A. CALL TO ORDER AND ROLL CALL
The Judiciary and Ordinance Review meeting was called to order on Monday, March
23, at 5:20 PM. Present in person were Dylan McGuire, Tom Miller, Heidi Treuthardt,
and Lynne Kleven.
B. CORRECTION OF MINUTES - FEBRUARY 23, 2026
The February 23, 2026 minutes were accepted as presented.
C. BUSINESS
1. Discussion and Possible Recommendation to Common Council for Ordinance
Repealing and Recreating Section 3-4-1 and 3-4-9, and Creating Section 3-4-10 of
the Monroe City Code: Sale of Fermented Malt Beverages by City Employees in
City Parks
Administrator Rindy provided a brief overview of the proposed ordinance
allowing the sale of beer and fermented beverages during the Fourth of July
concert event and reviewed its provisions.
Matt Skibba explained how the ordinance would be implemented, noting that
the Park Board would approve alcohol sales on an event-by-event basis, with
service and sales handled by City staff.
A motion was made by Kleven, seconded by McGuire, to approve and
recommend to Common Council . The motion passed 4-0, by the
following vote:
AYES: Lynne Kleven, Tom Miller, Dylan McGuire, Heidi Treuthardt
NOES: None
ABSENT: None
ABSTAINED: None
D. BUSINESS PRESENTED BY MEMBERS
E. ADJOURNMENT
A motion was made by Kleven, seconded by Treuthardt, to adjourn at 5:32 PM.
The motion passed 4-0, by the following vote:
AYES: Lynne Kleven, Tom Miller, Dylan McGuire, Heidi Treuthardt
