CITY OF MONROE FINANCE AND TAXATION COMMITTEE MINUTES DATE: MONDAY, MARCH 9, 2026 TIME: 5:40 PM PLACE: CITY HALL COUNCIL CHAMBERS - 1110 18TH AVE This meeting will be streamed live for public viewing. CALL TO ORDER AND ROLL CALL The Finance & Taxation Committee meeting was called to order on Monday, March 9, 2026, at 6:20 PM. Present in person were Heidi Treuthardt, Dylan McGuire, Richard Thoman, and Matt Sheaffer. B. CORRECTION OF MINUTES - FEBRUARY 23, 2026 The minutes from February 23, 2026, were accepted as presented. C. BUSINESS: CLOSED 1. BUSINESS CLOSED: 19.85(E) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session: DISCUSSION REGARDING FAILURE TO MEET PURCHASER OBLIGATIONS IN THE 2014 RASKOVIC DEVELOPMENT AGREEMENT FOR LAND PURCHASE AND DEVELOPMENT IN THE NORTH INDUSTRIAL PARK 2. BUSINESS CLOSED: 19.85(E) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session: CONSIDERATION OF TWO LETTER OF INTENTS TO PURCHASE CITY PROPERTY IN THE NORTH INDUSTRIAL PARK 3. BUSINESS CLOSED: 19.85(E) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session: CONSIDERATION OF TERMS TO INCENTIVIZE RESIDENTIAL DEVELOPMENT IN TID 9 A motion was made by Thoman, seconded by Sheaffer, to entered closed session at 6:21 PM. The motion passed 0-0, by the following vote: AYES: None NOES: None ABSENT: None ABSTAINED: None It was announced the committee would adjourn the meeting from closed session. D. BUSINESS BY MEMBERS E. ADJOURNMENT A motion was made by Sheaffer, seconded by McGuire, to adjourn at 7:25 PM. The motion passed 4-0, by the following vote: AYES:Heidi Treuthardt, Richard Thoman, Matt Sheaffer, Dylan McGuire NOES:None ABSENT:None ABSTAINED: None This Committee may take any action it considers appropriate related to any item on this agenda.
