350 TOWER SQ PLZ, MARION IL 62959 BUILDING & CODE SERVICES PHONE: 618-993-2422 Zoning Board Public Hearing Meeting Minutes Thursday, April 30, 2026 Marion City Hall CALL TO ORDER: 5:30 p.m. ROLL CALL: PRESENT: Doug Peebles, Tamie Rix, Jerry Ross, Matt Lee ABSENT: Bill Nielson STAFF: Tim Stotlar, Kathy Spicer PUBLIC PRESENT: Mark Shively, Michael Spinks, Gloria Spinks, Nathan Palmer APPROVAL OF MINUTES October 14, 2025, meeting minutes were unanimously approved. PUBLIC HEARINGS REQUESTS Request for a 6 ft. Variance at 1405 Sunflower Dr., Parcel# 07-17-202-016, to build a two-car garage. (Shively/Palmer) PRESENTATION/COMMENTS Mr. Mark Shively stated he would like to have a two-car garage structure built on his property at 1405 Sunflower Drive. The building is to be used for casual gatherings with friends, and as a music studio. It will be built with extra thick walls and sound-proofing materials. It is designed with large doorway openings that can be easily fitted with garage doors if future owners wish to convert it to a garage. The variance is needed for the building to be in line with the existing driveway. Mr. Shively’s neighbor stated in a letter that she has no problem with the structure being built close to her property line. MOTION/VOTE A motion was made by Matt Lee and seconded by Jerry Ross to approve the request for a six- foot variance. The request was unanimously approved. Doug Peebles informed Mr. Shively that the City Council will have to approve the Zoning Board’s recommendation at the May 11 meeting before a permit is issued. ADJOURNMENT The meeting was adjourned.
