve the recommendation of the General Manager to hire Tiffany Young as part-time Camp Counselor $14.00/hour, and Childwatch Attendant $14.00/hour, pending results of pre-employment requirements. 2) BUILDING & CODE SERVICES Approve the recommendation of the Director to hire Lainey Groves to the open Office Assistant position. 3) SEWER DEPARTMENT Approve the recommendation of the Wastewater Supervisor to hire Ryan Collins as a full-time operator/laborer pending the pre-employment screening. C. MINUTES 1) Discuss/Approve minutes from the April 8, 2024 council meeting. D. BOARD APPOINTMENTS 1) Approve the recommendation of the Mayor to reappoint Tammy Beasley Wright and appoint Jessica Force to an open seat on the Fire Pension Board; both seats are three-year terms. www.cityofmarionil.gov 350 Tower Square Plaza • Marion, IL 62959 • (618) 997-6281 • Fax (618) 997-2028 2) Approve the recommendation of the Mayor to reappoint Doug Peebles and Rick Richert to the Public Building Commission; both seats are five-year terms. 3) Approve the recommendation of the Mayor to reappoint Tammy Beasley Wright to the Police Pension Board to fill her expiring term. NEW BUSINESS 5. FIRE DEPARTMENT A. Discuss/Approve the recommendation of the Police & Fire Merit Board to hire Hunter Rishel, Matthew Dalton James, and Patrick McCowen to open Firefighter positions; terms per the collective bargaining agreement. 6. POLICE DEPARTMENT A. Discuss/Approve the recommendation of the merit board, Commissioner Barwick and Chief Fitts to hire Corey Hacker as a patrol officer at the probationary 1 rate per the collective bargaining agreement. Hacker's start date will be May 6, 2024. 7. BUILDING & CODE SERVICES A. Discuss and vote to either affirm or overrule the Zoning Board’s denial of a Special Use Permit request at 702 S Russell St., PIN# 06-24-154-012 to have a multi-family home in an R-1 zone to use as a Vacation Rental. (Figuera) 8. PUBLIC WORKS DEPARTMENT A. Discuss/Accept low bid of $6,774,752.20 from Haier Plumbing for water distribution system improvements for the Refuge Water & Sewer Project. B. Discuss/Accept the low bid of $519,000 from TRIKOTE for elevated tank rehabilitation for the Refuge Water & Sewer Project. C. Discuss/Accept the low bid of $3,545,903.26 from Midwest Petroleum for Sewer System Improvements for the Refuge Water & Sewer Project. 9. ECONOMIC DEVELOPMENT AND MUNICIPAL PLANNING A. Discuss/Approve the low bid of $3,681,999.30 from ET Simonds for the Skyline Drive, Campground Road, and Sioux Drive Improvement project. B. Discuss/Approve a Hub TIF Grant Application from Bennie's Italian Foods (309 N Market). 10. TREASURER'S OFFICE A. Discuss/Adopt Resolution 2024-12 authorizing revision of the FY24 annual budget. B. Discuss/Approve Ordinance 3953 adopting the FY25 annual budget. C. Discuss/Approve non-union employees' salary adjustments included in the FY25 budget, effective May 1, 2025. 11. PUBLIC AFFAIRS A. Discuss/Approve Ordinance 3951 approving the appointments of at-will department supervisors. B. Discuss/Approve Ordinance 3952 repealing and replacing the Liquor Control Ordinance. 12.
