1-3. Plat Approvals
a. Subdivision Final Plat approval for Harvest Creek No. 4 Subdivision in a RS6
(Single-Family Residential) zoning district; a 13.45 acre parcel
#R28918010B0 at 0 E Locust Ln (located in the NE 1/4 of Section 7, T2N,
R1W, BM) for Hayden Homes/Eric Scheck (SPF-00253-2024). Original
concept: 48 single-family detached lots and 7 common lots.

1-4. Authorize Public Hearings
a. Action Item: Authorize public hearing for variance of NCC 10-28-5.C
requiring a 10' setback from interior property lines and NCC 10-28-12-C.1-3
specifying the required minimum 25' end-to-end setback, 15' side-to-side
setbacks, and minimum 10' from structures or mobile homes in adjoining
space to allow replacement of older mobile homes overtime with more
modern multi-section homes which require a larger building envelope, at
914 N Midland Blvd, a 4.87 acre parcel #R068900000 (located in the SE 1/4
of Section 16, T3N, R2W, BM) for Andrew Boespflug (VAR-00155-20243).
To be considered by City Council on May 6, 2024.
b. Action Item: Authorize public hearing for Zoning Code Amendment of Title
10, Chapter 23, Section 8 adding items L & M for prohibited signs related to
advertising illegal activity and the sales of controlled substances for the City
of Nampa, ZTA-00040-2024. To be considered by City Council on May 6,
2024.
1-5. Authorize to Proceed with Bidding Process
a. Action Item: Authorize Public Works to proceed with advertisement of the
Request for Proposals for the Wastewater Treatment Plant Phase II
Upgrades Project Group G Headworks Replacement Project to select a
Construction Manager/General Contractor. (Approved FY24 Budget, #24-
8080-012)
1-6. Authorization for Execution of Contracts and Agreements
a. Action Item: Authorize the Mayor to sign, (1) Agreement to Waive First
Right of Refusal and Terminate Lease with Eagle Helicopters Inc., dba
Kachina Aviation dated April 22, 2003, and (2) Nampa Municipal Airport
Land Lease Agreement and Memorandum of Lease with Nampa Valley
Helicopters, Inc., effective May 1, 2024, for Lot 2650. (Standard agreement
approved by City Attorney Joe Borton)
b. Action Item: Authorize Mayor to sign task order amendment with J-U-B
Engineers, Inc. for the irrigation Wing Well project in the amount of
$56,700.00 (Time and Materials Not to Exceed). (Standard task order
documents approved by Legal) (Approved in FY24 Budget, #24-8070-010)
c. Action Item: Authorize Mayor to sign the Encroachment Agreement with the
Idaho Conference of Seventh-Day Adventists, Inc for construction of two
sets of stairs from the Lifting Lives Community Resource Center parking lot
located at 211 W Iowa Ave to the sidewalk on Checola Street. (Standard
agreement approved by Legal)
d. Action Item: Authorize Mayor to sign Encroachment Agreement with
Colorado Commons Holdings, LLC for existing monument signs of the
Colorado Commons development located at 1017 S Elder Street, which were
placed in the right-of-way. (Standard encroachment agreement approved by
Legal)

a. Action Item: Authorize "No Parking" signs in the clear vision triangle at
roadway and drive aisle intersections with West Flamingo Avenue east of
Cassia Street for a cost of $1,100.00. (Funds will be from Traffic Division’s

Commission for a five-year term expiring on March 31, 2029.
7-2. Action Item: Confirm appointment of Molly Cahan to the Arts & Historic Preservation
Commission for a five-year term expiring on March 31, 2029.
7-3. Action Item: Consider the waiver request for an Alcohol Catering Permit for V-Cut Lounge,
located at 217 14th Ave S, which is located within 300 feet of a church, and approve the
waiver request for the identified event being held on April 26, 2024.

7-4. Action Item: Authorize Mayor and Public Works Director to sign Task Order with Stantec
Consulting Services for the design of the Wastewater Treatment Plant Primary Digester No.4
and Primary Clarifiers No. 2 and No. 3 Coating and Repair Project in the amount of
$148,777.00. (Standard document approved by Legal) (Pending Budget Amendment)
7-5. Action Item: Facilities request for funding to complete Hugh Nichols Public Safety Building
Flooring Replacement Project and authorize the Mayor to sign a Contract Amendment for the
additional work to complete the Hugh Nichols Public Safety Building Flooring Replacement
project based on the options detailed in the Staff Memo. (Approved by City Attorney Victor
Villegas) (Funded by FY24 Capital Budget #24-1010-008; Pending Budget Amendment)
7-6. Action Item: (1) Award proposal for an Automated Traffic Signal Performance Measurement
software to Econolite Systems; and (2) Authorize Mayor to sign a purchase agreement in the
amount of $136,580.00. (Approved in FY24 Budget, #24-8040-007; overage will be part of
FY24 Budget amendment)
7-7. Action Item: Authorize Mayor and Public Works Director to sign a task order with Ardurra
Group, Inc. to complete final design services for the Airport Infiltration Pond in the amount of
$107,717.00 funded with Columbia River Basin Restoration grant. (Standard consultant
selection process and task order agreement approved by Legal) (Approved in FY24 Budget
Amendment)
7-8. Action Item: Authorize termination of Memorandum of Understanding between the City of
Nampa and the Downtown Nampa Community Association. (Approved by City Attorney Todd
Lakey)

8-1. Action Item: Annexation and Zoning and potential development agreement for 37.74 acres
to RP (Residential Professional) zoning district for a future mixed-use development for
Valente Subdivision at 0 Ustick Rd (Parcel #R3083300000 located in the SW 1/4 of the
NW1/4 of Sec. 3, T3N, R2W, BM) for Kelli Black/Bailey Engineering representing Endurance
Holdings LLC (ANN-00298-2023). Original concept: 63 single-family detached residential
lots, 98 single-family attached lots, 4 commercial lots, and 19 common lots.
8-2. Action Item: Vacation of existing utility easements for a multi-family residential development
in the BC (Community Business) zoning district, 3.19 acres located in the NW 1/4 of Section
34, T3N, R2W, BM, including four parcels, Parcel#s R116540000, R116550000, R116560000,
and R117680000, addressed as 203 & 211 E Florida Ave, 1224 S Nectarine St, and 200 E
Hawaii Ave, for Hutchison Smith Architects/Keith Tasker representing The Housing Company
(VAC-00063-2023).
8-3. Action Item: Consider amendment to Nampa City Code Title 5 to remove mobile food
vending from Title 5, Chapter 5-Peddlers and Solicitors, to establish its own license, Mobile
Food Vendors.

9-1. Action Item: 1st Reading of Ordinance for the termination of an existing development
agreement attached to ordinance #3626, on a portion of the property located at 0 Roosevelt
Ave, Parcel #3206001000, zoned RS 8.5 (Single Family Residential), to accommodate a new
lot for a seminary building, for the City of Nampa (DAMO-00063-2023). (Approved by City
Attorney Bryan Norton)
9-2. Action Item: 1st Reading of Ordinance for Annexation and Zoning for 11.27 acres to RS4
(Single-Family Residential), and 6.56 acres to RS6 (Single-Family Residential) zoning district
for a future single-family development for Wagon Trail Subdivision at 3321 E Victory Rd. (a
17.84 acre area - parcel #R2467900000; located in the NW 1/4 of the NW 1/4 of Section 25,
T3N, R2W, BM), for Wendy Shrief-J-U-B Engineers, Inc. (ANN-00296-2023). (Approved by
