Members Present: Henry Seyller, Patty Cotter, Bill Goodnow, Susan Autry, Ben
Kennedy, Meghan Black, and Commissioner William Aven.
Also Present: Planner Parviz Moosavi, Planning Specialist Danielle Upright, and
Commissioner Tommy DeWeese.
Members Absent: David Cole and Larry Schaeffer.
1. Call to Order
Chair Henry Seyller called the meeting to order at 6:00 P.M.
2. Approval of Agenda
ACTION: A motion was made by Meghan Black, seconded by Ben Kennedy, to approve the
agenda as presented.
The motion carried unanimously.
3. Approval of Minutes
3.a Consider and approve minutes from April 3, 2025, HPC Meeting.
ACTION: A motion was made by Susan Autry, seconded by Bill Goodnow, to approve the
minutes as presented.
The motion carried unanimously.

There were no presentations.
5. New Business
5.a Review a preliminary application to landmark the Rufus Reid House, also known as
Mount Mourne Plantation, located at 104 Leslie Loop, as a local historic landmark. At this
meeting, HPC will consider whether to place the property on the Town Study List. If
approved, the applicant will proceed with the formal Landmark Application and a full report
regarding the property will be created and submitted to the Division of Archives and
History, North Carolina State Historic Preservation Office for comment.
Review a preliminary investigation of Mount Mourne Plantation, located at 104 Leslie Loop,
(PIN 4656103910). If approved, the report will be forwarded to the Division of Archives and
History, North Carolina Department of Cultural Resources, enabling 30 days for written
comments.
Parviz Moosavi presented the staff report for the preliminary application for landmarking
the Rufus Reid House.
ACTION: A motion was made by Ben Kennedy, seconded by Patty Cotter, to approve the
preliminary application to have the Rufus Reid House added to the Town’s Study List.
The motion carried a 5-1 vote.
6. Adjournment
ACTION: A motion was made by Bill Goodnow, seconded by Ben Kennedy, to adjourn the
meeting at 6:19 P.M.
The motion carried unanimously.
