budget by appropriating the remainder of the 2025 bond issuance for the Moor Field
Baseball Park and repaying the General Capital Reserve Fund for funds expended prior to
the issuance of the bond.

7.a Consider a request from the Planning and Community Development Department
to hold a public hearing for the purposes of public awareness and public comment
for the Community Development Block Grant (CDBG) program as required by
the U.S. Department of Housing and Urban Development and the 2023-2027 Town
of Mooresville CDBG Consolidated Action and Citizen Participation Plan.
This item will serve as one of the required public hearings for the CDBG program. In this
hearing, the public will be updated about the current CDBG projects happening within the
jurisdiction, the categories proposed in the FY 26-27 Annual Action Plan, and provide the
public the opportunity to provide comment.

adopt an Ordinance for Conditional Rezoning Request CZ-2026-06 for a 0.837-
acre site located at 123 Doolie Road.
Jacob Einwechter, Vice President of AMBCAR, LLC, is seeking Town of Mooresville
Conditional Community Commercial (C-CC) zoning for a 0.837-acre site located at 123
Doolie Road (PIN 4637680625). The subject property is currently zoned Iredell County
General Business Conditional Use District (GB CUD). Annexation is being sought
concurrently.

to consider the waiver to rehear CZ-2025-13: Brentwood Phase 5.
The Planning & Community Development Department has submitted the waiver to rehear
CZ-2025-13: Brentwood Phase 5 on behalf of the developer. The waiver is submitted
based on the following material changes to the concept plan: Reduction of total lot count
to 99 lots; Removal of the emergency gate and connection to Mott/ Cavendish; Parceling
and donation of the community well and associated infrastructure to the HOA; and
Condition that no building permits will be issued until a signal is installed at intersection
of Faith and Shearers
