There will be no separate discussion on these items unless a Councilmember so requests in which case the item will be removed from the Consent Agenda and placed on the Regular Agenda. 1-1. Minutes a. The City Council dispenses with the three (3) reading rule of Idaho Code 50-902 for all ordinances City Council Regular Meeting November 20, 2023 1-3. Authorize Public Hearings a. Annexation and Zoning to RS6 (Single-Family Residential) zoning district for .75 acres of right-of-way & 6.10 acres of developable land, and BC (Community Business) zoning district for 3.29 acres, potential development agreement, and Subdivision Preliminary Plat for Audrey Acres Subdivision at 941 Lake Lowell Ave (a 9.39 acre area - parcel #R321820000; located in the NW 1/4 of Section 33, T3N, R2W, BM), for Keyhole, LLC (ANN-00280- 2023 & SPP-00123-2023). Original Concept: 20 single-family detached residentials lots (4 acres), 6 common lots (.78 acres), 1 commercial lot (3.01 acres), and an additional 1.6 acres of new right-of-way to be considered by City Council on December 4, 2023. b. Variance of NCC 10-8-5.A requiring a 5' sideyard setback for buildings to allow an attached garage built without permits to remain in its current location - approximately 2' from the south property line at 2123 S Elder St, a .31 acre parcel #R2520700000 (located in the SE 1/4 of Section 34, T3N, R2W, BM) for Victor Jimenez and Dulce O. Samaguey (VAR-00150-2023) to be considered by City Council on December 4, 2023. 1-4. Authorize to Proceed with Bidding Process a. Action Item: Authorize the Engineering Division to proceed with the formal bidding process for the Happy Valley Irrigation Gaps project. (Standard bid forms and contracts approved by Legal) (Approved in FY24 Budget) 1-5. Authorization for Execution of Contracts and Agreements a. Action Item: Award bid to Thueson Construction, Inc. and authorize Mayor to sign contract for the Annual Crushed Aggregate for Chip Seal project in the amount of $468,800.00. (Standard bid forms and contracts approved by Legal) (Approved in FY24 Budget) 1-6. Monthly Cash Report a. October 2023 1-7. Licenses a. Action Item: Findings of Approval for the Variance of NCC 10-23-20 limiting sign area to 200 sq. ft. maximum and sign height to 25' in order to construct a sign 46'-11" in height and have an area of 398.5 sq. ft. in a BC (Community Business) zoning district at 1407 & 1409 N Franklin Blvd, (parcel #R31236010000 & R3123601100, located in the SE 1/4 of Section 15, T3N, R2W, BM) for Michael Everett at Texas Republic Signs representing Jackson Energy Company (VAR-00146-2023). (Approved by City Attorney Todd Lakey) b. Action Item: Findings of Approval for Variance of NCC 10-23-20 limiting sign area to 200 sq. ft. maximum and sign height to 25' in order to construct a sign 91' in height and have an area of 589.17 sq. ft. in a BC (Community Business) zoning district at 612 Northside Blvd and 208 E Barbara St, (parcel #'s R3127300000 & R3125000000 located in the NW 1/4 of Section 15, T3N, R2W, BM) for Michael Everett at Texas Republic Signs representing Jackson Energy Company (VAR-00147-2023). Action Item: Authorize "No Parking" signs for a 10-foot section on the south side of Constitution Way adjacent to the Harward Recreation Center. 7-2. Action Item: Authorize Mayor to sign State Grant Agreement and City Resolution for STATE Grant Airport Aid Program (F24BS68) STATE Match for FAA Airport Improvement Program AIP-38. (Approved by City Attorney Joe Borton) (Approved in FY23 Budget) 7-3. Action Item: Authorize staff to proceed with the Request for Proposals for Architectural Services for the Airport Terminal Building Design. 7-4. Action Item: Authorize Mayor and Public Works Director to sign task order with Erstad to provide design, survey, and engineer of record services for the Streets Division Building Expansion project in the amount of $162,820.00 (T&M NTE). (Standard agreement approved by Legal) (Approved in FY24 Budget) 7-5. Action Item: Authorize Public Works to (1) Partner with COMPASS for their Thriving Communities grant application; and (2) Authorize Mayor to sign a letter of support and commitment for the project. 7-6. Action Item: Award bid and authorize Mayor to sign contract for the Annual Pump Maintenance FY24 project with Riverside, Inc. in the amount of $358,980.00. (Standard bid forms and contracts approved by Legal) (Approved in FY24 Budget) 7-7. Action Item: Authorize Mayor to sign a lease agreement between the City of Nampa and the Hispanic Foundation for office space located at 315 Stampede Drive. (Reviewed and Approved by Legal) 7-8. Action Item: Authorize staff to purchase tables and chairs for the multi-purpose room in the building located at 315 Stampede Drive with a not to exceed total of $17,000. 7-9. Action Item: Authorize Mayor to sign resolution creating a committee to serve in an advisory capacity to City Council on the utilization of the building located at 315 Stampede Drive. 7-10. Action Item: Accept the Canyon County Canvassed Election Results for the November 7, 2023 elections. (8) Public Hearings 8-1. Action Item: Authorize Nampa Parks and Recreation to Increase Proposed fees for Parks Reservations, Recreation Programming, Harward Recreation Center, City Golf Courses and City Cemetery. 8-2. Action Item: Vacation of an additional 5' wide right-of-way easement that no longer serves a city or agency purpose, in order to build an accessory building on the west side of the property at 2634 Wagon Wheel Rd (parcel #R2754300000 located in the Lot 1, Block 4 of Valley Ranch Estates Subdivision in the NW 1/4 of Section 2, T2N, R2W, BM) for John Hess (VAC-00062-2023). Action Item: Variance of NCC 10-22-3.B requiring a 35' setback for buildings, drive aisles, and parking; NCC 10-33-4.C.3.c requiring a 15' landscape buffer; NCC 10-4-5.B requiring a 20' berm within a fully landscaped setback of 35' referenced in NCC 10-4-3, in order to maintain the existing landscaping boundaries placed prior to City of Nampa's recent purchase of property for ROW and to confirm the property requirements in preparation for development of the property at 0 E Franklin Rd, a 2.64 parcel #R3047600000 (located in the NW 1/4 of Section 17, T3N, R1W, BM) for Jackson Food Stores (VAR-00148-2023). 8-4. Action Item: Annexation and Zoning to BC (Community Business) zoning district and potential development agreement, for 0 & 0 Hailey Ave (two parcels #R2316400000 & R2316401000 totaling 1.6 acres located in the SE 1/4 of Section 7, T3N, R2W, BM) for Rocky Mountain Companies representing Karcher Middleton, LLC (ANN-00284-2023). Original Concept: 2 parcels will be incorporated into a multiple building commercial retail development on the properties to the south. (9) Unfinished Business 9-1. Action Item: 1st reading of ordinance of the City of Nampa, Idaho, confirming the assessment roll for Local Improvement District No. 168. (10) Executive Session Action Item: Motion to Adjourn into Executive Session Pursuant to Idaho Code 74-206 (1): (c) To acquire an interest in real property not owned by a public agency.
