approving a contract amendment with Balfour Beatty Construction, Inc. in the
amount of $30,000 to perform the initial stages of a Downtown Strategic Parking
Plan as part of the conceptual design of the new parking structure project, increasing

6.d Consider a request from the Human Resources Department to adopt a Resolution to
create a Water Treatment Plant Chief Operator position (pay grade 354) in the Water
Resources Department. This request would not require a budget amendment as the
position will be funded through the end of this fiscal year by an internal transfer of
existing budgeted funds.

awarding a contract in the amount of $300,000.00 to Flock Safety for the purchase
of two Drones as First Responder (DFR) 2.0 system, including hardware, software,

6.i Consider a request from the Police and Experience & Engagement departments to
approve a budget ordinance and purchase in the amount of $411,526 for a barrier
system from Meridian Rapid Defense Group Sales LLC. This barrier system will
allow for increased safety of attendees at public events that involve street closures.

amendment to the Town's contract with Arthur J. Gallagher Risk Management
Services LLC, Town of Mooresville Contract 24-465, to move the policy renewal date

6.k Consider a request from the Water Resources Department to adopt a Resolution
approving an Easement Agreement with Shepherds Fire-Rescue, Inc., in the amount
of $142,000 for temporary and permanent easements on its property for
construction and operation of a new elevated water storage tank. This compensation
is based on an appraisal conducted by a certified appraisal firm.
The easement and associated compensation was approved by the Shepherds Board
on February 10, 2025. Based on adopted Town policies, any expenditure over
$90,000 must be approved by the Town Board.

amending Chapter 24B and Chapter 25 of the Code of Ordinances and consolidating
the Stormwater ordinance into Chapter 25.

approve an Ordinance for Conditional Rezoning Request CZ-2024-15 for a 9.375-
acre site located at 171 W. Waterlynn Road.
Red Apple at Mooresville, LLC is seeking Town of Mooresville Conditional-
Corridor Mixed Use zoning (C-CM) for a 9.375-acre site located at 171 W.
Waterlynn Road (Early Learning Center) (PIN 4646843592). The property is
