CITY OF MONROE CITY PLAN COMMISSION MINUTES DATE: WEDNESDAY, MARCH 11, 2026 TIME: 5:00 PM PLACE: CITY HALL COUNCIL CHAMBERS - 1110 18TH AVE A. CALL TO ORDER AND ROLL CALL The Mayor called the Plan Commission meeting to order on Wednesday, March 11, 2026, at 5:00 PM. Present at roll call were Mayor Douglas, Alder Matt Shaeffer, Dave Wartenweiler, and Ron Spielman. Absent were Bill Bethke, Ben Voss, and Luis Carus. B. CORRECTION OF MINUTES - FEBRUARY 11, 2026 The February 11, 2026 minutes were accepted as presented. C. BUSINESS 1. Discussion and Possible Recommendation to Common Council Regarding Zoning Text Amendment to City of Monroe MR-15 Residential Zoning District to Relax Restrictions on Number of Units per Multi-Family Building by Right Administrator Rindy provided a brief overview of the proposed code changes reflecting the Commission’s direction from the previous meeting. A motion was made by Dave Wartenweiler, seconded by Ron Spielman, to approve and recommend approval to the Common Council of the zoning text amendments for the MR-15 Residential Zoning District to relax restrictions on the number of units permitted by right in multi-family buildings. The motion passed unanimously. 2. Discussion and Possible Recommendation to Common Council Regarding City of Monroe Zoning Text Amendments Regarding Parking Requirements in NMU, MR- 15 and MR-30 Zoning Districts Administrator Rindy provided a brief overview of the proposed code changes reflecting the Commission’s direction from the previous meeting. A motion was made by Ron Spielman, seconded by Matt Shaeffer, to approve and recommend approval to the Common Council of the zoning text amendments regarding parking requirements in the NMU, MR-15, and MR-30 zoning districts. The motion passed unanimously. 3. Continued Conceptual Discussion of Allowing Drive-Thru Services in the CMU District Shannon from Vandewalle presented an overview addressing drive-through services in the CMU District, noting that they are not currently permitted under the code. The Commission had the opportunity to ask questions. Ron expressed concern about adding new curb cuts to the Square. Dave raised the question of whether a future business locating in an existing bank property would be allowed to utilize an existing drive-through. Shannon noted that these considerations should be incorporated into the zoning code and referenced an expanded considerations section for further review. D. BUSINESS PRESENTED BY MEMBERS E. ADJOURNMENT A motion was made by Matt Shaeffer, seconded by Dave Wartenweiler to adjourn at 5:51 PM. Motion passed by unanimous vote. This Commission may take any ac tion it considers appropriate related to any item on this agenda.
