Minutes Town of Mooresville Planning Board March 25, 2025 6:00 PM - Mooresville Town Hall Present: Steve McGlothlin, Michael Cole, Michelle Marckwardt, Gregory Peretz, Laura Temple, Shaun Hooper, Jeremy Katz and Rosalind Campbell. Absent: Michelle Marckwardt and Mark Brady Also Present: Planning & Community Development Director Erika Martin, Senior Planner Sandy Howell, Assistant Town Attorney Carey Austin, Administrative Assistant Lisa Smith, and Permit Specialist Supervisor Danielle Upright. 1. Call to Order Chair Steve McGlothlin called the meeting to order at 6:05 p.m. Steve McGlothlin announced the passing of Planning Board Member Mark Brady. 2. Pledge of Allegiance 3. Chairperson's Welcome and Opening Chair McGlothlin welcomed the Planning Board and Guest then opened the meeting. 4. Public Comment There was no public comment. 5. Adjustments to the Agenda There were no adjustments to the agenda. 6. Adoption of the Agenda ACTION: A motion was made by Michael Cole, seconded by Gregory Peretz, to approve the agenda as presented. The motion carried unanimously 7. Consideration of Approval of Minutes 7. a Consider approval of February 25, 2025, Minutes ACTION: A motion was made by Jeremy Katz, seconded by Shaun Hooper to approve the minutes as presented. The motion carried unanimously. 8. Old Business There was no old business. 9. New Business 9.a Consider Conditional Rezoning Request CZ-2025-03 for a 2.39-acre site located at 264 Cayuga Drive. The applicant is requesting Conditional Hybrid Light Industrial (C-HLI). Junior James Holdings, LLP is seeking Conditional Hybrid Light Industrial (C-HLI) zoning for a 2.39-acre site located at 264 Cayuga Drive (PIN 4648915992). The property is currently zoned Conditional Use General Industrial (C-GI). Sandy Howell presented the rezoning request for CZ-2025-03. Applicant John Darden spoke about the rezoning request No one from the public was signed up to speak about the project. The applicant John Darden agreed to the conditions presented, which are as follows: 1. Site development shall conform to the approved Concept Plan. Any modifications post- approval shall be consistent with UDO 2.5.4.C.8.b, “Minor Modifications”. 2. The site is restricted to Kennel and Pet Boarding and any accessory and/or temporary uses otherwise permitted in the HLI district, respectively. 3. The site will have a minimum 10’ landscaped buffer. 4. All kennels will be internal to the main facility. ACTION: A motion was made by Jeremy Katz, seconded by Shaun Hooper to approve CZ- 2025-03. The motion carried unanimously. 9.b Consider Text Amendments TA-2025-01, 02, & 03: Batch 4 Amendments to the Unified Development Ordinance (UDO) regarding Interstate Signage, Window Signage, and Electric Vehicle Charging. Erika Martin presented TA-2025-01, 02, & 03 batch 4. TA-2025-01 was submitted by an applicant for changes to the Interstate Sign ordinance. ACTION: A motion to deny was made by Laura Temple but failed for lack of a second. ACTION: A motion was made by Gregory Peretz, seconded by Rosalind Campbell to approve TA-2025-01 The motion carried: a 4-3 vote. TA-2025-01 was submitted by an applicant for changes to the Window Sign ordinance. ACTION: A motion was made by Gregory Peretz, seconded by Jeremy Katz to approve TA-2025-02. The Motion carried: a 5 for, 1 opposed, and 1 abstained vote. TA-2025-03 was submitted by the staff, with directions from the Town Board, to remove requirements for EV charging stations. ACTION: A motion was made by Gregory Peretz, seconded by Michael Cole, to approve TA-2025-03. The motion carried: a 7-0 vote. ACTION: A motion was made by Greg Peretz, seconded by Rosalind Campbell to approve TA-2025-01, 02, & 03 statement of reasonableness. The motion carried with a 6-1 vote. 10. Administrative Items Erika Martin updated the board on upcoming meetings. Mrs. Martin also announced that Rosalind Campbell had turned in her resignation, and this meeting would be her last. The board thanked Mrs. Campbell for her years of service on the Planning Board. 11. Adjournment ACTION: A motion was made by Shaun Hooper, seconded by Rosalind Campbell to adjourn the meeting at 6:51 pm. The motion carried unanimously.
