parcel #R32799010B0, in the RD (Two-Family Duplex Residential) zoning
district (located in Section 13, T3N, R3W, BM) for Kent Brown
representing Endurance Holdings LLC (SPF-00306-2025). Original
Concept: 13 Single-family detached dwelling units and 4 common lots on
approximately 5.64 acres.

3-1. Action Item: Preliminary plat approval for the amended portion of the Reflections Edge
Subdivision in an RS4 (single-family residential) zoning district, and an RS6 (single-family
residential) zoning district for parcel #s R32392011B0, R3239200000, R32392011A0,
R32394010F0, R32394010D0, R32394010C0, R3239501200, R32395000 all addressed as
0 E Railroad St, (NE ¼ of Section 36, T3N, R2W, BM) for Abbey Hahn representing Scott
Curtis/KB Homes LLC, (SPP-00163-2025). Original concept: Reconfiguring lots in a
previously approved preliminary plat for development of 163 single-family detached
dwellings and 28 common lots. Continued from October 14, 2025 meeting.
3-2. Action Item: Pre-annexation and Pre-zoning to BC (Community Business) zoning district at
0 Hwy 20/26 and development agreement, approval for parcel #R34169012, located in the
SE 1/4 of Section 22, T4N, R2W, BM, for Steve Thiessen - Hatch Design Architecture
representing Machsie Investments LLC (PANN-00002-2025). Original Concept: 22,000 sf
commercial building on a 1.84 acre lot.

3-3. Action Item: Annexation and zoning to RS4 and RS6 (Single-Family Residential), RD (Tow-
Family Duplex Residential), and BN (Neighborhood Business) zoning districts, potential
development agreement, and preliminary plat subdivision for Sagewood Subdivision, at 0
& 0 Lewis Ln, parcels #R2952501200 and R2952500000, and necessary right-of-way, in
the SW 1/4 of Section 12, T2N, R2W, BM, for Kelli Black representing Moore Family Living
Trust & Corey Barton (ANN-00346-2025, SPP-00170-2025). Original Concept: 95 Single-
Family detached dwelling units, 83 Single-Family attached dwelling units, 4 Commercial
lots, and 18 common lots. Applicant requested to be continued, Planning & Zoning
proposed date to be March 10, 2026.
