ROLL CALL: Student members in attendance: Harbath, Kee, O'Grady Present 7- Sheri Baumgartner, Mikel Briggs, Daniel Fumagalli, Michael Heyden, Paul Hinterlong, Suhel Siddiqui, and Barbara Ann Stark Absent 1- A. Rae Elegant C. PUBLIC FORUM: Kish Pisani. Director of Illinois Association of Microboards & Cooperatives and a parent of a child with disabilities. Spoke of her concerns that first responders be properly trained to interact with people with intellectual and developmental disabilities, similar to the Aurora SNAPP program. Anna Kissel. Resident and parent of child with disabilities. Spoke of the accidental police-related death of an person with Down syndrome in Maryland in 2013 and the need for improved police interactions. D. REPORTS AND RECOMMENDATIONS: 1. Approve the minutes of the February 6, 2019 ACD meeting A motion was made by Siddiqui, seconded by Baumgartner, to approve the regular minutes of the February 6, 2019 meeting of the ACD. The motion carried by a unanimous vote. Absent: 1- Elegant 2. Presentation by the Naperville Police Department regarding public outreach programs for individuals with disabilities. Jim Pacetti of the Naperville Police Department gave a presentation on department activities related to officer interactions with the disabled community. He spoke of the Naperville fast track program that uses GPS monitoring to help locate individuals that could wander from home and get lost, Critical Incident Training (CIT) required for officers to help instruct them on how to deal with different types of individuals that may be impared or developmentally disabled, and the Naperville Premise Alert Program (NPAP) which is a database of information that officers can access from their vehicles when they are called to certain addresses. He also spoke about the Smart 911 program that provides City of Naperville Page 1 Printed on 2/7/2020 Advisory Commission on Disabilities Meeting Minutes - Final May 1, 2019 additional information to dispatchers when a 911 call is made. The Smart 911 system can provide photos, medication information, service animal information etc. Mr. Pacetti indicated that the departement is continuing to develop the NPAP system and would welcome comments from the interested residents. Chairman Briggs verified that goals be set to complete the CIT training for all officers by a specified date, and recommeded accellerating the process if possible. There were questions and comments from the audience. 3. Receive the staff memo regarding ADA parking in Downtown Naperville. Chairman Briggs summarized the staff memo. The memo provided information on how decisions are made by staff for the installation of ADA parking spaces and what steps should be taken if the commission would like to continue to discuss the matter. Commissioner Siddiqui noted that the commission should ask if the public has any concerns about specific areas that do not have suitable parking, such as Jefferson and Main. Chairman Briggs requested that staff from the Transportation team attend the next meeting to discuss the matter with the commission. 4. Accessible Community Task Force Update Commissioner Stark provided an update from the ACTF. She discussed the 2019 Disability Resource Fair that was held on February 27, 2019. Five high school students were recognized by the ACTF and the City Council on May 7 for their contribution to working with the disabled community. The students were Dominykas Mockapetris, Jackson Mayor, Emma Gatz, Taylor Wessel, and Zoe Koulos. Commissioner Stark spoke of the upcoming web page updates for the ACTF, a presentation given by teacher Chris Cook, and the ACTF request of City Council to incorporate handicap accessibility and affordable housing at the new Fifth Avenue Station development. The ACTF also welcomes a new member, Theresa Bussert, to the task force. E. OLD BUSINESS: There were no items discussed. F. NEW BUSINESS: There were no items discussed. G.
