NAMPA DEVELOPMENT IMPACT FEE ADVISORY COMMITTEE 1:00 PM to 2:30 PM Thursday, May 18th 2023 Council Chambers - Nampa City Hall 411 Third Street S, Nampa MEETING AGENDA 1. Call to Order with Roll Call (Sharon Harris) 2. Approval of Past Meeting Minutes (Sharon Harris) 3. Staff Update: Update on FY23 interest earned on outstanding Impact Fee balances. (Patrick Sullivan) 3-1 FY22 Interest Balance Update for separate impact fee funds 3-2 Investment of Fund Balances 3-3 City Council Public Hearing and Action Items for June 5th Meeting: • Consent Agenda Item: Authorization for Contract for Updated Impact Fee Study by TishlerBise/Galena in the amount of $47,320. This contract will be funded by the individual impact fee CIP funds and will require a budget amendment at the end of the year. • Action Item: Adoption of an ordinance section for DIFAC committee membership requirements and appointments to be moved from Title 3 Chapter 7. Development Impact Fees to Title 2 – Chapter 17 – Development Impact Fee Advisory Committee; and to increase the DIFAC member term from 2 years to 4 years. • Action Item: Ordinance Amendment to amend Title 3 Chapter 7. Development Impact Fees to revise annual fee increase implementation date from January 1st to July 1st. The percentage of increase will be based on the escalation rate from the 12 month time period ending on March 31st of the same year as the increase, from the PPI West and ENR-CCI inflation indexes. • Action Item: Resolution to adopt the revised streets Capital Improvement Plan (CIP). Revisions include changes to the streets projects, and changes in impact fee calculation based on other revenue sources. The total Streets CIP amount and impact fee schedule does not change. • Action Item: Resolution for a 3.43% annual inflationary increase to the Police, Parks, and Fire Impact Fees and a 17.36% annual increase to Streets, Wastewater, Water, and Irrigation Impact Fees with an implementation date of July 1st, 2023. New Business: 4-1 Action Item: Recommendation for City Council to initiate a fee study update with TishlerBise/Galena. • Impact Fee Update Presentation (Colin McAweeny – TishlerBise/Galena) Motion: Recommendation for City Council to initiate the fee study update process, with TishlerBise/Galena, to re-evaluate land use growth data, expand the number of land use categories, modification of impact fee study methodology, and propose revisions to capital improvement plans (CIPs) and fee schedule. (Patrick Sullivan) 4-2 Action Item: Recommendation for City Council to approve a resolution for an annual inflationary adjustment to current development impact fees for review and approval at the June 5th, 2023 City Council Public Hearing.(Patrick Sullivan) Motion: Recommendation for City Council to approve a resolution to adopt 3.43% annual inflationary adjustment for Police, Parks, and Fire fees based on the Engineering News Record Construction Cost Index (CCI) and a 17.36% annual inflationary adjustment for Streets, Wastewater, Water and Irrigation fees based on the Producers Price Index (West) Motion to Adjourn
