parcels #R3436600000 & R3436601800 at 0 & 18901 N Franklin Blvd
(located in the NE 1/4 of Section 34, T4N, R2W, BM) for Challenger
Development representing Endurance Holdings LLC (SPF-00301-
2025). Original concept: 54 single-family detached dwelling units and 14

b. Final Plat for Swainson's Hawk Arbor No 1 subdivision at 0 W Greenhurst
Rd, a portion of parcel #R3209701300 in the RS6 (Single Family

a. First six-month extension of Conditional Use Permit to August 6, 2026 for
an Unlisted Land Use (NCC10-3-2.B), for a 3.03 acre parcel
#R3239601000 at 0 S Happy Valley Rd (SE 1/4 of Section 36, T3N, R2W,
BM) for Michael Birch representing Esteban Ornelas (CUP-00373-2025).
Original concept: Contractor’s / landscaper’s office with outdoor storage of
planting materials and intermittent outdoor storage of heavy equipment.
b. First one-year extension to January 2, 2027, for a Subdivision Short Plat
approval for White Pine Townhomes in a RML (Limited Multi-Family
Residential) zoning district, 0.32 acre in two parcels #R1694400000 &
R1694500000 addressed as 1722 E Railroad St & 11 18th Ave N (located
in SW 1/4 of Section 23, T3N, R2W, BM), for Penelope Constantikes
representing White Pine Construction Developments LLC (SPS-00055-
2023). Original Concept: Six (6) single-family attached residential units
and one common lot.
c. Second One Year Extension to January 16, 2027 of Subdivision
Preliminary Plat approval for Northland Subdivision at 0 Prescott Ln,

on 43.81 acres, RMH (Multiple Family residential) on 5.88 acres, BC

3-1. Action Item: Annexation and Zoning for 37.74 +/- acres into BC (Community Business),
RD (Two-Family Residential), RS4 (Single-Family Residential), and RS6 (Single-Family
Residential) zoning districts with corresponding right-of-way, potential development
agreement, and Subdivision Preliminary Plat approval for Regatta Crossing Subdivision at 0
Ustick Rd, parcels #R3083300000, located in the NW 1/4 of Section 03, T3N, R2W,
BM, for Endurance Holdings LLC (ANN-00341-2025, SPP-00164-2025). Original Concept:
58 single-family attached townhouse dwelling units, 100 single-family detached dwelling
units, 4 commercial lots, and 22 common lots.
3-2. Action Item: Conditional Use Permit for an Existing RV Park Expansion at Mason Creek RV
Park 807 N Franklin Blvd in an RA (Suburban Residential) zoning district, (A portion of a
14.58 acre or 635,105 sq. ft. parcel #R1503823600 located in the SE ¼ of Section 15,
T3N, R2W, BM for Matt Stevens (CUP-00396-2025). Original Concept: Approval of a
previously expired Conditional Use Permit to expand the RV park increasing the total
number of RV sites from 76 to 120.
3-3. Action Item: Annexation and zoning to RS6 (Single-Family Residential), and Conditional
Use Permit for an Assisted Living Facility with 9+ beds, at 3023 S Happy Valley Rd. Parcel
#R2907600000 in the NE 1/4 of Section 1, T2N, R2W, BM, for Jeff Likes representing
Singh Navjot, Kaur Jaskaran (ANN-00340-2025, CUP-00395-2025). Original Concept: for
"Summer Breeze" Assisted Living Facility for up to 11 rooms and 13 beds.

3-4. Action Item: Subdivision Preliminary Plat Approval for Greenhurst Cottages Subdivision in
a RMH (Multi-Family Residential) zoning district, on parcel #R2016200000, addressed as
2321 Sunny Ridge Rd located in the NW 1/4 of Section 03, T2N, R2W, BM, for Marcel
Lopez, Conger Group representing Sunny Acre Partners LLC (SPP-00165-2025). Original
concept: 43 cottage style single family detached dwelling units on 3.06 acres +/-.
3-5. Action Item: Preliminary plat approval for the amended portion of the Reflections Edge
Subdivision in an RS4 (single-family residential) zoning district, and an RS6 (single-family
residential) zoning district for parcel #s R32392011B0, R3239200000, R32392011A0,
R32394010F0, R32394010D0, R32394010C0, R3239501200, R32395000 all addressed as
0 E Railroad St, (NE ¼ of Section 36, T3N, R2W, BM) for Abbey Hahn representing Scott
Curtis/KB Homes LLC, (SPP-00163-2025). Original concept: Reconfiguring lots in a
previously approved preliminary plat for development of 163 single-family detached
dwellings and 28 common lots. (continued from October 14, 2025
meeting) Applicant requesting continuance to February 10, 2026 meeting.
3-6. Action Item: Zoning Text Amendment to repeal and replace city code Title 10, Chapter 23
Signs, to eliminate redundant language, remove unnecessary definitions, provide clarify,
reorganize the chapter, align standards with Building Code for when a licensed design
professional is required, add language restricting placement of temporary signs on city
properties, and add language for when additional sign code is required to be followed in
city planning areas (ZTA-00036-2023).
