a. Subdivision Final Plat Approval for Steven's Place, including 17 single family
lots, 2 commercial lots and 5 common lots at 0 Iowa Ave (a 6.24 acre Parcel
#R32065012A0) in the RS8.5 (Single-Family Residential) and BC
(Community Business) zoning districts, located in the NE 1/4 of section 31,
T3N, R2W, BM, Canyon County) for Patrick Colwell (T-O Engineers)
representing Blackhawk Investments Idaho LLC (SPF-00245-2023).
1-4. Authorize Public Hearings
a. Development Agreement Modification to Ordinance No. 3683 and Master
Planned Community for a mixed use development with commercial, single-
family detached and attached residential uses; Zoning Map Amendment
from RS8.5 (Single-Family Residential) to 2.76 acres of BC (Community
Business), 25.63 acres of RML (Limited Multiple Family Residential), 18.54
acres of RS4 (Single Family Residential), and 26.99 acres of RS6 (Single
Family Residential) zoning districts; Subdivision Preliminary Plat for Haltom
Heritage Subdivision on 3 parcels (R3422700000, R3422701200, &
R3437700000) and addressed as 0 Prescott Ln, 7825 E Elm Ln, & 7851 E
Elm Ln, totaling 73.92 acres (located in the NW 1/4 of Section 35, T4N,
R2W, BM), for Trilogy Development - Shawn Brownlee (DAMO-00061-2023,
MPC-00000-2023, ZMA-00176-2023, & SPP-00126-2023). Original Concept:
286 single-family detached and attached (townhouse) dwelling units, 1
commercial lot, and 46 common lots. Linden Road will also be extended
through the site providing an east/west connection between Franklin
Boulevard and Prescott Lane to be considered by City Council on December
18, 2023.
b. Annexation and Zoning to RMH (Multiple-Family Residential) zoning district
on 4.6 acres, and BN (Neighborhood Business) zoning district on 3.45 acres,
development agreement, and Planned Unit Development, for 0 & 617 E
Greenhurst Rd and 2321 Sunny Ridge Rd; three parcels #R2016201200,
R2016200000 & R2016201400 and the abutting ROW to centerline of Sunny
Ridge Rd and E Greenhurst Rd, totaling 8.05 acres, for Greenhurst Crossing,
a cottage cluster development (located in the NW 1/4 of Section 3, T2N,
R2W, BM) for Sunny Acre Partners LLC. representing Entrust Group FBO
Patricia A Schultz (ANN-00286-2023 & PUD-00013-2023). Original Concept:
42 single-family DUs in a cottage cluster alignment fronting common open
space; and commercial development fronting the roadway to be considered
by City Council on December 18, 2023.
c. Comprehensive Plat Text and Future Land Use Map Amendment to change
Agriculture Land Use title to Very Low Density Land Use title for the City of
Nampa (CTA-00024-2023 & CMA-00056-2023) to be considered by City
Council on December 18, 2023.
d. Authorize public hearing on December 18, 2023, to adopt the Consolidated
Annual Performance Evaluation Report (CAPER) and authorize final
submission to HUD.

a. Action Item: Authorize Parks and Recreation to proceed with the formal
bidding process for the construction of the Centennial Golf Club House
remodel. (Standard bid forms approved by Legal) (Approved in FY24
Budget)
1-6. Authorization for Execution of Contracts and Agreements
a. Action Item: Authorize Mayor to sign Lease Agreement with the State of
Idaho Military Division, Idaho Army National Guard for leased ground at the
Nampa Municipal Airport (Approved by City Attorney Joe Borton)
b. Action Item: Authorize the Mayor to sign: (1) Agreement to Waive First
Right of Refusal and Terminate Lease with R&R Aircraft, LLC dated May 1,
2005, for lot 2316; and (2) Nampa Municipal Airport Land Lease Agreement
and Memorandum of Lease with Fox Roost, LLC effective January 2, 2024,
for lot 2316. (Standard agreement approved by Legal)
1-7. Resolutions
a. Action Item: Authorize Mayor to sign resolution declaring the identified
obsolete parts, vehicles, and equipment as surplus property and authorize
disposal of identified surplus property as recommended by Fleet Services.

a. Action Item: New Alcohol License – Vape Lounge – 1214 N Jacob Alcott –

b. Action Item: Used Precious Metal License Renewal: Canyon County Coin,

1-9. Re-appointments to Boards and Commissions
a. Action Item: Authorize Mayor to sign resolution of City Council approval to
re-appoint Tyler Bosier and Glen Rimbey to the Development Impact Fee
Advisory Committee for a four-year term expiring on January 7, 2028.

b. Action Item: Authorize Mayor to sign resolution of City Council approval to
re-appoint Jimmie Church, Michael Fuss, Greg Hathaway, and Casey
Wittenborn to the Building and Fire Code Advisory and Appeals Board
(BFCAAB) for a two-year term expiring on January 7, 2026. (Approved by
City Attorney Victor Villegas)
c. Action Item: Confirm the re-appointment of Chasity Andreason to the
Bicycle and Pedestrian Advisory Committee for a three-year term expiring
on December 31, 2026.

1-10. Miscellaneous Items
a. Action Item: Approve the installation of time restricted parking signs on N
High Desert St and E Hunt Ave to limit overnight/extended parking in the
Empire Business Park. (Approved in FY24 Budget)
b. Action Item: Engineering recommends authorization to
reallocate construction funding in the amount of $8,039.26 from the FY24
project construction budget to the right-of-way acquisition fund to allow for
the construction of the water project. (Approved in FY24 Budget)

7-3. Action Item: Authorize Mayor to sign resolution of City Council approval to appoint a new

7-4. Action Item: Authorize Patrick Sullivan, Building Safety Director, to submit a letter of public

7-6. Action Item: (1) Authorize Public Works staff to submit applications in FY24 for grant funding
for City transportation projects; and (2) Authorize Mayor to sign a letter of
support/commitment for projects listed for inclusion within funding applications.

acres of right-of-way & 6.10 acres of developable land, and BC (Community Business) zoning

Audrey Acres Subdivision at 941 Lake Lowell Ave (a 9.39 acre area - parcel #R321820000;
located in the NW 1/4 of Section 33, T3N, R2W, BM), for Keyhole, LLC (ANN-00280-2023 &
SPP-00123-2023). Original Concept: 20 single-family detached residentials lots (4 acres), 6
common lots (.78 acres), 1 commercial lot (3.01 acres), and an additional 1.6 acres of new

8-2. Action Item: Variance of NCC 10-8-5.A requiring a 5' sideyard setback for buildings to allow
an attached garage built without permits to remain in its current location - approximately 2'
from the south property line at 2123 S Elder St, a .31 acre parcel #R2520700000 (located in
the SE 1/4 of Section 34, T3N, R2W, BM) for Victor Jimenez and Dulce O. Samaguey (VAR-

9-2. Action Item: 1st reading of ordinance of Annexation and Zoning to BC (Community Business)
zoning district and potential development agreement at 0 Karcher Rd (a 3.92 acre parcel
#R3098701000) and Subdivision Preliminary Plat for Woods Crossing Subdivision; located in
the SW ¼ of Section 9, T3N, R2W, BM), for Biltmore Company representing Nampa Paving -
Randy Wood (ANN-00285-2023 & SPP-00129-2023). Original Concept: 8 commercial lots to
include - construction of a 10,000 sf strip retail building, 2 office buildings, and commercial
