CALL TO ORDER AND ROLL CALL The Finance & Taxation Committee meeting was called to order on Monday, March 23, 2026, at 5:32 PM. Present in person were Heidi Treuthardt, Dylan McGuire, Richard Thoman, and Matt Sheaffer. B. CORRECTION OF MINUTES - MARCH 9, 2026 The minutes from March 9, 2026, were accepted as presented. C. BUSINESS: CLOSED 1. BUSINESS CLOSED: 19.85(E) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session: CONSIDERATION OF LETTER OF INTEREST TO PURCHASE CITY PROPERTY - 5-ACRE PARCEL IN THE NORTH INDUSTRIAL PARK 2. BUSINESS CLOSED: 19.85(E) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session: DISCUSSION REGARDING FAILURE TO MEET PURCHASER OBLIGATIONS IN THE 2016 RASKOVIC DEVELOPMENT AGREEMENT FOR LAND PURCHASE AND DEVELOPMENT IN THE NORTH INDUSTRIAL PARK 3. BUSINESS CLOSED: 19.85(E) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session: CONSIDERATION OF CTH N FARM LEASE TERMS  A motion was made by Thoman, seconded by Sheaffer, to entered closed session at 5:34 PM. The motion passed 4-0, by the following vote: AYES: Heidi Treuthardt, Richard Thoman, Matt Sheaffer, Dylan McGuire NOES: None ABSENT: None ABSTAINED: None A motion was made by Thoman, seconded by Sheaffer, to return from closed session at 6:01 PM. The motion passed 4-0, by the following vote: AYES: Heidi Treuthardt, Richard Thoman, Matt Sheaffer, Dylan McGuire NOES: None ABSENT: None ABSTAINED: None D. BUSINESS: OPEN 1. Possible Action From Closed Session Regarding Developer's Agreement for with the Raskovic's A motion was made by Sheaffer, seconded by McGuire, to recommend to Common Council for approval. The motion passed 4-0, by the following vote: AYES:Heidi Treuthardt, Richard Thoman, Matt Sheaffer, Dylan McGuire NOES:None ABSENT:None ABSTAINED: None 2. Possible Action From Closed Session Regarding Letter of Interest to Purchase City Property No action taken. 3. Possible Action From Closed Session Regarding Farm Leases Along CTH N A motion was made by Sheaffer, seconded by McGuire, to recommend to Common Council for approval.
