Formal Findings a. Action Item: Adopt formal finding for the denial of Conditional Use Permit for 4 duplex units in a RS6 (Single-family Residential) zoning district at 2705 Port Street, a 0.72 acre parcel #R1508300000, located in the SE 1/4 of Section 23, T3N, R2W, BM, for Idaho Real Estate Solutions representing Derray Quarders, (CUP-00357-2024). Original concept: Future development of (4) duplex buildings, total of 8 dwelling units, on land that will be subdivided into 4 parcels. (3) Public Hearings 3-1. Action Item: Conditional Use Permit for a salon/spa in a DH (Downtown Historic) zoning district at 120 13th Ave S, Parcel #R1330200000, (SE 1/4 of Section 22, T3N, R2W, BN), for Wendy Wood and Don Miller representing Seven Devils Holding LLC (CUP-00360- 2024). Original concept: Salon complex with shared common areas and multiple private suites available for rent to same. (Damion Snodgrass) 3-2. Action Item: Zoning Map Amendment from RD (Two-Family Residential) to BC (Commercial Business) zoning district, and potential Development Agreement for 1215 13th Street S, parcel #R1594200000 and right-of-way in front of the parcel, for a total of 0.389 acres, located in the (NW 1/4 of S27, T3N, R2W, BM), for Aaron Randell/JGT Architecture, representing Brenda & Oswaldo Rodriguez (ZMA-00198-2024). Original Concept: Construct and operate a new restaurant. (Kristi Watkins) 3-3. Action Item: Conditional Use Permit for a light automotive repair shop in a BC (Community Business) zoning district at 412 Caldwell Blvd, Parcel #R0965100000 (SE 1/4 of S16, T3N, R2W, BM) for Archers Auto Repair (Scott Schmid) representing Brandon Roberts (CUP- 00362-2024). Original concept: General light automotive maintenance and repair services. (Rodney Ashby) Planning & Zoning Commission Regular Meeting February 11, 2025 3-4. Action Item: Rezone from RA to RS4 and Preliminary Plat for Sunshine Meadows Subdivision, a 6.36 acre parcel #R3231600000 (NW1/4 of S35, T3N, R2 West, BM) and potential development agreement for 1426 Chicago Street (ZMA-00196-2024, SPP-00152- 2024). Original Concept: Residential development to include 28 Single Family homes and 11 common lots. (Kristi Watkins) 3-5. Action Item: Conditional Use Permit for a Kennel License in a RS7 (Single Family Residential) zoning district at 17592 N Onaway Avenue, a 0.24 acre Parcel #R3078434700 (NE 1/4 of S3, T3N, R2W, NM) for Teresa and Robert Jacobs for Jacobs Kennel (CUP- 00359-2024). Original concept: Obtain a kennel license for 4 dogs.(Damion Snodgrass) 3-6. Action Item: Conditional Use Permit for a Crematory and Funeral home in a BC (Community Business) zoning district at 102 & 106 11th Ave N, a total of .48 acres; parcels R0863800000 & R863900000 (SE 1/4 of S22, T3N, R2W, NM) for James Schmerer representing All Valley Cremation (CUP-00363-2025). Original concept: Establish crematory and funeral home.
