MINUTES Town of Mooresville Historic Preservation Commission December 4, 2025 6:00 PM - Mooresville Town Hall Present: Susan Autry, Ben Kennedy, Meghan Black, Henry Seyller, Larry Schaeffer, Bill Goodnow, Commissioner Will Aven Also Present: Planning Director James Coley, Planner II Ashley Lattin, Administrative Assistant Lisa Smith, Staff Attorney Caline Schecter Absent: David Cole and Patty Cotter 1. Call to Order Vice Chair, Henry Seyller called the meeting to order at 6:00 p.m. 2. Approval of Agenda ACTION: A motion was made by Ben Kennedy, seconded by Bill Goodnow, to approve the agenda as presented. Motion carried unanimously. 3. Approval of Minutes 3a. Consider an amendment to the minutes from the June 5, 2025, HPC Meeting. ACTION: A motion was made by Susan Autry, seconded by Larry Schaeffer, to approve an amendment to the June 5, 2025, minutes to reflect that Commissioner Aven and Commissioner DeWeese were not present at the June 5th meeting. Motion carried unanimously. 3b. Consider minutes from the October 2, 2025, HPC Meeting. ACTION: A motion was made by Larry Schaeffer, seconded by Ben Kennedy, to approve the minutes from October 2, 2025 as presented. Motion carried unanimously. 4. Presentations None. 5. New Business 5a. Consider amendments to HPC Rules of Procedure. Review and adopt revisions to the HPC Rules of Procedure, as presented by Staff Attorney Caline Schecter. ACTION: A motion was made by Meghan Black, seconded by Ben Kennedy, to adopt amendments to the HPC Rules of Procedure with the following amendments: 1. Removal of the word “appeal” from the first line of Section 22. 2. Addition of the following language at the end of Section 27(b): “Any member of the Commission may make a procedural motion under Rule 36 to postpone consideration of a decision to provide the parties additional time to gather and produce evidence.” Motion carried unanimously. 6. Administrative Items 6a. Adopt 2026 Meeting Calendar ACTION: A motion was made by Bill Goodnow, seconded by Ben Kennedy, to approve the 2026 meeting calendar. Motion carried unanimously. 7.
