CALL TO ORDER: Chairman Briggs was not in attendance. Commissioner Siddiqui called the meeting to order at 6:33 PM. B. ROLL CALL: Present 4- Donielle Deering, Allison Longenbaugh, Suhel Siddiqui, and Ghousia Wajid Absent 3- Mikel Briggs, Sherry Huang, and Thomas Wronski Also present: Miranda Barfuss, Community Grants Coordinator; Dawn Portner, City Clerk; Mary Hamill, Chair of the Accessible Community Task Force (ACTF); Vicki Ponzo, resident; Les Willenth, resident; Romit Ghosh, Student Representative; Raghav Narsana; Student Representative Quorum was not established. Siddiqui noted that no votes would be completed during the meeting. C. PUBLIC FORUM: None D. REPORTS & RECOMMENDATIONS: 1. Welcome student representatives Siddiqui welcomed the student representatives and encouraged their participation in meetings. 2. Approve the Advisory Commission on Disabilities meeting schedule for calendar year 2024 No vote due to lack of quorum 3. Receive an update on recommendations made to City Council regarding the Advisory Commission on Disabilities Barfuss reported that City Council approved the staff recommendation to make no changes to the scope, size or purpose of the Advisory Commission on Disabilities and create a structured schedule of activities and responsibilities for City of Naperville Page 1 Printed on 2/8/2024 Advisory Commission on Disabilities Meeting Minutes - Final November 8, 2023 the Commission including annual review of City public building and Right-of-Way transition plans. A report on Right-of-Way transition plans by the TED Department is planned for the February meeting. Dawn Portner, City Clerk, will be the new permanent liaison to the Commission as well as the Accessible Community Task Force. 4. Receive an update from the Accessible Community Task Force Hamill provided background on the Accessible Community Task Force and reported on activities including: planning to present the ACTF Visitability Statement to the Building Review Board, reviewing the Services and Resources for People with Disabilities section of the City's website, participating in the review committee for the Social Service Grant Fund and the Community Development Block Grant Fund allocations, supporting the efforts of the Touch My Heart animal therapy program, exploring vocational education opportunities at the City with District 203 Connections staff, and attending the October Riverwalk Commission meeting to comment on a recent accessibility assessment. Hamill asked if the ACD was informed or included in the assessment review. Barfuss confirmed that the ACD was not included because the matter is under the purview of the Riverwalk Commission. Hamill reported that the Naperville 2023 Affordable Housing Plan was accepted by IHDA and asked what measures are planned to implement recommendations of the plan. Barfuss stated that a Naperville Sun article is forthcoming on the Affordable Housing Plan and she will forward the information provided to the reporter to the ACD and ACTF. Hamill asked if JJ's List Disability Awareness Training is being considered for City staff training. Portner said she will follow up with the HR Department. Hamill asked if the employee entrance door on the ground floor has been checked for ADA compliance. Barfuss read a report from Beth Lang, Director of Public Building Operations, stating that the new front entrance doors and the planned lobby improvements meet accessibility code. For building security the metal doors on the ground floor will remain closed and accessible by badge access only, however, the sliding glass door is currently being replaced and if directed to be open for public use, the metal door will be opened by staff and the sliding door will meet ADA compliance. Commissioners discussed other municipalities including vistability components in their building code and communicating with developers. E. OLD BUSINESS: 1.
