Regular Agenda 7.a Consider a request from the Public Services Division to adopt a Resolution of Intent to permanently close the railroad crossings located at Catawba Avenue, Walnut Street, Norman Drive, and Patterson Avenue. The Town is required to follow the procedures in Section 160A-299 to permanently close a railroad crossing. In order to construct any new at-grade railroad crossings, the Town is required to close two existing crossings. The Town has executed an agreement with NCDOT and Norfolk Southern for the East-West Connector Rd. project (U-6239), where the Town agreed to close Catawba Avenue and Walnut Street in exchange for the new railroad crossing. The Town is also in the process of executing an agreement with NCDOT and Norfolk Southern for the Norman Village Dr. project (M-0549H), where the Town agreed to close the Norman Drive and Patterson Avenue railroad crossings in exchange for the new railroad crossing. As part of the procedure, the Town is required to approve a resolution of intent to set a public hearing date to discuss approving a formal resolution to close the four named crossings.
