6.b Consider a request from the Finance Department to adopt an ordinance to amend
the budget by appropriating reserve from the former Fleet Replacement Fund to the
new Fleet Internal Service Fund in order to close out the previous fund and
consolidate Fleet expenditures.

6.c Consider a request from the Finance Department to adopt an ordinance to establish
the FEMA Grant Project Budget Ordinance in the amount of $288,836 to account
for the appropriations received from the Federal Emergency Management Agency
(FEMA) for the Town of Mooresville's participation in Federal Disaster Relief
Projects. This action will appropriate funds in the amount of $255,285 anticipated to
be received from FEMA for relief efforts during Hurricane Helene and $33,651
anticipated to be received for Hurricane Debby. This ordinance will be amended and
utilized in the future as the Town of Mooresville responds to future Federal
Emergency Management Agency Disaster Relief Projects.

6.d Consider a request from the Finance Department to approve an ordinance to
amend the budget by transferring $140,000 from the General Capital Reserve Fund
to the Stormwater Fund for the emergency repair of the stormwater system on
Secretariat Drive.

6.e Consider a request from Engineering to approve a Resolution to accept the following
streets in the Brentwood Subdivision community and release associated performance
bonds: Lincoln Park Drive, Ashton Park Drive, Hamilton Park Drive, Garrison Grove
Court, Napa Grove Way, Twin River Drive, Cairo Court, Alaina Court, Larragan
Drive, Hazel Park Drive, and Keyser Drive. All work has been inspected in
accordance with Town standards and is acceptable. The estimated value of the
associated improvements is $6,427,020.

6.f Consider a request from the Engineering Department to approve an ordinance to
amend the budget by transferring $54,700 from the Neighborhood Parks
Revitalization Program Capital Project Budget Ordinance to the Eastern Heights
(formerly Willow Valley) Park Capital Project Budget Ordinance for the design of
stormwater improvements.

6.h Consider a request from Planning and Community Development to approve the
proposed amendments to the 2023-2027 Community Development Block Grant
(CDBG) Consolidated Action Plan and the 2023-2024 CDBG Annual Action plan
allowing for the inclusion of administrative allocations, Neighborly application
implementation, and including the Town Board of Commissioners as the
recommending body for applications.

6.i Consider a request from Public Services to adopt Resolutions authorizing the
Assistant Town Manager of Public Services to furnish and execute documents
necessary for the execution and reimbursement of the Water Treatment Plant #1
Renovations and the Reeds Creek Pump Station projects through the North
Carolina Department of Environmental Quality, Division of Water Infrastructure.
DWI has changed their submittal process, including submittals for reimbursement, to
their online system requiring the individual authorized to submit paperwork to have an
account through their system and personally upload documentation. Ryan Rase already
has the credentials to complete these tasks for other regulatory paperwork (for example
Erosion Control Permitting) and is familiar with the system. This change in signatory
authority is being made in order to increase efficiency in submitting for and receiving
financial reimbursements for these funded projects.

6.j Consider a request from Public Services to adopt a Resolution approving an
agreement with ClearWater, Inc., in an amount not to exceed $99,360.50 for a shop
rebuild of a SPXFlow Lightnin gearbox used in the aeration basins at the
Wastewater Treatment Plant. Agiloft Contract #25-678
Shop repair of one aeration basin gearbox by the original manufacturer. Per Jessie
Colton and Lori Woods, this does not require a contract.

7.e Hold a public hearing for the purposes of public awareness and public comment for
the Community Development Block Grant (CDBG) program as required by the U.S.
Department of Housing and Urban Development and the 2023-2027 Town of
Mooresville CDBG Consolidated Action and Citizen Participation Plan.
This item will serve as one of the required public hearings for the CDBG program. In
this hearing, the public will be updated about the current CDBG projects happening
within the jurisdiction, the categories proposed in the FY 25-26 Annual Action Plan,
and provide the public the opportunity to provide comment.
