Minutes Town of Mooresville Planning Board July 22, 2025 6:00 PM - Mooresville Town Hall Present: Steve McGlothlin, Michael Cole, Laura Temple, Jeremy Katz, Wendy Smith, Miko Red Arrow, Richard Poore, Jeffrey Mack Absent Gregory Peretz Also Present: Planning & Community Development Director James Coley, Senior Planner Sandy Howell, Planner Veronica Bateson, Planner Patrick Werner, Assistant Town Attorney Carey Austin, Administrative Assistant Lisa Smith, and Planning Specialist Danielle Upright 1. Call to Order Chair McGlothlin called the meeting to order at 6:03 pm. 2. Pledge of Allegiance 3. Chairperson's Welcome and Opening Chair McGlothlin welcomed the Planning Board and Guests. 4. Swearing In New Members and Election of Officers Wendy Smith, Miko Red Arrow, Richard Poore, Steve McGlothlin (reappointed) Jeremy Katz (reappointed), Michael Cole (reappointed). ACTION: A motion was made by Michael Cole, seconded by Jeremy Katz, to nominate Steve McGlothlin as Planning Board Chairman Motion carried unanimously ACTION: A motion was made by Steve McGlothlin, seconded by Jeremy Katz, to nominate Michael Cole as Planning Board Vice Chairman Motion carried unanimously 5. Adjustments to the Agenda Ms. Howell informed the Board the Ordinance was updated for Item 10.b CZ-2025-09: 1179/1181 Mecklenburg Highway 7. Adoption of the Agenda ACTION: A motion was made by Jeremy Katz, seconded by Michael Cole, to approve the agenda. Motion carried unanimously 8. Old Business There was no old business. 10. New Business 10.a Consider Conditional Rezoning Request CZ-2025-14 for a 55.488-acre site located at 1304 Oakridge Farm Highway. The applicant is requesting Conditional Residential General (C-RG). June Goodman is seeking Town of Mooresville Conditional Residential General (C- RG) zoning for a 55.488-acre site located at 1304 Oakridge Farm Highway (PIN 4677457688, portion of 4677564929, portion of 4677573038, portion of 4677570274). The property is currently zoned Iredell County Residential Agricultural (RA). Ms. Bateson presented the rezoning request for CZ-2025-14 Kevin Donaldson spoke on behalf of the applicant June Goodman, Engineer- Gerald Grant, Jordan Grant & Associates, PLLC also spoke. The following citizens signed up to speak for public comment: 1. Amber Lipscomb- 1844 Landis Highway 2. Robert Fotsch -140 Cheshire Lane 3. Sharon Antenmann 132 N Main Street 4. Charles Minick 149 Quiet View Drive The applicant agreed to the 10 conditions listed below: 1. Site development shall conform to the approved Concept Plan and include permit choice. 2. The project density shall not exceed 2 units per acre (108 maximum lots). 3. The project shall provide a 10-foot-wide paved greenway trail that is centered in a 30- foot easement dedicated to the Town of Mooresville to connect with future greenway trails on adjoining property for the benefit of the public. Developer will construct a pedestrian bridge over the stream and walkway connecting the greenway for public use and dedicate the same to the Town of Mooresville. 4. The project will provide a minimum of 25 acres of common open space. 5. The project will include street stubs to the properties to the east and west as shown on the concept plan. 6. The project site improvements, including streets, utilities, and access shall meet the standards of the Town of Mooresville, the Memorandum of Mitigation Agreement, and the NCDOT and will be noted on the approved construction documents. 7. The project is restricted to single-family residential and its associated accessory uses. 8. Street Trees planted in the planting strip between the back of curb and the sidewalk shall be maintained by the HOA. 9. The project shall be conditioned to the following architectural conditions: • Siding material will be wood grained fiber board with wood grained textured trim and accent pieces. Vinyl siding will be prohibited except as a trim material for doors and windows. Vents, grills, and shutters will be pre-formed plastic or vinyl that may or may not include wood grain. • Architectural shingles will be used. • Four or five home plans will be offered with multiple elevations, creating approximately 12 different home facades. 10. Developer and/or HOA, as applicable, shall maintain all areas dedicated to the Town of Mooresville until such time as the Town of Mooresville accepts responsibility for the maintenance thereof. ACTION: A motion was made by Michael Cole, seconded by Laura Temple, to approve the rezoning CZ-2025-14. Motion carried with 2 in opposition Opposed by Miko Red Arrow & Wendy Smith 10.b Consider Conditional Rezoning Request CZ-2025-09 for a 0.82-acre site located at 1179/1181 Mecklenburg Highway. The applicant is requesting Conditional Community Commercial (C-CC).Vladimir Studenets is seeking Conditional Community Commercial (C- CC) zoning for a 0.82-acre site located at 1179/1181 Mecklenburg Highway (PIN 4656338163). The property is currently zoned Conditional Highway Business (CU-HB). Ms. Bateson presented the rezoning request for CZ-2025-09. The applicant was not in attendance to speak No one from the public was signed up to speak. ACTION: A motion was made by Laura Temple, seconded by Wendy Smith, to continue the rezoning request CZ-2025-09. The motion carried unanimously 10.c Consider Rezoning Request RZ-2025-07 for a 0.40-acre site located on Ridge Avenue. The applicant is requesting Traditional Neighborhood (TN) zoning. Terri C. Pope is seeking Traditional Neighborhood (TN) zoning for a 0.40-acre site located on Ridge Avenue (PIN 4656865790). The property is currently zoned Residential Limited Service (RLS). Ms. Howell presented the rezoning request for RZ-2025-07 No one from the public was signed up to speak. ACTION: A motion was made by Miko Red Arrow, seconded by Wendy Smith, to approve RZ-2025-07. The motion carried unanimously 11. Administrative Items Mr. Coley informed the Planning Board about recent Town Board actions. The August Planning Board Meeting will have four residential developments and one commercial item on the agenda. Mr. Coley thanked the departing Planning Department staff Sandy Howell and Parviz Moosavi for their service. Ms. Austin handed out proposed Rules of Procedure packets for planning board members. Ms. Austin asked to have Planning Board Training on an upcoming agenda. Ms. Howell recognized Patrick Werner as a new Planner to the department. 12. Adjournment ACTION: A motion was made by Richard Poore, seconded by Jeffrey Mack to adjourn the meeting at 7:27 pm. The motion carried unanimously.
