7.c Consider a request from the Engineering Department to approve a Resolution to accept
the following streets in the Gambill Forest community and release associated
performance bonds: Goodleigh Lane, Kennerly Center Drive, Little Kennerly Drive,
Dubois Drive, Amersham Drive, Eden Avenue, Eden Hall Lane, Doncaster Drive,
Kelham Lane, Newbold Lane, Watrous Way, Grantham Road, Haddonsfield Dr, and
Lambeth Loop.
All work has been inspected in accordance with Town standards and is acceptable.
The estimated value of the associated improvements is $15,999,517.04

7.h Consider a request from the Finance Department to adopt a Resolution to approve the
Letter of Intent and to authorize the Town Manager to negotiate and enter a sublease
between the Town of Mooresville and Engage2Excel, Inc for office space located at 115
Corporate Center Dr, Mooresville, North Carolina 28117 with a not to exceed annual
total of $275,962.50 for a term of February 1, 2026 to November 30, 2029. Funding
will be provided Annual Operating Budget.

7.i Consider a request from the Fleet Department to adopt a Resolution to cancel Purchase
Order #20241200 with Lenco Industries, Inc in the amount of $344,771.00 for the
purchase of a Bearcat Armored Vehicle and to approve a Purchase Order in the amount
of $392,150.00 for the purchase of Sentinel Armored Vehicle from International
Armored Group US, Inc. which has been designated as a Sole Source Provider due to its
exclusive SMART ARMOR design. This purchase will be funded through the existing
Fleet Replacement Reserve funds.

7.j Consider a request from Planning and Community Development to accept and allocate
the FY 25-26 Community Development Block Grant (CDBG) award totaling $234,527,
and the related budget amendment.
On January 2nd, the Town of Mooresville received the FY25-26 Authorization to Use
Grant Funds (AUGF) from the US Department of Housing and Urban Development. This
item is the formal action to accept the funds, allocate the funds to the previously selected
subrecipients, and approve the associated budget amendment.

7.l Consider a request from the Police Department to adopt a Resolution approving an
application for Year 1 of a 5-Year Grant for the FY 2027 Governor's Highway Safety
Program (GHSP) Traffic Enforcement Grant. Total cost for the first year of the Grant is
$283,473.00 which consists of $240,952.00 in Grant funds, and $42,521.00 in Town
match funds. This project seeks funding for activity hours for two new officers to
conduct high-visibility traffic safety enforcement and related vehicle, equipment, and
training costs.
This Grant will provide 85% reimbursement for two new Traffic Enforcement Officers
allowable salaries, benefits, vehicles, equipment, supplies, and training for the first Year
1 of the 5-Year Grant. Reimbursement percentages decrease for Years 2 through 5, and
Town match percentages increase for Years 2 through 5. Mandatory 12-month retention
of both positions is required at 100% after 4-Years of grant funding.

7.m Consider a request from the Stormwater Department to adopt a Resolution to approve
a contract with Ardurra Group Inc. for the Reeds Creek-Lake Norman Stormwater
Drainage Study and Master Plan in the amount of $135,000.00. Project to be funded
from existing Stormwater Fund. Contract 26-337
This stormwater master planning effort will serve as a foundational framework for
guiding capital planning and future project implementation within the Reeds Creek-
Lake Norman subwatershed.

Resolution approving temporary road closures for the 2026 St. Patrick’s Day
Festival, Shamrock & Shenanigans, to be held on March 14, 2026. The temporary
road closures will be between 2 p.m. and 9 p.m. and include the following streets:
• Main Street from Center Avenue to Iredell Avenue;
• Broad Street from Center Avenue to Moore Avenue; and
• Moore Avenue from Main Street to Broad Street.

adopt an Ordinance approving Text Amendment TA-2025-08: Amendment to the
Unified Development Ordinance (UDO) to remove references to erosion and
sediment control from the UDO as the town has adopted a separate erosion and
sediment control ordinance, and revise section 2.5.26 “Performance Guarantee” to
match best practices.
