STAFF COMMUNICATION: Consent vs. Business Items; Industrial Design Review Update; CUP-00286-
2022 Appeal (Autowerks) – Ashby.
CONSENT AGENDA (Action Items):
1. Approval of Minutes: October 11, 2022.
2. Subdivision Final Plat Approval of Black Butte Business Park No. 3 Phase 2 in an IL (Light Industrial) zoning
district - a 9.62 acre portion of 3400 N Black Butte Ct, parcel #R2441300000 (a portion of land in the N 1/2
of Section 8, T3N, R2W, BM) for Kurt Smith representing Ken Sangha (SPF-00206-2022). Original concept:
16 industrial lots and 2 common lots.
3. Six Month Extension of Conditional Use Permit to March 10, 2023 for a public storage - Club Storage Condos,
in preparation for a future commercial condominium plat where each storage condo is sold separately in the
BC (Community Business) zoning district at 4751 Ustick Rd - Parcel #R303630120 (a 9.15 acre parcel in the
NW 1/4 of Section 5, T3N, R1W, BM) for Justin Reynolds representing JABR LLC (CUP-00260-2021).
PUBLIC HEARINGS:
1. Action Item: Annexation and Zoning to RD (Two-Family Duplex Residential) zoning district and potential
development agreement for 76 N Happy Valley Rd. (a 2.36 parcel #R216310000, located in the SW ¼ of
Section 19, T3N, R1W, BM, Nampa), for Efren Felix representing Mireya Beltran (ANN-00243-2022).
Original Concept: Property boundary adjustment lot split to build a second single-family home on the
property. Continued from 5/24/22 and 7/26/22 Planning & Zoning Commission Meetings.
2. Action Item: Zoning Map Amendment from GB1 (Gateway Business) to IL (Light Industrial) zoning district;
and potential development agreement; for the Star 84 project at 0 N Star Rd (Parcel # R3048100000); totaling
approximately 49.3 acres (located in the NE 1/4 of Section 18, T3N, R1W, BM) for Trammel Crow - Brady
Maus representing Huter Land Investments LLC / Huter Melvin Family Trust (ZMA-00168-2022). Original
Concept: Spec development for light manufacturing, warehousing, and distribution uses.
3. Action Item: Conditional Use Permit for a Home Occupation of an Automobile or Truck Repair business in
a RS6 (Single-Family Residential) zoning district at 17435 N Armstead Ave (a .18 acre parcel #R307881030,
located in the SE 1/4 of Section 3, T3N, R2W, BM) for Jake Earnest Lines (CUP-00291-2022). Scheduled to
